Permits tied to a place or a time

These do not change the country's colour; they decide whether a particular flight is legal where and when you want it.

  • In UAS geographical zones established for safety reasons, flying a drone in the open category is prohibited.
  • The safety zones near aerodromes are forbidden to open-category drones as published on d-flight; to fly inside one the operation must be conducted in the specific category. The zones are broadly rectangular and are graded by aerodrome type: civil with instrument flight procedures, civil without, heliports and airstrips, and military.
  • Geographical zones of type R (restricted) or P (prohibited) are forbidden to all drones. Derogations may be authorised under ENAC circolare ATM-05.
  • Where the operation needs a reservation of airspace, the operator must obtain the no-objection for use of the airspace from the competent ENAC Territorial Directorate, or from the Aeronautica Militare where the aerodrome is military or military open to civil traffic, after an air traffic services assessment if one is needed.
  • Law 394/1991 art. 11(h) prohibits overflight of protected areas by unauthorised aircraft, save as defined by the flight rules, and under art. 793 of the Navigation Code ENAC may prohibit overflight of given areas. Where the park's managing body asks for it, ENAC publishes the restriction on d-flight, and only the park areas whose prohibition ENAC has approved and published there are prohibited for overflight.
  • Flying in natural parks is subject to restrictions, and the specific flight authorisations must be obtained from the park's managing body before operations begin. The only body entitled to issue a no-objection is the park authority that requested the interdiction, including for areas that lie inside the interdicted area but outside the protected area's actual boundary.
  • Operators must check for restrictions issued by the Public Security Authority covering the areas of operation, and flying over an area subject to an overflight ban under art. 793 of the Navigation Code needs an express ENAC authorisation, the owner or manager of the site having been heard.
  • Operations outside the open category need either a declaration for a standard scenario, made exclusively on d-flight, or an ENAC operational authorisation under Article 12 of Regulation (EU) 2019/947. A separate ENAC form covers cross-border operations under Article 13.

Before you fly, in order

  1. All UAS operators must register on the d-flight portal and affix the QR operator identification code to every drone they operate.
  2. A drone under 250 g with no camera, microphone or other device for collecting personal data is exempt from operator registration.
  3. Operators of drones classified as toys under Directive 2009/48/CE are exempt from operator registration.
  4. The operator code issued on d-flight has no expiry date, and one code covers every drone the operator holds.
  5. Model-aircraft flying inside a club or association authorised by ENAC under Article 16 of Regulation (EU) 2019/947 shifts operator registration, insurance and the checking of remote-pilot competence onto the club.
  6. An operator registered in another EU Member State flies in Italy on that registration: ENAC states the operator identification code is valid in all EU Member States and that no further code need be affixed, subject to any local rules.
  7. No Italian Remote ID carriage rule by class or date is published. Before flight the pilot must check that direct remote identification, where the drone has it, is active and up to date.
  8. No UAS operation is allowed without third-party liability insurance in force, adequate to the purpose, with limits not lower than the minimum parameters in the table of Article 7 of Regulation (EC) 785/2004.
  9. Where the operation needs a reservation of airspace, the operator must obtain the no-objection for use of the airspace from the competent ENAC Territorial Directorate, or from the Aeronautica Militare where the aerodrome is military or military open to civil traffic, after an air traffic services assessment if one is needed.
