What decides it

  • A drone under 250 g still requires operator registration if it carries a camera or other sensor able to collect personal data, unless it is a toy under Directive 2009/48/EC.confirmed on the cited page
  • After registration the operator number must be placed on every drone.confirmed on the cited page
  • The minimum remote-pilot age is 14 in the open and specific categories. Exempt: A1 with a C0 toy, privately built drones under 250 g, and flights under the direct supervision of a competent pilot aged 14 or over.confirmed on the cited page
  • Every drone flight must be notified to PANSA before take-off through the DroneTower app (a check-in), by the operator or the pilot. This is a statutory duty for every flight, every category, everywhere in Poland.confirmed on the cited page
  • Close the check-in at the end of every flight, within the declared time. Keep the phone number given in the account switched on: air traffic services may call, shorten the flight, lower its height or order it ended through the app.confirmed on the cited page

Permits tied to a place or a time

These do not change the country's colour; they decide whether a particular flight is legal where and when you want it.

  • DRA-P geographic zones are prohibited to drones, except for listed state services.
  • DRA-R geographic zones (graded RH, RM and RL by the likelihood of consent) may be flown only with the consent and on the conditions of PANSA or of the body that requested the zone; a mission planned there must carry the written consent.
  • Around controlled airports (DRA-R CTR) a mission planned in the KSID Mission Creator and accepted by PANSA is required for any flight within 1 km of the aerodrome boundary, for drones over 0.9 kg above 30 m at 1 to 6 km, above 100 m beyond 6 km, and for any flight at Rzeszów-Jasionka while zone DRA-R 348 is active (50 m maximum). Any BVLOS flight needs a mission.
  • Seaports, power plants, water intakes, sewage works, military units and ranges may not be overflown without their manager's consent, and DroneTower does not show them unless a geographic zone covers them.
  • Powered-aircraft flights over national parks and nature reserves below the heights published by the air traffic services provider are prohibited. Each national park is a DRA-R geographic zone that may be flown only with the park's consent as zone manager.
  • Above 120 m only within 50 m of, and up to 15 m above, an obstacle taller than 105 m with its manager's consent; in a DRA-R CTR zone the written consent is attached to the mission. Otherwise a ULC authorisation is needed.
  • Do not fly near or inside an area where a rescue operation is under way without the rescue service's permission.

Before you fly, in order

  1. A drone under 250 g still requires operator registration if it carries a camera or other sensor able to collect personal data, unless it is a toy under Directive 2009/48/EC.
  2. An operator registered in another EU member state or EFTA country does not register in Poland: registration follows the place of residence, and no operator may be registered in more than one member state.
  3. After registration the operator number must be placed on every drone.
  4. Fly no higher than 120 m from the nearest point of the ground, except when overflying an obstacle.
  5. Above 120 m only within 50 m of, and up to 15 m above, an obstacle taller than 105 m with its manager's consent; in a DRA-R CTR zone the written consent is attached to the mission. Otherwise a ULC authorisation is needed.
  6. A1: over people but never over assemblies. A2: at least 30 m from people, or 5 m with a low-speed function. A3: at least 150 m from residential, commercial, industrial or recreational areas.
  7. Keep the drone in visual line of sight at all times, except in follow-me mode or with an observer.
  8. At night a flashing green light must be switched on on the drone.
  9. Every drone flight must be notified to PANSA before take-off through the DroneTower app (a check-in), by the operator or the pilot. This is a statutory duty for every flight, every category, everywhere in Poland.
  10. Close the check-in at the end of every flight, within the declared time. Keep the phone number given in the account switched on: air traffic services may call, shorten the flight, lower its height or order it ended through the app.

Any BVLOS flight needs a mission.
  14. In DRA-R CTR zones only pilots with A1/A3 competency may fly, the drone must have an automatic fail-safe or return-to-home, and it must be able to descend at 1.5 m/s and fly at 4 m/s horizontally in the prevailing wind.
  15. Seaports, power plants, water intakes, sewage works, military units and ranges may not be overflown without their manager's consent, and DroneTower does not show them unless a geographic zone covers them.
  16. Powered-aircraft flights over national parks and nature reserves below the heights published by the air traffic services provider are prohibited. Each national park is a DRA-R geographic zone that may be flown only with the park's consent as zone manager.

How a visitor gets legal

Each step as the authority describes it, with who may apply, what it costs and how long it takes.

  1. Step 1

    Classify the flight

Establish the take-off mass, the class mark or legacy status, whether the drone carries a camera, the subcategory and the exact place you intend to fly.

  2. Step 2

EU and EFTA residents: bring your home operator registration

Your home registration is the one you fly on; you must not register again in Poland. Nothing is filed with ULC for open-category flying.

Visitors eligible · Home state fee · Home state procedure

    • Home state operator registration

    Open the official page

  3. Step 3

UK, US and other residents: register as an operator on drony.gov.pl

Create a KSID account with an e-mail address and a phone number (the form has a country-code selector) and confirm you are at least 14, then register as an operator. Open to operators from outside the EU and EFTA whose first operation is in Poland.

