EU and EASA pilots fly on their home registration and certificate. Every operator needs third-party insurance of at least 750,000 SDR. UK and US residents email the DAC to register (EUR 10 a year) and take the free EU A1/A3 test, as non-EU training is not recognised. Check g-o.lu/uas before every flight.

Permits tied to a place or a time

These do not change the country's colour; they decide whether a particular flight is legal where and when you want it.

  • Prior authorisation zones: the three prisons, Grand-Ducal household residences, Mertert port, SES, the European institutions and the Warehouse Support Agency (DAC); police sites (Police grand-ducale); NSPA; three army sites (Armée luxembourgeoise); and the Findel runway and approach zones (ANA). Where stated, requests must arrive at least 10 working days ahead.
  • The Useldange and Noertrange airfield zones ban drone flights when activated.
  • Since 13 September 2026, nine zones of 1 km radius (Bourglinster, Senningen, European Convention Center, Glacis, Ville Haute, Gare centrale, Esch Belval, Schengen and the Stade de Luxembourg) can be activated at police request; when active, flights are banned except with prior police authorisation. They appear on the map only when about to activate.
  • Temporary drone bans for events (Skoda Tour, the national holiday, state visits, marathons) are set by ministerial regulation and announced in the DAC news section.
  • Authorisation to access a UAS geographical zone is requested through Geoportal at least 10 working days before the flight.
  • Specific category: an operational authorisation costs a EUR 12 tax plus EUR 130 an hour (1 to 8 hours, EUR 130 paid up front) and is filed 6 weeks ahead; an STS declaration costs EUR 30; an operator registered in another member state files a cross-border operation request 10 working days ahead.

Before you fly, in order

  1. Below 250 g, registration is still required if the drone has a camera or other sensor. A toy under 250 g, made for children under 14, needs none.
  2. An operator registration from any EASA member state is valid in Luxembourg. EASA residents register in their own country and may not be registered in two member states at once.
  3. The operator number must be displayed visibly on every drone operated, without the secret code; printed or handwritten is fine.
  4. European-format remote pilot certificates from any EASA member state are valid in Luxembourg.
  5. In flight the remote pilot must be able to show valid theory exam certificates, the A2 certificate where needed, any authorisation or STS confirmation, any light UAS operator certificate, and proof of insurance.
  6. If the drone supports remote identification, enter the identification string from the registration certificate into it.
  7. Every operator must hold third-party liability insurance with a minimum cover of 750,000 SDR for a drone under 20 kg. Flying uninsured is punishable by 8 days to 1 year in prison and/or a fine of EUR 251 to 5,000.
  8. Authorisation to access a UAS geographical zone is requested through Geoportal at least 10 working days before the flight.
  9. Maximum 120 m above the ground directly below the drone, whatever the pilot's position.
  10. A1: C0 or C1 near people without flying over them. A2: C2 at 30 m, or 5 m in low-speed mode. A3: 150 m from industrial, commercial, residential or leisure sites. Never over gatherings such as concerts or football matches in the open category; an unmarked drone over 250 g may fly only in A3.
  11. Visual line of sight is mandatory in the open category.
  12. Night flight is authorised in the open category, outside zones that ban it.
  13. Check g-o.lu/uas before every flight. Only the zones shown there are legally applicable; the zones in the manufacturer's app do not necessarily cover Luxembourg's restricted areas. Where zones overlap, the conditions of both apply.
  14. Findel airport approach zones and hospital heliport zones: hold the A1/A3 training attestation, email a notification at least 24 hours ahead (to ANA, or to the hospital and Luxembourg Air Rescue), phone at the start and end, land for any approaching manned aircraft, and do not fly at night without prior authorisation.
  15. Where stated, requests must arrive at least 10 working days ahead.
  16. The Useldange and Noertrange airfield zones ban drone flights when activated.
  17. FPV goggles are allowed in the open category only with an observer next to the pilot keeping direct visual contact with the drone.
  18. Arriving directly from outside the EU, goods above the franchise (EUR 430 by air) must be declared and taxed; an EU resident's personal effects enter without formality if in regular EU status. The customs page names no drone category.
  19. Flying over private land is not restricted, but do not photograph or film identifiable people (faces, number plates) without their permission, get explicit consent before publishing, and get parental consent for minors.
  20. The minimum age to fly in the open category in Luxembourg airspace is 14.
  21. Open-category flights need no DAC authorisation, and the rules make no distinction between leisure and professional flights.
  22. Specific category: an operational authorisation costs a EUR 12 tax plus EUR 130 an hour (1 to 8 hours, EUR 130 paid up front) and is filed 6 weeks ahead; an STS declaration costs EUR 30; an operator registered in another member state files a cross-border operation request 10 working days ahead.
  23. Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

Where the no-fly zones are published

The authority's own map is the one that counts on the day; an app is a convenience, not a source.

No single distance rule. Findel airport has its own zones: approach strips from the ground to 50 m need the training attestation, a 24-hour email notification to ANA and no night flight without authorisation; the runway area and some 50 to 120 m approach zones need prior ANA authorisation requested 10 working days ahead. The Useldange and Noertrange airfield zones ban flights when activated. Hospital heliports have 300 m to 1,500 m notification zones.

On the ground

What pilots, police and the press report actually happening. This is evidence about behaviour, not law: it never changes the status above, and it is dated and linked so you can judge it yourself.