  10. Operations outside the open category need either a declaration for a standard scenario, made exclusively on d-flight, or an ENAC operational authorisation under Article 12 of Regulation (EU) 2019/947. A separate ENAC form covers cross-border operations under Article 13.
  11. In the open category the drone is kept within 120 m of the nearest point of the earth's surface, except when overflying an obstacle.
  12. Separation from uninvolved people depends on the subcategory. A1: never overfly assemblies of people. A2: the 1:1 rule, minimum 30 m, minimum 5 m with low-speed mode selected at 3 m/s. A3: the 1:1 rule, minimum 30 m horizontal from uninvolved people, animals and property, and minimum 150 m horizontal from residential, recreational, commercial or industrial areas.
  13. The pilot keeps the drone in visual line of sight at all times, except in follow-me mode or with an unmanned-aircraft observer, scans the surrounding airspace constantly, and must stop the flight if the operation becomes a risk to other aircraft, people, animals, the environment or property.
  14. Night flight is permitted; during night operations a green flashing light must be activated on the drone.
  15. Before every flight the pilot must check the intended operating area on the d-flight maps and comply with any limitation or exclusion shown there.
  16. In UAS geographical zones established for safety reasons, flying a drone in the open category is prohibited.
  17. Geographical zones fall into three families: safety (airports, heliports, airstrips and water aerodromes), security, and environmental protection.
  18. The safety zones near aerodromes are forbidden to open-category drones as published on d-flight; to fly inside one the operation must be conducted in the specific category. The zones are broadly rectangular and are graded by aerodrome type: civil with instrument flight procedures, civil without, heliports and airstrips, and military.
  19. Geographical zones of type R (restricted) or P (prohibited) are forbidden to all drones. Derogations may be authorised under ENAC circolare ATM-05.
  20. Operators must check for restrictions issued by the Public Security Authority covering the areas of operation, and flying over an area subject to an overflight ban under art. 793 of the Navigation Code needs an express ENAC authorisation, the owner or manager of the site having been heard.
  21. Law 394/1991 art.
  22. Flying in natural parks is subject to restrictions, and the specific flight authorisations must be obtained from the park's managing body before operations begin. The only body entitled to issue a no-objection is the park authority that requested the interdiction, including for areas that lie inside the interdicted area but outside the protected area's actual boundary.
  23. In the open category operations must not be conducted near or over roads or railways, because uninvolved people will be present. The only exception is subcategory A1 limited to drones under 250 g or marked C0. A high-traffic road such as a motorway can be treated as an assembly of people, where no open-category drone operation is allowed at all.
  24. FPV is flown with an unmanned-aircraft observer standing beside the pilot who keeps the drone in visual line of sight and warns the pilot of any problem, with clear and effective communication established between them.
  25. ENAC gives no Italian carriage rule of its own: contact the air carrier for the baggage conditions and for the restrictions set on lithium batteries, which are considered dangerous goods.
  26. Personal data captured by a drone must be processed in compliance with Regulation (EU) 2016/679 and Legislative Decree 196/2003, with particular regard to the data-minimisation principle. Privacy compliance is listed among the operator's duties.
  27. Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

