What decides it

  • A drone under 250 g still requires an operator ID if it carries a camera, sound recording or other sensor able to capture personal data.confirmed on the cited page
  • An operator ID is also required if the drone can transfer more than 80 J of kinetic energy in a collision, or is used in the specific category.confirmed on the cited page
  • The Swedish electronic self-service register is open only to a private person at least 18 years old and registered as resident in Sweden, or to an organisation with a Swedish seat.confirmed on the cited page
  • The operator ID must be displayed on the drone so the characters are readable at least when it is on the ground, without devices other than eyeglasses or corrective lenses. A QR code may be used.confirmed on the cited page
  • A drone imported into Sweden or otherwise placed on the Swedish market must meet the administrative and technical requirements of the EU radio equipment directive and must carry a CE mark.partly confirmed
  • A dissemination permit from Lantmäteriet is required before publishing, selling or sharing photographs, video, laser data or altitude data depicting Swedish land areas from the air. It is free of charge and takes about 65 working days. Distributing such material without one may be a criminal offence. Material depicting conditions on or under the sea bed goes to Sjöfartsverket instead.confirmed on the cited page

Permits tied to a place or a time

These do not change the country's colour; they decide whether a particular flight is legal where and when you want it.

  • Transportstyrelsen may decide permitting, restricting or prohibiting geographical UAS zones in Swedish airspace. A restricting zone sets conditions such as a permit, an environmental standard or remote ID; a prohibiting zone bans flight or excludes a user group; a permitting zone grants an exemption from open-category rules, normally to the applicant alone. A zone is identified as ESU plus three digits and a geographical name.
  • Under national rules a drone may not be operated in a restricted area without permission. Regulation (EU) 2019/947 does not regulate operation in restricted areas. A restricted area is identified as ESR plus one to three digits and a geographical name; control zones around airports and geographical UAS zones are not restricted areas.
  • Permission to fly in a restricted area is assessed against public interest and is generally not granted for recreational flights by private individuals, or for commercial purposes such as photography for sale. It is primarily granted for infrastructure inspection and inventory, traffic monitoring and construction work. Processing takes up to five weeks and the fee is charged whatever the outcome.
  • Within 5 km of any runway, permission from air traffic control is required regardless of altitude. Inside a control zone further than 5 km from a runway the ceiling is 50 m above ground level, or 10 m in a military airport control zone. Within 1000 m of a heliport a drone may be flown only after coordinating with the heliport.
  • It is forbidden to fly a drone over or close to a decided protected object (skyddsobjekt), such as a police building or a government building. The access prohibition expressly covers access by means of an unmanned craft. A special decision may add a prohibition on making images, descriptions or measurements of or inside the object.
  • National parks are usually restricted airspace and permission is required to operate a drone in one.
  • The official restriction-area dataset lists these national parks and reserves as ESR areas reaching the ground: ESR47 Sarek, ESR53 Stora Sjöfallet, ESR57 Padjelanta, ESR115 Fulufjället, ESR61 Sånfjället, ESR116 Färnebofjärden and ESR31 Stora and Lilla Karlsö. Also reaching the ground, and relevant to a visiting pilot: ESR26 Northern Gotland and Fårö, ESR21 the southern part of the Stockholm archipelago, ESR1 and ESR1A Esrange, and ESR3 the lower part of the river Kalix.
  • Where take-off and landing are to occur within a national park that also contains a restricted area, a separate application for take-off and landing must be submitted to the County Administrative Board. The examples given are ESR47 Sarek and ESR53 Stora Sjöfallet.
  • Flying with dangerous goods is not allowed without a permit. Explosive, flammable, toxic, radioactive, corrosive and infectious substances, gases and liquids are the examples given.