    Open the official page

  7. Step 7

    Set up DroneTower

Install PANSA's DroneTower app (Android, iOS). Since the August 2026 update it logs in only with a KSID account, and linking a KSID account to DroneTower requires the mission-planning e-learning first. The app needs a mobile number you can be reached on during the flight and a constant internet connection.

  8. Step 8

Before every flight: check the zones, then check in

Tap the take-off point in DroneTower or DroneMap with your mass, category and height, read the zone conditions, then check in. Outside zones you may take off without the green accepted icon. Watch for messages from air traffic services and close the check-in when you land.

  9. Step 9

Near a controlled airport or beyond line of sight: file a mission

Plan the flight in the KSID Mission Creator after its e-learning, wait for PANSA's acceptance, select the mission when checking in, and take off only when the tower accepts it in DroneTower.

  10. Step 10

National parks, restricted zones and sensitive sites: get the manager's consent

A check-in is not permission to fly over a national park, a DRA-R zone, a port, power plant, water works or military site. Get the written consent of the park director or zone manager first. Bieszczady National Park gives none to visitors in the tourist season.

Where the no-fly zones are published

The authority's own map is the one that counts on the day; an app is a convenience, not a source.

Controlled airports are DRA-R CTR zones. A PANSA-accepted mission is needed within 1 km of the aerodrome boundary, for drones over 0.9 kg above 30 m at 1 to 6 km, and above 100 m beyond 6 km; only A1/A3-competent pilots with a return-to-home drone may fly there.

On the ground

What pilots, police and the press report actually happening. This is evidence about behaviour, not law: it never changes the status above, and it is dated and linked so you can judge it yourself.

Enforced10 confirmed cases · 2015-07 to 2026-07-31 · practice pass 8 October 2026

Ten dated cases from 2015 to 2026, four with foreign pilots, nearly all at protected sites: government buildings, airports, a refinery, a mine, a base. Pilots were detained and charged; one fine located, 4,000 zł with deportation. No case at customs, on a beach, or for a missing DroneTower check-in.

How people fly
The confirmed cases say what people were doing when they were found: a souvenir video launched from Łazienki Park in Warsaw, filming Kraków's Old Town on New Year's morning, filming the Bełchatów lignite mine, filming a car next to the Płock refinery, flying from the public spotters' platform beside the Katowice-Pyrzowice airport fence. The Ukrainian tourist in Kraków said other drone users had told him he could fly as long as he stayed below a certain height. Several of the places that bite look ordinary on the ground: a royal park next to the presidential residence, a housing estate in Oświęcim inside a no-fly zone, a viewing platform built for the public.
Police and rangers
Pilots are found by people at the site, not by patrols in tourist areas: the State Protection Service at the Belweder in 2025 (and its predecessor BOR at the Chancellery in 2016), an airport employee at Katowice-Pyrzowice in 2026, refinery security at Płock in 2026, mine security at Bełchatów in 2020, the Military Gendarmerie at Leźnica Wielka in 2026, a traffic patrol in Oświęcim in 2023. The response is detention and a criminal charge under art. 212, not a ticket, and a foreigner can be deported: the 21-year-old Ukrainian from the Belweder case was removed with a five-year Poland and Schengen entry ban. Four of the ten cases involve pilots from abroad. A 14-year-old holding the required certificate was detained at Płock because the zone app would not connect and he flew anyway. On parks, Tatra National Park has employed a cyber-ranger since March 2026 who works in the park guard with the police and reads social media; his first case was a drone flight in the park, on which the park filed a notification. No ranger stopping a visitor on the ground was located, in the Tatras, Bieszczady or anywhere else. On the rule behind the country's headline status: ULC names a missing DroneTower check-in, geographic-zone breaches and a missing operator number as the most common violations, and the interior ministry says police verify a flight's legality and check-in in the apps, but no dated case of anyone penalised for a missing check-in, operator number or insurance was found. Every located case is about the place flown.
At the border
No usable report.
Fines actually reported
One amount actually imposed was located in the press: 4,000 zł, accepted by voluntary submission under art. 212 for the Belweder flight of 2025-09-15, together with deportation and a five-year Poland and Schengen entry ban. At Katowice-Pyrzowice on 2026-07-31 the police secured the drone, controller, phone and several thousand złoty in cash against future penalties; the pilot admitted the charge and submitted to a penalty whose amount is not reported, and ULC was notified and may add up to 10,000 zł. PANSA reports three Skierniewice District Court judgments of 2021 and 2022 for flights over military units: fines of 1,500 to 3,000 zł, forfeiture of memory cards to the State Treasury, and in one case 200 hours of community work. The Port of Gdańsk's up to 24,000 zł and the ULC figure are ceilings, not penalties anyone was charged.

The law's own penalty schedule is separate: Not established, 9 published fine ranges below.

Where reports cluster

  • Warsaw: Łazienki Park, the Belweder and the government quarter

Confirmed twice, both foreign pilots detained by the protection service: a Russian citizen at the Chancellery in 2016, and a Ukrainian who launched from Łazienki Park in 2025 and was fined and deported.