May a visiting pilot fly at allYes, after a registration or a notification.ENAC lists what the operator must do before flying: use a competent pilot, register on d-flight and affix the QR operator code to each drone, hold adequate insurance, meet the open or specific category requirements, and check that the airspace is compatible with the planned operation.confirmed on the cited pageS1
EU or EEA registration recognisedYesENAC states that the operator identification code is valid in all EU Member States and that the operator may fly in them without affixing any further code, subject to local rules, and it addresses operators registered in Italy or in another Member State flying in Italy. No fetched page states the reciprocal in those words, and every ENAC wording is EU Member States, not EASA states, so Norway, Iceland, Liechtenstein and Switzerland are not covered by the quoted sentences.partly confirmedS13
UK registration recognisedNoNo fetched page mentions the United Kingdom or a third-country operator route. What is stated is that all operators must register on d-flight, with only two exemptions (toys, and under 250 g with no camera, microphone or other personal-data device), so a UK registration is not shown to count. The Italian route for a UK resident, its documents and whether it is open to a non-resident, is not documented anywhere.partly confirmedS2S3S13
US registration recognisedNoSame as the United Kingdom. No fetched page mentions the FAA or a US registration, and Regulation (EU) 2019/947 art. 41 on third-country operators is not quoted on any ENAC page.partly confirmedS2S3S13
Local registrationRequired from 250 g. Cost: d-flight tariffs: accreditation free, Abbonamento Base 7 EUR per year including VAT, Abbonamento PRO 28 EUR per year including VAT; QR Code UAS Base 7 EUR per drone (the Base subscription includes the first one), QR Code UAS PRO 112 EUR per drone. Non-residents: Not established. d-flight says only that the user must be accredited with a valid subscription, complete the Op. UAS form from the Account area following the user manual, and send the documentation to the registration email address. No page lists the documents or says whether an Italian codice fiscale, address or telephone number is needed..The 250 g figure is not a mass threshold on its own: the exemption needs both under 250 g and no camera, microphone or other device collecting personal data, so a camera drone under 250 g must register. Toy drones under Directive 2009/48/CE are the second exemption. ENAC states that the registration fees are payable directly on d-flight according to its published tariffs; the amounts come from the d-flight tariff page. Two separate reads of that page disagreed on which subscription tier the Registrazione Operatore UAS row sits in, so treat the tier mapping as unresolved; the price strings were identical in both reads. No official page states a processing time.confirmed on the cited pageS2S3S10S15S22S23
Remote IDNo Italian Remote ID carriage rule by class or date is published on any fetched page. What is stated is that d-flight provides remote identification services, and that before flight the remote pilot must check that direct remote identification, where the aircraft has it, is active and up to date. The research query's premise that Remote ID is required on C1 and above was never found on an official page and is not published here.partly confirmedS10S14
InsuranceMandatory, at least Limits not lower than the minimum parameters in the table of Article 7 of Regulation (EC) 785/2004. The euro figures of that table are on no fetched page, so no amount is published here. · Every UAS operation, with no mass floor and including class C0UAS-IT art. 27.1 bars operating a UAS at all without third-party liability insurance in force. ENAC restates it for the open category and says explicitly that in Italy every UAS operation, including one flown with a C0 drone, is subject to the insurance obligations defined in the UAS-IT Regulation. This is the national rule that is stricter than the EU baseline.confirmed on the cited pageS10S14S2S8
Altitude ceiling120 mMeasured from the nearest point of the earth's surface, except when overflying an obstacle, so the ceiling follows rising terrain. ENAC also puts it the other way round: the open category may fly anywhere below 120 m except in the geographical zones.confirmed on the cited pageS14
Distance from peopleBy subcategory. A1 (C0 under 250 g, C1 250 g to 900 g): overflight of assemblies of people is always forbidden; with C1 fly where no overflight of uninvolved people is reasonably expected; with C0 overflight of uninvolved people is acceptable but to be avoided, and deliberate prolonged overflight is not acceptable even under 250 g. A2 (C2, 900 g to 4 kg): the 1:1 rule, minimum 30 m, minimum 5 m with low-speed mode selected at 3 m/s. A3 (C3 4 to 25 kg, C4, and C2 flown there): the 1:1 rule, minimum 30 m horizontal from uninvolved people and also from animals and property, and minimum 150 m horizontal from residential, recreational, commercial or industrial areas.confirmed on the cited pageS14
Line of sightVisual line of sight at all times, except in follow-me mode or with an unmanned-aircraft observer. In flight the pilot keeps a constant and complete visual scan of the surrounding airspace and must stop the flight if the operation is a risk to other aircraft, people, animals, the environment or property.confirmed on the cited pageS14
NightPermitted. During operations carried out at night the pilot must make sure a green flashing light is activated on the aircraft. The research pass reported the stricter-night-rule premise as not confirmed. The rule is stated in ENAC's own A1/A3 training syllabus among the remote pilot's duties during flight.confirmed on the cited pageS14
Class marksClass identification labels C0 to C4 apply. Privately built drones are allowed if built for personal use. A drone with no class label may be used only if it was placed on the European market before 31 December 2023, and then only in subcategory A1 if its take-off mass is under 250 g, or A3 if under 25 kg.confirmed on the cited pageS2S11S13
FPVPermitted with an observer. The remote pilot may be assisted by an unmanned-aircraft observer in order to keep the aircraft in visual line of sight, for example when flying FPV. The observer stands beside the pilot, keeps the aircraft in visual line of sight and warns the pilot of any problem, and clear effective communication between the two must be established. Both research passes left FPV unknown; the rule is in ENAC's own training syllabus.confirmed on the cited pageS14
Commercial useThere is no separate recreational regime. The open category covers low-risk operations and generally recreational use, while leaving room for some professional uses, and needs no ENAC authorisation as long as every requirement of Article 4 of Regulation (EU) 2019/947 is met. Beyond those limits the operation is specific category and needs a declaration or an ENAC operational authorisation.confirmed on the cited pageS14S5S7

