Latvia

EASA residents fly on their home registration. Anyone resident outside the EU registers with the CAA for EUR 5 a year if Latvia is their first EU state, buys liability insurance (EUR 50,000 in A1 and A2) and passes the Latvian-language A1/A3 exam from 250 g. Pilots must be 16.

What decides it

  • Below 250 g, operator registration is still mandatory if the drone has a camera or another sensor able to capture personal data, unless it is a toy for children under 14.confirmed on the cited page
  • Mark each drone with the operator number (LVA followed by characters), readable without tools; the battery compartment is allowed if it opens without tools. Use the operator number, not the remote ID or remote pilot number.confirmed on the cited page
  • Operator registration lapses after one year and must be renewed.confirmed on the cited page
  • Operators must be at least 16 to register.confirmed on the cited page
  • The remote pilot must be at least 16, except for a privately built drone or toy under 250 g, or under the direct supervision of a competent pilot aged 16 or over.confirmed on the cited page
  • Under 250 g the insurance duty is lifted only if the drone's maximum speed is under 19 m/s; otherwise the EUR 50,000 minimum applies in A1.confirmed on the cited page
  • Flights must not endanger people's life, health, privacy or property, state defence and security interests, or the environment.confirmed on the cited page
  • Use radio frequencies under the National Radio Frequency Plan. Licence-free bands include 2.400 to 2.4835 GHz at 100 mW EIRP and 5.725 to 5.875 GHz at 25 mW EIRP; other bands or more power need approval from VAS Elektroniskie sakari.confirmed on the cited page

Permits tied to a place or a time

These do not change the country's colour; they decide whether a particular flight is legal where and when you want it.

  • In a UAS zone that requires authorisation or notification, apply in the CAA's BGKIS (e.caa.gov.lv/uas-operations) before the flight. This needs a valid Latvian operator registration or a declared registration from another EEA state or Switzerland; unverified accounts may apply.
  • Aerodrome zones: the aerodrome or air traffic service provider assesses a flight request within up to 5 working days, extendable to 30 days.
  • Flying outside the open-category limits needs a CAA operational authorisation, also for recreational pilots. EUR 175 for SAIL I or II, EUR 75 for up to 10 days.

Before you fly, in order

  1. Below 250 g, operator registration is still mandatory if the drone has a camera or another sensor able to capture personal data, unless it is a toy for children under 14.
  2. No registration is needed for a drone under 250 g without a camera, or for a toy under Directive 2009/48/EC meant for children under 14.
  3. An operator number from any EU state, Iceland, Liechtenstein, Switzerland or Norway is valid in Latvia. Registering in two states at once is not allowed.
  4. Mark each drone with the operator number (LVA followed by characters), readable without tools; the battery compartment is allowed if it opens without tools. Use the operator number, not the remote ID or remote pilot number.
  5. Operator registration lapses after one year and must be renewed.
  6. Under 250 g the insurance duty is lifted only if the drone's maximum speed is under 19 m/s; otherwise the EUR 50,000 minimum applies in A1.
  7. Flying outside the open-category limits needs a CAA operational authorisation, also for recreational pilots. EUR 175 for SAIL I or II, EUR 75 for up to 10 days.
  8. Maximum 120 m above the ground or water unless a UAS zone sets otherwise. Exceeding it: a warning or a fine up to 200 units (EUR 1,000).
  9. Never fly over assemblies of people. As far as possible avoid flying over people, vehicles in road traffic, animals, buildings and structures, and cross third-party property by the shortest, safest path.
  10. Keep the drone in visual line of sight; an observer standing beside the pilot may help. Never fly several drones at once.
  11. At night the drone must show an activated green flashing light; keep strict visual line of sight.
  12. Check airspace.lv/drones before every flight; conditions can change several times a day. Where zones overlap all their conditions apply, and a zone binds once Latvijas gaisa satiksme publishes it.
  13. In a UAS zone that requires authorisation or notification, apply in the CAA's BGKIS (e.caa.gov.lv/uas-operations) before the flight. This needs a valid Latvian operator registration or a declared registration from another EEA state or Switzerland; unverified accounts may apply.
  14. A zone authorisation never lifts the 120 m limit or the visual line of sight rule.
  15. Aerodrome zones: the aerodrome or air traffic service provider assesses a flight request within up to 5 working days, extendable to 30 days.
  16. Zones may be set up to 50 m around events, gatherings, schools, health facilities, busy streets, playgrounds and cemeteries, up to 500 m around prisons and military objects, and up to 100 m around protected nature objects and bird micro-reserves.
  17. Flying FPV needs an observer beside the pilot who watches the drone unaided and talks to the pilot directly, without phone or radio.
  18. Use radio frequencies under the National Radio Frequency Plan. Licence-free bands include 2.400 to 2.4835 GHz at 100 mW EIRP and 5.725 to 5.875 GHz at 25 mW EIRP; other bands or more power need approval from VAS Elektroniskie sakari.
  19. Flights must not endanger people's life, health, privacy or property, state defence and security interests, or the environment.
  20. Operators must be at least 16 to register.
  21. The remote pilot must be at least 16, except for a privately built drone or toy under 250 g, or under the direct supervision of a competent pilot aged 16 or over.
  22. Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