Before you fly, in order

  1. A drone under 250 g still requires an operator ID if it carries a camera, sound recording or other sensor able to capture personal data.
  2. An operator ID is also required if the drone can transfer more than 80 J of kinetic energy in a collision, or is used in the specific category.
  3. An operator ID issued in any EU or EASA member state is valid in Sweden, and an operator already registered in another member state must not register in Sweden.
  4. The Swedish electronic self-service register is open only to a private person at least 18 years old and registered as resident in Sweden, or to an organisation with a Swedish seat.
  5. A drone licence issued in any EU or EASA member state is valid in Sweden.
  6. The operator ID must be displayed on the drone so the characters are readable at least when it is on the ground, without devices other than eyeglasses or corrective lenses. A QR code may be used.
  7. Insurance is not required for a drone under 20 kg used in leisure, display or recreational flights, under Regulation (EC) 785/2004. It is recommended at every weight, and no insurance covers an accident during an unlawful flight.
  8. Open-category flight may not exceed 120 m above ground level. In hilly terrain the ceiling is measured above the ground, not above the take-off point.
  9. Within a horizontal distance of 50 m from an artificial obstacle taller than 105 m, the maximum height may be increased to 15 m above the height of the obstacle, at the request of the entity responsible for the obstacle.
  10. A1: a C0 drone may be flown over uninvolved people but it should be avoided; a C1 drone may not. A2: a C2 drone under 4 kg keeps 30 m from uninvolved people, or 5 m in low-speed mode, and is never flown over them. A3: a C2, C3 or C4 drone and any legacy drone over 250 g keeps 30 m from uninvolved people and 150 m from residential, commercial, industrial or recreational areas. The 1:1 rule applies for C2 to C4.
  11. Flight over assemblies of people is never allowed, at any weight or class. An assembly is defined by whether an individual can move around; the examples given are sport, cultural, religious or political events, beaches or parks on a sunny day, commercial streets during shop opening hours, and ski resorts, tracks and lanes.
  12. Visual line of sight is required. Beyond visual line of sight moves the flight into the specific or certified category and needs a Transportstyrelsen permit, except in follow-me mode or with a drone observer. In follow-me mode the aircraft may not be more than 50 m from the pilot.
  13. At night or in poor visibility a green flashing light on the drone must be activated. Night runs from the end of evening civil twilight to the beginning of morning civil twilight, civil twilight being bounded by the centre of the sun's disc 6 degrees below the horizon.
  14. Transportstyrelsen may decide permitting, restricting or prohibiting geographical UAS zones in Swedish airspace.
  15. Under national rules a drone may not be operated in a restricted area without permission. Regulation (EU) 2019/947 does not regulate operation in restricted areas. A restricted area is identified as ESR plus one to three digits and a geographical name; control zones around airports and geographical UAS zones are not restricted areas.
  16. Permission to fly in a restricted area is assessed against public interest and is generally not granted for recreational flights by private individuals, or for commercial purposes such as photography for sale. It is primarily granted for infrastructure inspection and inventory, traffic monitoring and construction work. Processing takes up to five weeks and the fee is charged whatever the outcome.
  17. Within 5 km of any runway, permission from air traffic control is required regardless of altitude. Inside a control zone further than 5 km from a runway the ceiling is 50 m above ground level, or 10 m in a military airport control zone. Within 1000 m of a heliport a drone may be flown only after coordinating with the heliport.
  18. The Drönarkarta must be consulted before every flight, and it is not sufficient on its own: it is not a flight briefing service, it does not fully reflect Transportstyrelsen's rules, the primary source is LFV's AroWeb, and only restriction and danger areas whose lower limit is ground or surface are displayed on it.
  19. Flying in a danger area is not prohibited but should be avoided unless the operator can guarantee the flight can be performed without increased risk from the ongoing activity. Danger areas are notified via AIP SUP and NOTAM.
  20. It is forbidden to fly a drone over or close to a decided protected object (skyddsobjekt), such as a police building or a government building. The access prohibition expressly covers access by means of an unmanned craft. A special decision may add a prohibition on making images, descriptions or measurements of or inside the object.
  21. National parks are usually restricted airspace and permission is required to operate a drone in one.
  22. The official restriction-area dataset lists these national parks and reserves as ESR areas reaching the ground: ESR47 Sarek, ESR53 Stora Sjöfallet, ESR57 Padjelanta, ESR115 Fulufjället, ESR61 Sånfjället, ESR116 Färnebofjärden and ESR31 Stora and Lilla Karlsö. Also reaching the ground, and relevant to a visiting pilot: ESR26 Northern Gotland and Fårö, ESR21 the southern part of the Stockholm archipelago, ESR1 and ESR1A Esrange, and ESR3 the lower part of the river Kalix.
  23. Where take-off and landing are to occur within a national park that also contains a restricted area, a separate application for take-off and landing must be submitted to the County Administrative Board. The examples given are ESR47 Sarek and ESR53 Stora Sjöfallet.
  24. Take-off and landing within a nature reserve may be prohibited. The County Administrative Board is usually responsible for managing protected nature and is the body to ask when it is unclear whether a flight is allowed.
  25. In urban areas drones may be used with extreme caution. Crossing a road is allowed for C0, C1 and C2 drones and for a legacy drone, at a minimum of 20 m above ground or above obstacles such as street lights, with no hovering above the road, visual line of sight maintained and no moving vehicles on the road. Over a highway, a C3 or C4 drone and a legacy drone over 250 g may neither cross nor hover.
  26. An observer is required for FPV flight with goggles. The observer must be in direct contact with the remote pilot; phones and other communication devices are not allowed. The observer stands alongside the pilot, may not use aided vision, and may not be used to extend range beyond visual line of sight, except to assist an emergency landing.
  27. A drone imported into Sweden or otherwise placed on the Swedish market must meet the administrative and technical requirements of the EU radio equipment directive and must carry a CE mark.
  28. Tullverket's page on what a traveller may bring names food and drink, alcohol, animals, medicines, cash, tobacco and nicotine products, e-cigarettes and e-liquid, weapons and dangerous objects. It names no drone, unmanned aircraft, radio equipment or lithium battery category and states no drone declaration duty.
  29. Drone use of the 2.4 and 5.8 GHz bands needs no radio licence from PTS as long as the transmitter's output power does not exceed the maximum permitted. Other frequencies or higher output power need a PTS licence.
  30. Drone photography by private individuals and companies needs no special permit under camera legislation. The General Data Protection Regulation and the Camera Surveillance Act must still be followed: where people can be identified from the images the photographer is the data controller, with the information and contact-details duties that follow, and where the drone flies high enough that they cannot be identified there is no personal data processing and neither applies.
  31. A dissemination permit from Lantmäteriet is required before publishing, selling or sharing photographs, video, laser data or altitude data depicting Swedish land areas from the air. It is free of charge and takes about 65 working days. Distributing such material without one may be a criminal offence. Material depicting conditions on or under the sea bed goes to Sjöfartsverket instead.
  32. Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

