What decides it

  • Mark every drone with the operator registration number, legible without optical aids from at least 2 m.confirmed on the cited page
  • The remote pilot must be at least 16 to fly in the open category.confirmed on the cited page

Permits tied to a place or a time

These do not change the country's colour; they decide whether a particular flight is legal where and when you want it.

  • Flights outside the open-category limits need a TKA specific-category authorisation: the TKA form plus a flight risk assessment at least 30 calendar days before the first flight.
  • Drones are banned in airport and aerodrome traffic zones, over strategic objects, in the border zone and in other restricted zones unless the zone owner gives permission. Flying at an airport without permission counts as a gross safety violation.
  • Vilnius, Kaunas, Šiauliai and Palanga control zones (URVI, URKA, URSA, URPA): below the zone's height limit fly by the EU rules; above it apply in the UTM system by 12:00 on the last working day before (5 working days for URSA05), hold A1/A3 or A2, have remote ID and return-to-home, ask for take-off clearance 10 minutes ahead and carry two phones. A flight lasts 2 hours at most.

Before you fly, in order

  1. An operator already registered in another EASA state is not asked to register again in Lithuania.
  2. Mark every drone with the operator registration number, legible without optical aids from at least 2 m.
  3. Specific-category flights need an active, updated direct remote ID.
  4. Flights outside the open-category limits need a TKA specific-category authorisation: the TKA form plus a flight risk assessment at least 30 calendar days before the first flight.
  5. Fly no higher than 120 m above the nearest ground or water surface.
  6. Subcategory A1: never over crowds or during mass events, and keep overflight of uninvolved people to a minimum.
  7. Subcategory A3: stay at least 150 m horizontally from residential, commercial, industrial and recreational areas, with no uninvolved people around.
  8. Keep the drone in direct sight throughout the flight.
  9. At night, switch on the drone's green flashing light.
  10. Drones are banned in airport and aerodrome traffic zones, over strategic objects, in the border zone and in other restricted zones unless the zone owner gives permission. Flying at an airport without permission counts as a gross safety violation.
  11. Defence, intelligence and other state services can set temporary prohibited or restricted drone zones at short notice, for example 16 restricted zones of 3 km radius from 2026-09-28 to 2026-10-01. They are published on the UTM map.
  12. Vilnius, Kaunas, Šiauliai and Palanga control zones (URVI, URKA, URSA, URPA): below the zone's height limit fly by the EU rules; above it apply in the UTM system by 12:00 on the last working day before (5 working days for URSA05), hold A1/A3 or A2, have remote ID and return-to-home, ask for take-off clearance 10 minutes ahead and carry two phones. A flight lasts 2 hours at most.
  13. Check the no-fly zone maps on the UTM platform before every flight.
  14. Drone zones may be set over ornithological reserves, state strict nature reserves, nature reserves inside state parks, biosphere reserves and important bird areas; they appear on the UTM map.
  15. The remote pilot must be at least 16 to fly in the open category.
  16. Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

How a visitor gets legal

Each step as the authority describes it, with who may apply, what it costs and how long it takes.

  1. Step 1

    Classify the flight

Work out the drone's class mark or legacy status, its weight, whether it has a camera and which subcategory (A1, A2, A3) the flight falls in.

    • Drone data

    Open the official page

  2. Step 2

EASA residents: use your home registration

Fly on the operator number and competency certificate from your EASA state of residence, with the number marked on the drone.

    Visitors eligible

    • Home operator number
    • Home competency certificate
  3. Step 3

Everyone else: register in the TKA system

Register as a UAS user in the TKA online system if the drone weighs more than 250 g or has a camera. The number covers all your drones.

On the ground

What pilots, police and the press report actually happening. This is evidence about behaviour, not law: it never changes the status above, and it is dated and linked so you can judge it yourself.

Enforced26 confirmed cases · 2025-08-19 to 2026-06-05 · practice pass 8 October 2026

26 dated cases from 2025-08 to 2026-06, all at the Vilnius, Kaunas and Palanga airports or strategic sites: detection finds the pilot, who is detained; fines imposed were 200 EUR. No case names a tourist. Nothing covers Old Town, Trakai, the Curonian Spit, the parks, the border zone or customs.

