Permits tied to a place or a time

These do not change the country's colour; they decide whether a particular flight is legal where and when you want it.

  • Open-category flight is prohibited inside a control zone (CTR) within 5 km of the aerodrome reference point. Slovenia Control approves flights there only in the specific category.
  • At an aerodrome without air traffic control, flight is prohibited within 2,600 m of both runway thresholds and in a 2,600 m strip either side of the runway centreline, unless the aerodrome operator approves. Portorož, Maribor and Cerklje count as uncontrolled outside air traffic service hours; Ljubljana Jože Pučnik is open 24/7.
  • Flight within 1,850 m of a heliport needs the heliport operator's approval, and in the open category the pilot must hold the A2 certificate.
  • Open-category flight within 600 m of a public-interest site (a helicopter emergency landing site) needs the approval of the site's manager.
  • Flight within 500 m of an airfield's reference point needs the airfield operator's approval.
  • Over areas of buildings and above-ground structures where people are, open-category flight is allowed only with a drone of at most 1,200 g, at or below 50 m above ground, by day only, with the approval of the owner or user of the property overflown and after announcing the flight to CAA. The drone may stray at most 10 m past the property line when this is needed for safety.
  • Roads and pavements may be overflown in the open category only when no one is on them; motorway overflight is prohibited in the open category.
  • Inside geozones set for nuclear safety, defence, police, nature conservation, meteorological radar, security or other legal reasons, flight needs the prior approval of the zone's manager, whose contact is published in the CAA geozone system.
  • The police may set temporary geozones where they work; approval to fly inside one comes from the police.

Before you fly, in order

  1. A drone under 250 g still requires operator registration if it carries a sensor able to capture personal data, unless it is a toy. CAA's example is the DJI Mavic Mini at 249 g.
  2. A resident of another EU member state registers in the state of residence and not again in Slovenia; an operator cannot be registered in more than one member state.
  3. Operator registration is valid for 30 months.
  4. Every drone is labelled with the operator registration number; on small drones the label may go on the battery.
  5. The operator must take out compulsory insurance for the unmanned aircraft system under the regulation governing compulsory insurance in transport.
  6. The drone stays within 120 m of the nearest point of the earth's surface, except when overflying an obstacle.
  7. The pilot keeps the drone at a safe distance from people and never flies over assemblies of people.
  8. The drone stays in visual line of sight, except in follow-me mode or with an observer assisting the pilot.
  9. Open-category flight is prohibited inside a control zone (CTR) within 5 km of the aerodrome reference point. Slovenia Control approves flights there only in the specific category.
  10. Inside a control zone more than 5 km from the aerodrome reference point, open-category flight is allowed below 50 m above the ground without any approval.

The drone may stray at most 10 m past the property line when this is needed for safety.
  18. A flight over a built-up area is announced to CAA 12 hours before, on form UAS.APL-2 with a KMZ file of the take-off point and flight area, to uav@caa.si, even when no people are expected there.
  19. Roads and pavements may be overflown in the open category only when no one is on them; motorway overflight is prohibited in the open category.
  20. A traveller not normally resident in the EU may temporarily import goods in personal luggage duty and tax free and must take them out again on leaving. FURS names no drone category.
  21. Inside the built-up geozone the remote pilot observes the regulations on privacy as well as the open-category limits, especially on flight over uninvolved people.
  22. Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

How a visitor gets legal

Each step as the authority describes it, with who may apply, what it costs and how long it takes.

  1. Step 1

    Check whether you must register

Registration is needed at 250 g or more, over 80 J, or with a camera or other personal-data sensor unless the drone is a toy.

Visitors eligible · None · Immediate

    • Drone data

    Open the official page

  2. Step 2

EU residents: keep your home registration

Register in the EU state where you live and do not register again in Slovenia.