May a visiting pilot fly at allYes, after a registration or a notification. No flight permit is needed in the open category. What is needed is an operator ID, a drone licence at 250 g and above, and compliance with the altitude, distance and zone rules. For a visitor from outside the EU and EEA the binding constraint is lead time, not permission: the drone licence can take up to 90 days.confirmed on the cited pageS1S2
EU or EEA registration recognisedYesBoth the operator ID and the drone licence carry over. Three Transportstyrelsen pages word the recognised set differently (EU/EASA on S1, EU on S3, EU/EES on S4); the difference is recorded in conflicts and falls on a resident of an EASA state outside the EEA.confirmed on the cited pageS1S3S4
UK registration recognisedNoNot recognised. No official page names the UK CAA or treats a UK registration as a substitute, and the Swedish self-service register is open only to a person registered as resident in Sweden. A UK resident takes the manual TSL7181 route and needs a Swedish drone licence at 250 g and above. The finding rests on the absence of the UK from the recognised set rather than on a page that names it.partly confirmedS1S3S4
US registration recognisedNoNot recognised. Same branch as the UK; no official page names the FAA.partly confirmedS1S3S4
Local registrationRequired from 250 g. Cost: SEK 190 application fee plus SEK 250 annual fee. Time: A couple of weeks. Non-residents: Form TSL7181 and a PDF copy of the passport, emailed to operatorsregistrering.dronare@transportstyrelsen.se. The planned arrival date in Sweden may be included..Three triggers, not one: at least 250 g, or able to transfer more than 80 J of kinetic energy in a collision, or carrying a camera, sound recording or other sensor able to capture personal data. The register itself holds the operator's full name and date of birth, contact details and any drone insurance contract number, and competent authorities in other EASA states may query a holder's privileges. The fees are read off the fee regulation itself, TSFS 2024:78 chapter 9, 7 § and 8 §. The electronic self-service register is open only to a private person at least 18 years old and registered as resident in Sweden, or an organisation with a Swedish seat, which is why the email route exists. The operator ID does not lapse on departure: anyone still registered on 1 January owes the annual fee, so deregister before 31 December.confirmed on the cited pageS3S4S6S9
Remote IDDirect remote identification and geo-awareness are required on C1, C2 and C3 drones manufactured after 1 July 2020. New drones shall be programmed with the network ID, and the full string, the operator registration number plus the three randomly generated alphanumerics, shall be uploaded into the electronic identification system if one is available. Both research passes left this unknown and the gaps pass called the requester's premise unconfirmed. The purpose is stated in the Transportstyrelsen training material: remote identification exists so that the police and other authorities can identify the drone in the air.confirmed on the cited pageS1S2S7
InsuranceNot mandatory for you · Not required below 20 kg for leisure, display or recreational flights, under Regulation (EC) 785/2004. Every drone over 20 kg must be insured. No minimum cover amount is published. Insurance is recommended at every weight, and the training material adds that no insurance covers an accident during an unlawful flight. The exemption is written for leisure, display and recreational flights, so a commercial operation below 20 kg is not covered by it; neither page says what applies then.confirmed on the cited pageS1S7
Altitude ceiling120 mMeasured above ground level, so in hilly terrain the ceiling follows the ground rather than the take-off point. Two modifiers: within 50 m horizontally of an artificial obstacle taller than 105 m the ceiling may be raised to 15 m above the obstacle at the request of the entity responsible for it, and inside a control zone more than 5 km from a runway the ceiling drops to 50 m, or 10 m at a military airport control zone.confirmed on the cited pageS1S7
Distance from peopleA1: a C0 drone may be flown over uninvolved people but it should be avoided; a C1 drone may not. Flight over assemblies of people is never allowed at any weight. The 1:1 rule applies for C2 to C4: the distance to the obstacle equals the height above ground. The research brief said the retrieved Swedish sources do not provide the complete A1/A2/A3 thresholds. Transportstyrelsen's own visiting-pilot guide provides all of them, per class, with the EASA acceptable means of compliance quoted alongside.confirmed on the cited pageS1S7
Line of sightRequired. Open-category flight is within visual line of sight, under 25 kg, no more than 120 m above the ground and not over people, and needs no permit. Beyond visual line of sight moves the operation into the specific or certified category and needs a Transportstyrelsen permit, except in follow-me mode or with a drone observer. In follow-me mode the aircraft may not be more than 50 m from the pilot.confirmed on the cited pageS1S2S7
NightPermitted. A green flashing light on the drone must be activated at night or in poor visibility. Night runs from the end of evening civil twilight to the beginning of morning civil twilight, civil twilight being bounded by the centre of the sun's disc 6 degrees below the horizon. The definition of night is taken from Regulation (EU) 923/2012 (SERA), article 2(97), as the guide cites it. Both research passes left night unknown.confirmed on the cited pageS1S7
Class marksC0 to C4 plus legacy. A drone placed on the market before 1 January 2024 with no C-class may fly in subcategory A1 if its take-off mass is under 250 g, or in A3 if it is under 25 kg. A drone placed on the market after 1 January 2024 with no C-class may be operated only with permission from Transportstyrelsen or within a model flying club, at a designated model flying area. The 1 January 2024 cut-off is the rule the research brief omitted while reporting C0 to C4 recognition. A privately built drone follows the same split: A1 under 250 g and under 19 m/s, A3 at 250 g or more.confirmed on the cited pageS1
FPVPermitted with an observer, who is mandatory. The observer must be in direct contact with the remote pilot; phones and other communication devices are not allowed. The observer stands alongside the pilot, may not use aided vision such as binoculars, and is not there to extend range beyond visual line of sight. An emergency landing far from the pilot's position is the stated exception. Both research passes left FPV unknown and the gaps pass said no official page was found. The training material carries a section on first-person view added in its June 2026 revision, and the visiting-pilot guide states the requirement in English.confirmed on the cited pageS1S7
Commercial useThe open category draws no recreational and commercial line. Three things do bite commercially: permission to fly in a restricted area is generally not granted for commercial purposes such as photography for sale, the insurance exemption under Regulation (EC) 785/2004 is written for leisure, display and recreational flights only, and a third-country operator whose first EU member state of operation is Sweden must register in Sweden, after which Transportstyrelsen accepts declarations for standard scenarios and issues specific-category authorisations and light UAS operator certificates. The third-country operator page addresses declarations, specific-category authorisations and LUCs, not open-category recreational flight, so it is not the route a visiting hobby pilot takes.confirmed on the cited pageS1S8S12