The authority's own map is the one that counts on the day; an app is a convenience, not a source.

No single distance. Zones around each aerodrome replaced the interim 5 km (IFR), 3 km (VFR) and 1 km (heliport) rules at the end of 2024; the aerodrome or air traffic provider answers within 5 working days, up to 30.

On the ground

What pilots, police and the press report actually happening. This is evidence about behaviour, not law: it never changes the status above, and it is dated and linked so you can judge it yourself.

Enforced17 confirmed cases · 2017-07-19 to 2026-06-13 · practice pass 8 October 2026

Seventeen dated cases from 2017 to 2026, mostly in Riga: detentions at Riga Castle and military sites, police patrols, airport stoppages with no pilot found. Fines located are 75 to 150 EUR; tourists were among ten grounded at the 2023 Song Festival. Nothing confirmed covers parks, Jūrmala, the coast or customs.

How people fly
Mostly leisure flying in Riga. The CAA's monitoring, reported in February 2025, puts most violations in the Old Town, where the pilots are mostly foreigners, then Ķīpsala and the Spice shopping centre area; offenders are mostly men aged 20 to 45 flying for leisure. A month of monitoring around Riga Airport in 2019 recorded 175 drone flights, two of them with a permit. The CAA described the 2017 offenders as people who did not understand the rules.
Police and rangers
Five ways of being found are confirmed. Military Police and armed forces guards at military sites and Riga Castle: a Russian citizen over the Ministry of Defence in 2017, operators at the National Defence Academy and a Liepāja naval berth in March 2019, a launch stopped at Riga Castle on 2025-09-04 and a pilot detained on the 11. novembra krastmala on 2026-06-13, where a sign marks the zone. State Police: a pilot detained at a protest by Riga Castle in 2021, a Russian citizen near restricted sites in Daugavpils in 2024. Patrols with detection equipment: Riga Municipal Police recorded 41 violations in two weeks of July 2022 and, with the State Police, 23 on one August 2022 weekend. Festival restriction zones: ten drones grounded at the 2023 Song and Dance Festival, tourist pilots among them. The State Border Guard in the border zone: a Russian citizen in Krāslava municipality in 2021. One of the 17 cases names visitors; three more involve Russian citizens whose residence is not stated. On the law block's general rules: what the patrols record most is height above 120 m, an unmarked drone, flight beyond line of sight and no liability insurance (Riga 2022), and in 2025 the police counted 150 unmarked or unidentifiable drones among 771 proceedings, so the marking, insurance and registration conditions behind the status are checked in practice, not only at sensitive sites. No ranger or Nature Conservation Agency case was found newer than the two 2022 proceedings in the law block.
At the border
No usable report.
Fines actually reported
Amounts imposed: 75 EUR for a flight over the Pļavnieki school in Riga on 2017-09-01; 150 EUR each for two pilots, one over a public gathering and one over railway infrastructure, one amount halved for a clean record (reported 2018-03-21); 150 EUR for a pilot at 1.6 per mille in 2025, one of four over the alcohol limit that year. Pending: warning or up to 725 EUR for the drunk pilot at Riga Castle on 2026-06-13. The police said at the 2023 Song Festival that not every case is fined and repeat violations can reach several hundred euros. No recreational drone confiscation was located.