Too few confirmed reports to say7 confirmed cases · 2015-04-14 to 2026-09-21 · practice pass 8 October 2026

Seven dated reports from 2015 to 2026, mostly Findel airspace events with no pilot found. Only two reached anyone: tourists who deleted their footage near Luxembourg station in 2025, and two drones seized in a royal-event no-fly zone. No fine, customs or nature-park case was found.

How people fly
The official count says what people call the police about: in 2025, 39 calls, most about drones over private houses, gardens or fields, often to watch game, some inside no-fly zones. Registered operators reached 4,144 in March 2025, up 85 per cent in two years. The one visitor case was near Luxembourg railway station. No first-person or press account of a visitor flying at Mullerthal, Upper Sûre, Vianden or Esch-sur-Sûre was found in any language.
Police and rangers
Enforcement is complaint-led and the pilot is usually gone. The government's answer of 2025-09-09 says that in most interventions the person with the drone could not be intercepted; the exception was an unauthorised flight near Luxembourg railway station, where tourists were identified as the pilots and the footage was deleted in front of a security officer before the police arrived. Where a temporary zone is set and police are present, drones are taken: at the Grand Duke's accession celebrations on 2025-10-04 the police recorded three violations of the no-fly zone and seized the drone in two. The police announce each such zone on their news page, for state visits, the 2024 papal visit and international matches, and the railway station is now one of the police-activated event zones. No ranger encounter and no case in a nature park was found. On the law block: until 2025-12-26 Luxembourg had no drone-specific penalty, and since then no use of the article 32bis on-the-spot fines of EUR 25 to 250 or of the article 38bis order to land has been reported; the police search of their own notices returns only ban announcements.
At the border
No usable report.
Fines actually reported
No fine with an amount was located, before or after the article 32bis fines entered into force on 2025-12-26. The outcomes found are two drones seized at the accession no-fly zone on 2025-10-04, with no further detail released, and footage deleted by tourists near the railway station in 2025. The EUR 25 to 250 range in the law block is the statutory scale, not a sum anyone was reported to pay.

The law's own penalty schedule is separate: Not established, 6 published fine ranges below.

Where reports cluster

  • Luxembourg Airport (Findel)

Confirmed three times: a near miss with a Luxair airliner on approach in 2015, and closures on the evenings of 2026-09-18 (19 flights diverted) and 2026-09-21. Nobody was found in any of them. Eleven of the 151 drone calls of 2026 concerned the Findel area.

  • Luxembourg railway station

Confirmed once: tourists identified as the pilots of an unauthorised flight in 2025, footage deleted before the police arrived. Since 2026-09-13 the station is a police-activated event zone.

  • Temporary event zones in Luxembourg City: the palace, Ville Haute and state-visit sites

Confirmed once: three violations and two drones seized at the accession celebrations on 2025-10-04. The police announce these zones on their news page before each event.

  • Houses, gardens and fields

Most of the 39 drone calls to the police in 2025, often drones watching game. No outcome is reported.

  • Mullerthal, Upper Sûre, Vianden and Esch-sur-Sûre

No dated case found in French, German, Luxembourgish or English, and no police notice. Absence of a report is not evidence of tolerance.

  • Findel customs, on arrival or departure

No case found, and the customs traveller page names no drone rule.

Confiscation: No drone-specific confiscation provision in the air navigation law. Article 38 lets the authorities retain an aircraft whose required documents are not produced until its identity or its operator's is established; whether this is applied to drones is not stated.

Criminal liability: Flying uninsured is a criminal offence carrying up to one year in prison. The drone-specific offences in article 32bis carry fines only, and police have direct access to the DAC operator register.

What we could not confirm

Printed rather than hidden. A brief that answers everything has usually guessed somewhere, and a gap here is a real gap in the official pages or a page we could not reach.

Sources that disagree

  1. The registration route for a resident of a country outside the EASA states: documents, whether a foreign address and phone are accepted, language and processing time. Only the email contact uas@av.etat.lu is published.
  2. Whether a UK or US visitor can use MyGuichet at all; it requires a LuxTrust product, a Luxembourg eID or an eIDAS-compliant device.
  3. Whether a foreign operator's home insurance below 750,000 SDR satisfies article 19quinquies; the law says every operator without a residence limit.
  4. The C1 to C3 direct remote identification requirement; no Luxembourg page restates it.
  5. Radio conformity and frequency rules for drone control links; the ILR frequency FAQ has no drone entry.
  6. Any Luxembourg rule on carrying lithium batteries.

  8. Which national-interest nature reserve regulations ban drones, and whether the two drafts read were adopted.
  9. Drone rules in the Mëllerdall and Upper Sûre nature parks, at Vianden and at Esch-sur-Sûre; none found. The practice pass found no dated case, ranger encounter or first-person account at any of them either, in French, German, Luxembourgish or English.
  10. Fees for zone access authorisations and notifications; none stated.
  11. How often drone fines or avertissements taxés are issued. No statistics are published, the police told Parliament in 2025 that they keep none on no-fly-zone flights, and the practice pass found no reported use of the article 32bis fines or the article 38bis order to land since 2025-12-26.
  12. Whether article 38 retention of aircraft is applied to drones. Two drones were seized at the accession no-fly zone on 2025-10-04, before the 2025 law, but the report gives neither the legal basis nor the outcome.
  13. Any customs or airport-security handling of a traveller's drone at Findel. No case was found in any language.
  14. The community record. Reddit is blocked on this machine, and wort.lu, luxtimes.lu and virgule.lu refuse every client here, so the largest Luxembourg newspaper archive and the resident forums were not searched in the practice pass.
  15. Whether a child under 14 may fly under supervision, given the conflict between the grand-ducal regulation and the DAC FAQ.