Where the no-fly zones are published

The authority's own map is the one that counts on the day; an app is a convenience, not a source.

No single nationwide distance. Within 5 km of any runway, permission from air traffic control is required regardless of altitude. Inside a control zone further than 5 km from a runway the ceiling is 50 m above ground level, or 10 m in a military airport control zone. Within 1000 m of a heliport, flight only after coordinating with the heliport.

Customs and the border

Declaration
No drone-specific declaration duty is stated. Tullverket's page on what a traveller may bring was opened and names food and drink, alcohol, animals, medicines, cash, tobacco and nicotine products, e-cigarettes and e-liquid, weapons and dangerous objects. Drones, unmanned aircraft, radio equipment and lithium batteries appear nowhere on it. Cash of EUR 10,000 or more must be declared; firearms, silencers and ammunition always require notification.
Import authorisation
None is stated for a traveller's recreational drone. The one import rule that exists is the radio one: a drone imported into Sweden or otherwise placed on the Swedish market must meet the administrative and technical requirements of the EU radio equipment directive and must carry a CE mark.
Radio conformity
PTS is the radio regulator. Drone use of the 2.4 and 5.8 GHz bands needs no radio licence as long as the transmitters' output power does not exceed the maximum permitted; other frequencies or higher output power need a PTS licence, applied for through the PTS e-service. When buying a drone, check whether a radio licence is needed and make sure the drone is CE marked. Equipment imported into or placed on the Swedish market must meet the EU radio equipment directive, the CE mark being the attestation of that.

On the ground

What pilots, police and the press report actually happening. This is evidence about behaviour, not law: it never changes the status above, and it is dated and linked so you can judge it yourself.