The law's own penalty schedule is separate: Acted on sometimes, 12 published fine ranges below.

Where reports cluster

  • Riga Castle and the 11. novembra krastmala

Confirmed three times (2021, 2025, 2026). Military Police guard the castle as critical infrastructure and a sign marks the no-fly zone.

  • Riga Old Town, Ķīpsala and the Spice shopping centre area

The CAA says most violations happen in the Old Town, where pilots are mostly foreigners. City patrols with detection equipment recorded dozens of violations in 2022.

  • Riga Airport (RIX)

Three traffic stoppages (2021, 2024, 2025), none with a pilot found; about two close approaches a day in 2025 and a detection system that identifies operators.

  • Military sites: Ministry of Defence, National Defence Academy, Liepāja naval berth, Daugavpils

Confirmed four times; operators detained and handed to the police or the security services.

  • Event restriction zones in Riga

Ten drones grounded at the 2023 Song and Dance Festival, tourist and local pilots both.

  • Eastern border zone

One case, Krāslava municipality 2021, handled by the Border Guard. No case was found under EVR17A or EVR444 or during the September 2025 closure.

  • Liepāja airport and the Zaķusala TV tower

Liepāja 2020: the CAA identified a pilot from social media photos. Zaķusala 2021: repeated flights, pilots rarely caught.

  • Jūrmala beaches

The municipal police listed drones among things banned on Jūrmala's beaches and bathing areas in 2022. No case was found.

  • Gauja, Ķemeri and Slītere national parks, Cape Kolka

No dated case found in Latvian, Russian or English. Absence of a report is not evidence of tolerance.

  4. Customs: declaration, import authorisation and seizure for a traveller's drone (VID not reached). The practice pass found no customs or airport-security case in Latvian, Russian or English; what is documented at Riga Airport is airspace detection.
  5. Radio conformity marking for a drone bought abroad.
  6. Criminal liability, and confiscation under laws other than the Aviation Act. The practice pass found the State Police opened a criminal proceeding over the 2025-01-13 Riga Airport flights (air traffic safety and sabotage provisions), a 2026-06-18 Criminal Law amendment on drones used in crimes, and one seizure, a prison delivery drone in 2025; no statute was read and no recreational confiscation was found.
  7. Fines for breaching the Gauja or Ķemeri park rules. The practice pass found no park case in the press newer than the two 2022 proceedings.
  8. Pape nature park's own regulation; the rule is known only from Nature Conservation Agency releases.
  9. Specific municipal UAS zones in Riga, Jūrmala and at Cape Kolka; the map is a JavaScript application that was not read. The practice pass found that a sign marks the Riga Castle no-fly zone. Jūrmala's municipal police listed drones among things banned on its beaches and bathing areas in 2022 (S85); that ban rested on the 2017 beach regulation, which lost force on 2024-07-01 (S87), and the regulation in force (No. 11, S86, read 2026-10-08) contains no drone provision. No current Jūrmala binding rule on drones was found; whether a UAS zone covers the beach is part of the unread map.
  10. The JSON dataset's download address; the AIS page showed only the map link on 2026-10-08.
  11. Whether a visitor can get State Border Guard permission for EVR17A, and whether EVR444 continues after 2026-12-31. The practice pass found no enforcement case under either area or during the September 2025 closure; the one border-zone case located (Krāslava, 2021) predates both.
  12. How the detentions and investigations end: the Ministry of Defence case of 2017, Daugavpils 2024, Riga Castle 2026 (warning or up to 725 EUR pending) and the three Riga Airport stoppages were reported without an outcome.
  13. How many offenders are visitors. The CAA says Old Town violators are mostly foreigners, but no breakdown of the 768 police cases of 2025 by nationality was found, and the 2024 police count differs between sources (330 in the CAA's 2026 release, 445 in LSM's 2025 report).
  14. Which provision the National Armed Forces' 725 EUR maximum (2026) rests on: Article 124.1 of the Aviation Act, reread 2026-10-08, has no such figure (see conflicts).
  15. The community record. Reddit and MavicPilots refuse every client this project uses and no Latvian pilot forum post was located, so the community half of the practice record is unread.
  16. How an applicant without a Latvian personal code fills the Nature Conservation Agency form's personal code field.