How people fly
The record shows ordinary pilots, not visitors, flying where they did not know a zone applied. The reasons they gave: they thought it was allowed, a 249 g drone could fly anywhere, testing the drone, seeing what Vilnius looks like, filming, learning to fly. Four of the six cases near Kaunas and Palanga airports in late May and June 2026 were work flights.
Police and rangers
The Public Security Service (VST) is the force pilots meet. Fly Safe at Vilnius and the Dronų radaras system at Palanga detect the drone, a VST crew finds the launch point and detains the pilot, 7 to 18 minutes after detection in the cases that give times, and the case goes to the Military Police, LTSA or an administrative proceeding. In 2026 VST published a weekly tally of 1 to 6 cases. Its commander said in December 2025 that crews watch the Vilnius Airport airspace around the clock and that most offenders act from ignorance, which does not excuse them. The zones reach into Vilnius districts (Salininkai, Naujininkai, Liepkalnis, Žirmūnai) and cover strategic sites such as Litgrid energy infrastructure. On the law block: what is checked in practice is the geographical zones behind the status; no case mentions registration, marking or the A1/A3 certificate, and a sub-250 g drone was treated as bound by the zone (2025-12-04). None of the 26 cases names a tourist; three name foreign citizens whose residence is not stated (Belarusian, German, Ukrainian). No ranger, park or State Border Guard case against a recreational pilot was found.
At the border
No usable report.
Fines actually reported
Amounts imposed: 200 EUR by LTSA for a filming-company pilot above his approved 60 m in Vilnius Airport zone URVI12 on 2025-09-02, half the 400 EUR minimum because he accepted the protocol, paid the same day; 200 EUR each for pilots detained near Vilnius Airport on 2026-03-28, 2026-04-01, 2026-04-02 and 2026-04-08; 200 EUR each for five pilots at Žirmūnai, Litgrid Pilaitė, Vilnius Airport and a VST unit in Kaunas, 2026-04-12 to 04-15. Pending at 400 to 800 EUR: 2025-11-15, 2025-12-07 and six airport cases of 2026-05-29 to 06-05. One drone confiscated (2026-01-01); drones taken on 2026-04-12, 04-13, 05-03 and 05-13.

The law's own penalty schedule is separate: Acted on sometimes, 4 published fine ranges below.

Where reports cluster

  • Vilnius Airport and its zone into the city (Salininkai, Naujininkai, Liepkalnis)

Sixteen of the 26 cases, including four traffic stoppages in 2025. Fly Safe detection and a VST crew around the clock.

  • Kaunas Airport

Four detentions from 2026-05-29 to 06-05, mostly work flights.

  • Palanga Airport

Three detentions in May and June 2026, one drone taken.

  • Strategic sites in Vilnius and Kaunas

A restricted zone in Žirmūnai, Litgrid energy infrastructure in Pilaitė and a VST unit in Kaunas: four pilots fined 200 EUR in April 2026.

  • Belarus and Kaliningrad border zone

No recreational case found; the Border Guard drone record located is smuggling from Belarus. Absence of a report is not evidence of tolerance.

  • Vilnius Old Town, Trakai, the Curonian Spit (Nida, Neringa), the Hill of Crosses, national parks

Searched in Lithuanian; no dated case found.

Sources that disagree

  1. How a UK, US or other non-EU resident registers in the TKA system: login method, documents, and whether it is allowed at all.
  2. Whether a registration from another EASA state is recognised; only the EASA leaflet says so.
  3. Registration processing time, whether the 27 EUR fee includes VAT, and the live fee after March 2025.
  4. The language of the A1/A3 online exam.
  5. Insurance: whether Aviation Law Art. 51 and the related fine reach open-category drones.
  6. FPV flight with an observer.
  7. Customs declaration, import authorisation and radio conformity for a traveller's drone. The practice pass found no Lithuanian customs or airport-security case in Lithuanian, Russian or English; the one customs seizure located is Belarus customs at the border, on entry to Belarus (S46).
  8. Drone rules of Aukštaitija, Dzūkija and Žemaitija national parks.
  9. Whether the municipal no-fly decisions of 2015 to 2018 (Neringa, Vilnius district, Kaunas city and others), still marked in force in the register, bind after zone-setting moved to LTSA in 2023.
  10. Geozone dataset format, licence and update cadence.
  11. Whether a visiting recreational pilot may apply for a specific-category authorisation or a control-zone flight in the UTM system.
  12. The live state of the TKA, Oro navigacija and LTSA pages after their archive capture dates (captures from 2024-07 to 2025-10).
  13. How the drone cases end: no final amount was located for the cases reported at 400 to 800 EUR (2025-11-15, 2025-12-07, 2026-05-29 to 06-05), and whether the drones VST took in 2026 were confiscated is not reported.
  14. Whether registration, marking or the A1/A3 certificate are checked in practice: none of the 26 practice cases mentions them; every case is a zone breach at an airport or strategic site.
  15. Practice away from airports and strategic sites: no dated case was found in Vilnius Old Town, at Trakai, on the Curonian Spit, at the Hill of Crosses, in a national park or in the Belarus and Kaliningrad border zones.
  16. How many offenders are visitors: none of the 26 cases names a tourist, and the residence of the Belarusian, German and Ukrainian citizens among them is not stated.
  17. VST's weekly drone notices after 2026-06-05, and VST's own pages (vstarnyba.lrv.lt is behind a Cloudflare challenge); the practice pass read them only as reprinted by tv3.lt and LRT.
  18. The community record. Reddit, MavicPilots and boards.ie refuse every client this project uses and no Lithuanian pilot forum post was located, so the community half of the practice record is unread.