Enforced32 confirmed cases · 2020-09-02 to 2026-09-02 · practice pass 8 October 2026

Thirty-two dated cases from 2020 to 2026, from Swedish press and police, twelve with foreign pilots: people are caught at events, protected sites, airports and town centres, and nine fines of 1,500 to 64,000 SEK were located. Both park fines hit businesses. No case at customs or of a private visitor in the mountains.

How people fly
The confirmed cases say what people were doing when they were found, and it is ordinary: filming a classic car show, a rock festival, a ski-race finish, a Pride parade, a church being moved across Kiruna, a park with a daughter, central Visby at nine in the evening, buildings for a property company, Umeå from the air for a small YouTube channel. The visitors among them flew where tourists go: Drottningholm, the palace and Riksdag area in central Stockholm, inside Visby's walls, Umeå's main square. The trigger is the place, and several of the places that bite are invisible to a visitor: a temporary restriction area over an event, a protected object that is not marked on the ground, a control zone that reaches into a town centre.
Police and rangers
Four ways of being found are confirmed. Police drones over events: at Rättvik's Classic Car Week in July 2024 and again in 2025 a police drone spotted the pilot's drone inside a temporary restriction area, and at Sweden Rock in 2022 police located a pilot with a helicopter and drones. Airport detection: Sundsvall-Timrå's system showed where the pilot stood in September 2025. Remote camera surveillance: the police centre in Malmö spotted a drone at 190 m over Oskarshamn in July 2026 and a patrol found the 15-year-old flying it. Guards and patrols at protected objects: a military guard detained the pilot at Drottningholm in 2022, military police at Luleå's F21 base in 2023, and at Jokkmokk in January 2026 police seized the drone and phones of two foreign men, deleted their footage and filed a report under skyddslagen before releasing them. The police tell pilots that wherever they see a police operation or cordon they can assume a restriction area has been applied for, and event flight bans produce reports routinely: a pilot from another European country at the Vasaloppet finish in Mora in 2025, three people at Broloppet in 2025, two at Stockholm Pride in 2025 and two at Sweden Rock in 2026. Police region Syd said in July 2025 that it handles drone-related incidents every week, most of them flying too high. Central Stockholm's restriction areas are patrolled the same way: a foreign citizen of about 25 was arrested on Gärdet in September 2025, two more pilots were identified there in October 2025, and two EU citizens were caught over the Riksdag and the foreign ministry in February 2026. Twelve of the 32 cases involve foreign nationals, and a foreign certificate was no defence: a 21-year-old Chinese citizen holding a Norwegian drone certificate was convicted for a flight in central Visby because he had not made the checks he should have. One visitor was acquitted in Umeå in 2025 for lack of intent under the rule then in force. On the parks, the law block's two-permit route for Sarek (Transportstyrelsen for the flight, the County Administrative Board for take-off and landing) is enforced: a Värmland sole trader who flew over the Sarek restriction area at least five times with neither permission was fined, and SVT was fined after a County Administrative Board report for a take-off and landing in Haparanda skärgård. No ranger encounter and no case against a private visitor in a park was located. On the dissemination permit, the one prosecution located is the Umeå YouTube case, which ended in a conviction on appeal.

Fines actually reported
Nine amounts actually imposed were located, all in SEK. Day-fines: 64,000 (160 x 400) on appeal in February 2022 for publishing 15 Umeå drone films without a dissemination permit; 17,200 for negligent air traffic over central Lund in October 2022; 32,000 (80 x 400) for flying drunk at Rättvik in July 2024; 1,500 (30 day-fines) for a control-zone flight in central Visby in December 2024; 41,300 (70 day-fines) for flying drunk at Rättvik in 2025; 33,500 (50 x 670) for flying drunk in Rålambshovsparken, Stockholm, in May 2026. Company fines: 10,000 for flights over the Sarek restriction area in August 2023, and 10,000 for SVT's take-off and landing in Haparanda skärgård national park. Plain fine: 1,500 for a 15-year-old flying at 190 m without a drone licence over Oskarshamn on 2026-07-05, the first located penalty under the no-licence offence in force since 1 January 2026. The 30 to 150 day-fines in Transportstyrelsen's December 2025 release are the announced scale, not a sum anyone was charged.

The law's own penalty schedule is separate: Not established, 8 published fine ranges below.

Where reports cluster

  • Central Visby, inside the airport's control zone

Confirmed twice. A Chinese citizen with a Norwegian certificate was convicted for a December 2024 flight on Artillerigatan, where he also filmed a planned protected object; an EU citizen flying at the wrong height in September 2026 is suspected and the headline says his drone was seized.