May a visiting pilot fly at allYes, after a registration or a notification. No flight permit is needed in the open category. What is needed is an operator registration (in the home EU state, or in Slovenia for anyone from outside the EU), the A1/A3 online test at 250 g and above, and compliance with the geozones and the national ban on open-category flight over built-up areas.confirmed on the cited pageS8S20S34
EU or EEA registration recognisedYesCAA states that natural persons register in the state where they reside, that residents of other EU member states must register there, and that an operator cannot be registered in more than one member state. No Slovenian page states the recognition of a home A1/A3 certificate in so many words.confirmed on the cited pageS8S33S12
UK registration recognisedNoNot recognised. No official page names the UK CAA. The portal routes everyone resident outside the EU through its Login from outside the EU button, and the manual says third-country citizens register and train in the same way as Slovenian nationals. The finding rests on the absence of the UK from the recognised set.partly confirmedS34S12S13

Local registrationRequired from 250 g. Cost: EUR 50 for online operator registration (EUR 70 is the tariff for operator registration not done online); A1/A3 online course and exam free. Time: About 5 minutes for registration and 2 to 3 hours for training and exam, on CAA's own averages. Non-residents: An email address for the login link, proof of being over 18, and a photograph of an identity card or passport showing the photo and document number. No Slovenian qualified digital certificate is needed on the outside-EU route..Three triggers: a maximum take-off mass of 250 g or more, more than 80 J of kinetic energy on impact, or a sensor able to capture personal data unless the drone is a toy under Directive 2009/48/EC. CAA's own example is the DJI Mavic Mini at 249 g. The registration is valid 30 months under Article 4 of Uredba 39/24. Payment is by card through the UJP e-payment system. Whether the tariffs include VAT is not stated, and a 2021 question-and-answer document still linked from the registration page gives EUR 40; see conflicts.confirmed on the cited pageS8S12S13S14S20S32
Remote IDMandatory in the open category from 1 January 2024 for every C1, C2 and C3 drone under UAS.OPEN.060(d). InsuranceMandatory · Article 5 of Uredba 39/24: the operator must take out compulsory insurance for the unmanned aircraft system under the regulation governing compulsory insurance in transport. The decree in force since 25 May 2024 makes insurance compulsory, but the registration portal's manual (December 2020) still tells the applicant that insurance is not required up to 20 kg and to tick a statement saying so. No minimum cover for drones is published; CAA's insurance page carries the Regulation (EC) 785/2004 table for aircraft, from which model aircraft under 20 kg are exempt. Altitude ceiling120 mMeasured from the nearest point of the earth's surface, except when overflying an obstacle. Distance from peopleKeep a safe distance from people and never fly over assemblies of people. On top of that, Slovenia prohibits open-category flight over areas of buildings and above-ground structures where people are, unless the drone is at most 1,200 g, stays at or below 50 m above ground, flies by day only, has the approval of the owner or user of the property overflown, and the flight has been announced to CAA in advance. The national built-up-area rule is confirmed in Article 14 of Uredba 39/24. The per-subcategory A1, A2 and A3 distances are not stated on any Slovenian page read; the CAA FAQ words only the baseline.partly confirmedS10S20S21

NightNo national night ban was found in the rules in force. The exception that allows a light drone over built-up areas applies by day only. The gap pass reported that night flight needs prior Agency approval. That rule comes from the pre-2021 national decree (S15), which the EU regulation replaced on 31 December 2020; Uredba 39/24 contains no such rule. No page read states a night-light requirement in full.partly confirmedS20S15
Class marksC0 to C4 in the open category, C5 and C6 for standard scenarios. Since 1 January 2024 a drone without a C-class mark flies in subcategory A1 if it is under 250 g and in A3 if it is from 250 g to 25 kg.confirmed on the cited pageS10S27
FPVNot establishedNo current Slovenian page states an FPV rule. The FPV observer rules and FPV offences in the gap pass come from the repealed pre-2021 decree (S15) and are not carried.not confirmedS15
Commercial useThe open category draws no commercial line: CAA says there is no difference between commercial and non-commercial operations for aviation safety. Operations beyond the open category need an STS declaration (C5 or C6 drones), an operational authorisation or a light UAS operator certificate from CAA.confirmed on the cited pageS10S26

On the ground

What pilots, police and the press report actually happening. This is evidence about behaviour, not law: it never changes the status above, and it is dated and linked so you can judge it yourself.

Patchy enforcement5 confirmed cases · 2018-11 to 2026-08-23 · practice pass 8 October 2026

Five dated reports from 2018 to 2026, none with a pilot traced and none naming a visitor. CAA totals show fines every year, 19 totalling EUR 3,100 in 2025 to October, mostly for flying unregistered and in zones. No customs case, no Triglav park case and no fined tourist was found.