  • Airport approaches and perimeters: Warsaw Chopin and Katowice-Pyrzowice

Confirmed twice. A man was found after Lufthansa pilots reported a drone on the Okęcie approach in 2015; a pilot was detained at the public spotters' platform by the Pyrzowice fence in 2026.

  • Kraków Old Town

Confirmed once: a Ukrainian tourist's drone landed on the roof of St Mary's Basilica on 2020-01-01 and he was charged. No case at the Wawel was found.

  • Protected industrial sites: the Płock refinery and the Bełchatów mine

Confirmed twice, both found by site security: a French citizen charged at Bełchatów in 2020, a 14-year-old detained with his guardian at Płock in 2026.

  • Military units

Confirmed at Leźnica Wielka in 2026, where the Military Gendarmerie detained the operator of a drone that fell inside the base; PANSA reports three Skierniewice judgments of 2021 and 2022 for flights over military units.

  • Oświęcim and the Auschwitz-Birkenau Memorial

A pilot was detained over a housing estate in a no-fly zone in Oświęcim in 2023. The Memorial has been prohibited zone EP P20 since 2019 and says the zone lets it react to flights made without its consent.

  • Tatra National Park

One report: the park's cyber-ranger found a drone flight on social media and the park filed a notification, reported 2026-03-19. No outcome and no ranger encounter on the ground located.

  • Pieniny National Park

The park told Radio Kraków it finds drone videos online, one flown very close to the Sokolica pine, and refuses consent for zone R-15. One undated outcome of 1,000 zł to charity is reported by Bezprawnik.

  • Port of Gdańsk

The port's own warning: a Drone Restricted Area where a flight can end in confiscation, up to 24,000 zł and in extreme cases prison. No case was located.

  • Bieszczady National Park

No dated case found. The park's rule page says drone use is absolutely forbidden and no permits are issued to visitors in the tourist season.

  • Railway lines and stations

No dated case. One undated operator's account in a Sejm interpellation; the interior ministry says flying near a railway is not on its own grounds to detain anyone, and alert level CHARLIE has applied on selected lines since 2025-11-19.

PANSA states that breaching geographic-zone restrictions breaches art. 212, and reports convictions on that basis.

1 cited pages refused our checks and are marked unreachable in the source list.

Sources that disagree

  1. How long operator registration takes. No page states a processing time.
  2. Whether the KSID account's SMS verification accepts a foreign mobile number. The form offers foreign country codes, but registration was not attempted.
  3. Whether the online A1/A3 test is available in English. KSID has an English interface; the test language is not stated.
  4. Whether a first-time visitor must complete the mission-planning e-learning to use DroneTower at all, or only to link an existing PansaUTM account, which is what PANSA's August 2026 notice describes. The practice pass found no foreign pilot's account of it either; the MavicPilots Poland trip threads that may hold one refuse every client this project uses.
  5. Whether a liability policy issued abroad satisfies the Polish insurance obligation, and whether visitors are ever asked for it.
  6. Whether ULC accepts a pilot competency certificate from another EU state. The ULC page for operators from other EU member states is empty, under reconstruction.
  7. Any rule on FPV flying by name.
  8. The geozone dataset behind DroneTower and DroneMap: download format, licence, API and update cycle. The research brief's licence quote is the DroneTower app licence, not a data licence.
  9. Customs treatment of a traveller's drone (KAS), radio-conformity rules (UKE) and any Poland-specific lithium battery rule. No official page was reached, and the practice pass found no dated customs or airport-security case involving a traveller's drone in Polish or English.
  10. The drone policy of each national park other than Bieszczady, including Tatra's own rule; and the rules for nature reserves.
  11. The full text of ULC guidelines 7/2024 and 4/2025. The ULC official journal returned an HTTP/2 protocol error, so the sensitive-sites consent rule is carried from PANSA's summary.
  12. The date the 24 January 2025 amendment that added the drone chapter and the drone fine schedule entered into force, read in the act itself. The interior ministry's reply to Sejm interpellation 18942 (2026-09-07) gives 27 February 2025; the act's own entry-into-force clause was not read.
  13. Privacy and image-rights rules for drone filming (UODO) and any municipal drone bans.
  14. How often fines are actually imposed on visitors. No official enforcement statistic was found. The practice pass located ten dated press cases from 2015 to 2026, four involving pilots from abroad, but only one stated amount (4,000 zł) and no ULC administrative penalty under art. 209un.
  15. Whether anyone has been penalised for a missing DroneTower check-in, a missing operator number or missing insurance. ULC calls a missing check-in the most frequent violation, but every located case concerns the place flown.
  16. How most located cases ended: Kraków 2020, Bełchatów 2020, Oświęcim 2023, Leźnica Wielka 2026, Płock 2026 and the Tatra National Park notification of 2026 are reported at the detention or charge stage only, and the Pyrzowice 2026 penalty amount is not reported.
  17. Whether park rangers stop visitors flying on the ground in the Tatras, Bieszczady or elsewhere. No such case was located; the one Tatra report came from the park's social-media monitoring.