  • Central Stockholm, Drottningholm and Lovön

Confirmed eight times. The palace, Riksdag and government area is a permanent no-drone area; foreign pilots were arrested there in 2022, at Drottningholm in 2022 and on Lovön in 2026, and two EU citizens were caught over the Riksdag in February 2026. On Gärdet a foreign pilot was arrested in September 2025 and two more identified in a restriction area in October 2025. Two pilots were reported at Stockholm Pride in 2025, and a drunk pilot was fined in Rålambshovsparken in 2026.

  • Events under a temporary restriction area: Rättvik Classic Car Week, Sweden Rock, Vasaloppet, Broloppet, Kiruna's church move

Confirmed seven times, and the places where police drones do the finding: Rättvik twice, Sweden Rock in 2022 and 2026, the Vasaloppet finish in Mora and Broloppet in 2025, and Kiruna in 2025. The restriction is temporary and easy to miss.

  • Protected objects in Norrbotten: F21 at Luleå and a site at Jokkmokk

Confirmed three times, all against foreign nationals, with seizures at Luleå 2023 and Jokkmokk 2026. Luleå 2024 was closed by the prosecutor.

  • Sarek National Park

Confirmed once: a 10,000 SEK company fine for at least five flights over restriction area ESR47 in August 2023 without either permission. The pilot was a business, not a visitor.

  • Haparanda skärgård National Park

Confirmed once: SVT fined 10,000 SEK after a County Administrative Board report for a take-off and landing during filming.

  • Arlanda and Landvetter airports

Confirmed closures in September 2024 and November 2025 with no pilot found; the Landvetter investigation was closed for want of a reliable observation. Protest flights at Landvetter at Easter 2025 led to a charge in 2026.

  • Regional airports: Sundsvall-Timrå and Kalmar

Confirmed twice. At Sundsvall-Timrå, the clearest case of detection, the airport's system located the pilot and he was arrested the same evening; at Kalmar a flight in the control zone was reported in April 2025 with a suspect identified.

  • Town-centre control zones and hospital helipads: Lund, Umeå and Skellefteå

Confirmed three times: a conviction for a flight up to 140 m in the Lund hospital helipad zone, an acquittal of a foreign visitor on Umeå's main square who did not know where the airport was, and a pilot caught by police near Skellefteå hospital's helicopter pad in February 2025.

  • Abisko, the Kungsleden and the Lapland mountains

No dated case found. The only community source is an unreachable Reddit thread. Absence of a report is not evidence of tolerance.

  • Fulufjället, Höga Kusten and the Stockholm archipelago

No dated case found in Swedish or English. Fulufjället and the southern archipelago are restriction areas reaching the ground in the LFV dataset.

  • Airport customs on arrival or departure

No dated case found at any Swedish airport, and Tullverket's traveller page names no drone rule.

What the law says it costs

Published penalty ranges. What has actually been charged, where anyone reported it, is in the section above.

OffenceRangeSources
Flying a drone in contravention of the rulesA violation of luftfartslagen (2010:500). Under 13 kap. 4 § the penalty is böter (day-fines) or imprisonment for up to six months. Day-fine amounts are set case by case under brottsbalken and no drone tariff is published.S13S14S15
Flying a drone of 250 g or more without a drone licencePunishable since 1 January 2026, when new provisions on unlawful drone flight entered into force. Böter or imprisonment up to six months under luftfartslagen 13 kap. 4 § 8 a, flying an aircraft without a valid certificate or equivalent document.S13S14S15
Operating a registered drone that is not marked as (EU) 2019/947 requiresBöter or imprisonment up to six months, luftfartslagen 13 kap. 4 § 5 b.S15
Negligent air traffic (vårdslöshet i flygtrafik)Böter or imprisonment up to six months for intentionally or negligently manoeuvring an aircraft, or acting as observer on an unmanned aircraft system flight, so as to endanger the life or property of others. Gross cases: imprisonment up to two years, judged on whether the act involved a deliberate serious risk or showed manifest indifference to others' life or property.S15
Flying a drone into or over a protected object (skyddsobjekt)Obehörigt tritt till skyddsobjekt: imprisonment up to two years; if the offence is minor, böter or imprisonment up to six months. The access prohibition expressly covers access by means of an unmanned craft.S16
Making images of a protected object where a depiction ban appliesOlovlig avbildning av skyddsobjekt: böter or imprisonment up to one year.S16
Operating in a restricted area without permissionLuftfartslagen 13 kap. 4 § 3 covers breaches of rules or decisions on restriction areas: böter or imprisonment up to six months. No amount is published.S15
Disseminating aerial photographs of Swedish land without a dissemination permitIt may be a criminal offence. No amount is stated and neither Lantmäteriet page prints the SFS number of the underlying act on the protection of geographical information.S24S25