How people fly
CAA says most violations are detected exactly where the footage is most attractive: the coast, Triglav National Park and Ljubljana Castle. Earlier press named Bled and Ljubljana Castle as the main concern, with drones at Bled hitting a resident's window and the bell tower of the island church. A Ljubljana local on a travel forum says people fly at Bled and around Lake Bohinj, which lies inside the park. Residents complain about drones over homes and yards, as at Žižki in 2024 and Ptuj. CAA says non-registration remains the most common violation and many operators fly over private property without the owner's consent.
Police and rangers
CAA is the misdemeanour authority; the police and municipal wardens may themselves fine an unregistered operator or an untrained pilot, and for other offences the police gather evidence and propose proceedings to CAA. Most proposals come from police stations. Detection is by complaint and by joint inspections: the first, in Portorož on 2021-06-06, was chosen for its tourists and its airport and found nobody; later ones used DJI AeroScope with Ljubljana's municipal wardens and covered large events such as the Ljubljana Marathon, and at Planica 2023 police announced technology to locate controllers. Without that equipment the pilot is usually not found: all three UKC Ljubljana heliport incursions (November 2018, March 2026, August 2026) and the Žižki case of April 2024 ended with no operator traced, and UKC is now testing passive detection. On the status: the obligation that makes Slovenia read conditions for a visitor, registration and the A1/A3 test, is the one sanctioned most, since CAA says non-registration remains the most common violation alongside geozone breaches. On the built-up-area ban, Ptuj police state a general ban on drones over settlements, but no fined built-up-area case was located. No case in Triglav National Park was located; a tourism page says the park's supervisors warn violators on the field. Foreigners appear only in older CAA statements: warnings rather than fines in 2016, and two open proceedings in 2018, one started from an Instagram video, with no outcome found.
At the border
No usable report.
Fines actually reported
Only yearly totals from CAA were located, never a single fined case with a place. To September 2018: fines in 23 proceedings, EUR 2,350 in all, plus five reprimands and ten flight bans. 2021: nine fines totalling EUR 10,900, three reprimands and five warnings from 17 concluded proceedings. 2022: 24 decisions and EUR 14,600 from 28 proceedings. 2023: 37 proceedings concluded; Svet24 gives 37 fines totalling EUR 3,300. 2025 to October: 19 fines totalling EUR 3,100. The largest single penalty located is EUR 4,100 paid by one person for seven offences in 2022. Police and municipal-warden fines are not in these totals.

The law's own penalty schedule is separate: Acted on sometimes, 8 published fine ranges below.

Where reports cluster

  • The coast: Portorož and Piran

CAA names the coast among the three areas with the most detected violations. The first joint CAA and police inspection was held around Portorož on 2021-06-06 because of its tourists and its airport, and detected nobody.

  • Triglav National Park and Lake Bohinj

CAA names the park among the three areas with the most detected violations, and a local says people fly around Lake Bohinj. No dated case with an outcome was found; a tourism page says the park's supervisors warn violators on the field.

  • Ljubljana Castle and the city centre

CAA names the castle among the three; in 2019 it was described as the most worrying area. No dated case found.

  • UKC Ljubljana heliport, central Ljubljana

Confirmed three times: November 2018, March 2026 and 2026-08-23, the last near a helicopter's tail rotor on take-off. No operator was traced in any of them; UKC is testing passive detection.

  • Lake Bled and Bled Castle

Only undated incidents (a drone into a house window, one into the island church's bell tower) and an unconfirmed 2018 crash of a tourist's drone at the castle. No case with an outcome.

  • Large events: Planica and the Ljubljana Marathon

Airspace over Planica was closed from 2023-02-21 to 2023-03-05 with police detection of controllers announced; CAA's joint inspections with AeroScope covered the marathon. No case found.

  • Soča valley outside the national park

A guide calls it flyable with a sub-250 g drone; the same guide wrongly says registration is not required. No dated case found. The park's geozone ends before Bovec and Kobarid town.

  • Ljubljana and Portorož airports

No incident located. Fraport Slovenija said in January 2019 it had had none at Ljubljana.