Confiscation: Two distinct powers, both in statute. Under luftfartslagen 13 kap. 12 §, where the owner or someone acting in the owner's place intentionally commits or takes part in a breach of the restriction-area rules, the aircraft may be declared forfeited if that is needed to prevent crime or there are other special reasons, unless forfeiture would be manifestly unreasonable; where the aircraft no longer exists, its value may be forfeited instead. Under skyddslagen 11 §, where an unmanned craft is within, near or over a protected object, whoever guards the object may intervene against the craft by means other than inspection, and force against the craft may be used where other means are insufficient and it is justifiable in the circumstances. Skyddslagen 16 § requires a written protocol for any intervention with force against an unmanned craft and for any seizure.

Criminal liability: Flying a drone in contravention of the rules can make the pilot guilty of a breach of luftfartslagen (2010:500). Since 1 January 2026 the act carries express provisions on unlawful drone flight, including flying a drone of 250 g or more without a drone licence, and extends negligent air traffic to the observer on an unmanned aircraft system flight. Protected objects are covered separately by skyddslagen (2010:305), whose access prohibition reaches access by unmanned craft and whose penalties run to two years.

What we could not confirm

Printed rather than hidden. A brief that answers everything has usually guessed somewhere, and a gap here is a real gap in the official pages or a page we could not reach.

2 cited pages refused our checks and are marked unreachable in the source list.

Sources that disagree

  1. The SFS number and operative wording of the Swedish act on the protection of geographical information. Neither Lantmäteriet page prints it, so the dissemination permit's exact trigger, its exemptions and the penalty range for skipping it are unestablished.
  2. Whether form TSL7181 accepts a foreign address and a foreign telephone number. The form itself was not opened, and the Swedish registration page lists address, email and telephone among the register's fields without saying anything about their nationality.
  3. Whether the Swedish drone-licence theory test can be sat from outside Sweden, and whether a non-Swedish payer can use Swish. The English page states only that Swish or an invoice are the options and that an invoice is sent by ordinary post.
  4. Where the 600 SEK drone-licence fee sits in TSFS 2024:78. It is not in chapter 9, which carries the operator-registration fees.
  5. What applies at exactly 250 g. The registration rule reads at least 250 grams, the age rule reads over 250 grams, and the two thresholds are encoded apart rather than reconciled.
  6. What applies at exactly 20 kg. The English page exempts a drone of less than 20 kg from insurance and the Swedish training material requires insurance over 20 kilos, leaving the boundary itself unstated.
  7. Abisko National Park's own drone rule. There is no restriction area for Abisko in the current LFV dataset and the official park page states no drone rule; its rules and regulations subpages return HTTP 404.
  8. Per-park rules for every Swedish national park other than Kosterhavet. Only one park regulation was read, and reading it corrected the research brief rather than generalising it.
  9. Nature-reserve rules county by county. Transportstyrelsen points at the County Administrative Board and no county page was read.
  10. The fee and processing time for a County Administrative Board permission to take off and land inside a national park, and whether a visiting recreational pilot is eligible for one. Only the requirement is published.
  11. National fine amounts. The statutes prescribe böter or imprisonment; böter are day-fines set case by case under brottsbalken and no drone tariff is published.
  12. Any penalty for breaching the insurance requirement above 20 kg. No official page states one.
  13. Any Sweden-specific lithium battery carriage rule. None is on any Swedish official page, so the general airline and dangerous-goods rules apply by default but no threshold is published here.
  14. Whether a dissemination permit is needed for footage that is never published. Both Lantmäteriet pages are written about distribution.
  15. The Drönarkarta's own in-app disclaimer text, which the research brief quoted. It is rendered by JavaScript and is not in the served HTML, so the brief's quote could not be verified at that URL; the equivalent statements are carried from the product specification and an LFV news item instead.
  16. An official English wording for the 80 J kinetic-energy registration trigger. Only the Swedish registration page states it.
  17. Whether any Swedish municipality has issued a local drone restriction. Nothing on any page read suggests one, but no municipal domain was searched.
  18. The customs tariff classification of a drone and whether it changes anything for a traveller. Tullverket's tariff service was not reached in this pass.
  19. Whether allemansrätten, the right of public access, carries any drone rule. No official page read in this pass attaches one to it, so any such claim is a secondary inference and none is carried here.
  20. Whether a private recreational visitor has ever been stopped or penalised for flying in a Swedish national park or in the Lapland mountains. The practice pass and its top-up confirmed 32 dated cases, including company fines for flights in Sarek and Haparanda skärgård, but none against a private visitor in a park; a Swedish search of the Norrbotten parks and the Kungsleden in the top-up found nothing either, and the one Kungsleden community thread is on Reddit, which this project cannot open.
  21. How the protected-object arrests of foreign pilots end. The practice pass found arrests or suspicions at Drottningholm and central Stockholm in 2022, Luleå in 2023, Gärdet in 2025, Jokkmokk, the Riksdag area and Lovön in 2026, and a seizure in Visby in 2026, but the press and the police notices report the arrest and not the outcome; the only located outcome, Luleå 2024, was a closed investigation. A top-up search for court outcomes, including the Luleå F21 case, found none.
  22. Whether a drone has ever been declared forfeited under luftfartslagen 13 kap. 12 §. Seizures are reported; no forfeiture judgment was located in the first pass or in a second Swedish search in the top-up.
  23. Any Swedish customs or airport-security handling of a traveller's drone. No case was located in Swedish or English, in either pass.

What changed, and when

Dated changes to the rules, newest first.

  1. 1 January 2026

Lag (2025:1061) amends luftfartslagen (2010:500). New provisions on unlawful drone flight take effect: flying a drone of 250 g or more without a drone licence becomes punishable, negligent air traffic is extended to the observer on an unmanned aircraft system flight, and 13 kap. 13 § is repealed. Neither research pass reported this change.

    S13S14S15

  2. 1 April 2025

Lag (2025:220) enters into force and removes the permit requirement from camera-surveillance law outright: the permit provisions are repealed and every permit granted under the 2013 or 2018 Acts ceased at the end of March 2025, replaced by a documented self-assessment and a register of ongoing surveillance.

  3. 1 January 2025

TSFS 2024:78, the Transport Agency's fee regulation, enters into force. It carries the SEK 190 operator-registration fee, the SEK 250 annual fee and the 1,700 SEK standard hourly rate behind the restricted-area and UAS-zone permits.

Kamerabevakningslagen (2018:1200) enters into force and repeals kameraövervakningslagen (2013:460). Its definition of camera surveillance reaches only equipment used without being manoeuvred at the location, for continuous or regularly repeated monitoring of persons, which keeps a hand-flown drone outside the Act on two counts.

    S17

  8. 1 August 2017

Lag (2017:717) inserts 5 a § into kameraövervakningslagen (2013:460): the Act does not apply to camera surveillance from an unmanned aircraft where it is conducted by anyone other than a public authority. Permits previously granted for such surveillance ceased to be valid on the same day. This is the date drone camera permits ended in Sweden.

Training material, Swedish, read as a local PDF. Brief ids L4, G1 and G8. Date correction: both research passes dated it 2023-01-16 from the search index's filename, while every page footer reads Revision: Juni 2026 and the revision history lists three 2026 revisions, including the new section 3.3 on first-person view. It is training material rather than a rule page, so it is used as corroboration wherever the guide or the hub says the same thing.

    Transportstyrelsen · document dated 2026-01-14 · opened 2026-10-08

Rule page, English, cited by neither research pass and reached by following the restricted-area link on S1. It is the per-route eligibility answer for the whole restricted-area and national-park chain, and it also carries the ESR and ESU naming conventions, the public-interest test, the legal basis in luftfartsförordningen (2010:770) and förordningen (2005:801), the five-week processing time, the fee under TSFS 2024:78 chapter 17 section 11, and the paragraph naming ESR47 Sarek and ESR53 Stora Sjöfallet for the separate county-board application.

In force 1 January 2025 and consolidated through TSFS 2026:77, with correction sheet 2025:70 observed. Chapter 9 sections 7 and 8 carry the registration fees; chapter 9 section 17 and chapter 17 section 11 make the UAS-zone and restricted-area application fees time-based; chapter 2 section 7 sets the standard hourly rate at 1,700 SEK. utan att manövreras på platsen, används på ett sätt som innebär varaktig eller regelbundet upprepad personbevakning / 2025:220 1. Denna lag träder i kraft den 1 april 2025.

Statute, reached by following the link on S13. Its 3 § definition is why a hand-flown drone falls outside the Act on two counts, and its 5 § point 1 exempts purely private activity. The transitional provision to Lag (2025:220) records that permits granted under the 2013 or 2018 Acts ceased at the end of March 2025 and refers to sections 13 and 14 as repealed, which is the abolition of the permit requirement.

Statute, repealed on 1 August 2018. This is the dated answer to when Swedish drone camera permits ceased: the transitional provision to Lag (2017:717) reads that the amendment entered into force on 1 August 2017 and that permit decisions covered by 5 a § and taken before then ceased to apply on the same day.

Decided 13 June 2024, published 20 June 2024, in force 1 August 2024. Its 4 § county-permit list does not include drones and its 5 § general exemptions run to the park manager, designated contractors, licensed activities and emergency services, so a visiting recreational pilot has no route.