Where the no-fly zones are published

The authority's own map is the one that counts on the day; an app is a convenience, not a source.

There is no single distance rule around Italian airports. The safety zones near aerodromes are broadly rectangular, graded by aerodrome type (civil with instrument flight procedures, civil without, heliports and airstrips, military), published on d-flight, and forbidden to open-category drones; flying inside one requires the specific category. ENAC's FAQ separately says that inside an ATZ or a CTR it is possible to fly without reserving airspace, in accordance with circolare ATM-09A.

On the ground

What pilots, police and the press report actually happening. This is evidence about behaviour, not law: it never changes the status above, and it is dated and linked so you can judge it yourself.

Enforced25 confirmed cases · 2019-03-12 to 2025-05-18 · practice pass 8 October 2026

Twenty-five dated reports, 2019 to May 2025: in the monumental centres the pilot is identified, the drone seized and a criminal complaint follows, with fines imposed from 50 to 33,000 EUR. In parks the fine often arrives later, traced from the pilot's own footage. Nothing was found about open rural areas.

How people fly
Visiting pilots are repeatedly reported at exactly the sights they came for: the Colosseum and the Fori, Piazza Venezia, Fontana di Trevi, the Spanish Steps, Castel Sant'Angelo, the Florentine Lungarni, piazza San Marco, piazza del Duomo in Milan and piazza dei Miracoli. Two defence lawyers in the located cases make the same point, that nothing at the monument says flying is banned. In the Dolomites, Italian pilots on a reachable forum report the opposite problem: the d-flight map shows no restriction over the South Tyrol valleys while the parks themselves prohibit flight, and they advise asking the park rather than trusting the map. The Lago di Braies operator posts the prohibition on its own page and states that it covers amateur flying and drones under 250 g.
Police and rangers
In the cities the pilot is stopped while still flying, or met at the landing point, and identification is quick. The drone is seized as a matter of course and held at the disposal of the judicial authority; the controller and accessories go with it, and in the Castel Sant'Angelo case so did the images on the memory card. Three of the located cases were made during pre-event security sweeps, before Pope Leo XIV's inauguration and before a Frecce Tricolori flypast at Bari. In Venice the Carabinieri river patrol spots drones from the water and picks the pilot out of the crowd. In protected areas the rangers work backwards from published footage: Alpi Marittime traced two pilots through the web after the season had ended, and the Abruzzo national park identified the makers of a drone video posted on Facebook.
At the border
No usable report.
Fines actually reported
Amounts actually imposed in located reports: 33,000 EUR plus seizure and a criminal complaint for a 500 g Mavic Air 2 launched from the Duomo steps in Milan in July 2021, with a 30,000 EUR case against an American tourist in the same zone earlier that year; 1,152 EUR each to two pilots who flew the Alpi Marittime Natura 2000 area without authorisation, plus an order to delete the footage and tell their followers why; 222 EUR together with two months and six days of suspended imprisonment, agreed as a plea bargain by a Polish tourist who flew around the Colosseum in December 2022, after which his drone and controller were released; 50 EUR plus seizure for the Polish tourist whose drone lodged on the San Marco campanile in June 2022. A 40-year-old was sanctioned at Bari in May 2025 with no amount stated, and the Abruzzo national park sanctioned the makers of a Facebook drone video in February 2022, also with no amount stated.

The law's own penalty schedule is separate: Not established, 5 published fine ranges below.

Where reports cluster

  • Rome historic centre: Colosseum and the Fori, Piazza Venezia, Fontana di Trevi, the Spanish Steps, Castel Sant'Angelo, Borgo and via della Conciliazione

Do not. Sixteen confirmed cases from 2019 to May 2025, from the Carabinieri commands of Piazza Venezia, Roma Quirinale and Roma Prati and from two Polizia Locale units, with the same outcome each time: identified, drone seized, criminal complaint. An ENAC ordinance of 7 February 2017 covers Rome and the Vatican from the ground up to about 1,067 m, and no monument posts it, which both defence lawyers in the located cases complain about.

  • Venice, piazza San Marco and the Marciana area

Do not. The Carabinieri river patrol spots drones from the lagoon and identifies the pilot in the crowd; the local police seize and sanction. The newest confirmed tourist case is June 2022, a 50 EUR sanction plus seizure after a drone lodged on the campanile and the fire brigade spent two hours freeing it.

  • Florence historic centre and the Lungarni

Do not. Two confirmed cases, both with uninsured pilots and both drawing a double charge of overflight unauthorised by ENAC plus abusive exercise of air navigation. Passers-by call 112 and officers wait at the landing point.

  • Milan, piazza del Duomo

Do not. The largest applied fine found anywhere in Italy: 33,000 EUR for a 500 g Mavic Air 2 launched from the cathedral steps over the entrance queue, with a 30,000 EUR case in the same zone earlier in 2021. The police call the piazza a red zone for drones.

  • Pisa, piazza dei Miracoli

Do not, and this is the most instructive case in the set: the tourist produced both an insurance certificate and an attestato and was reported anyway, because the zone was prohibited. The drone was seized.

  • Bari Lungomare, and Italian public events generally

Do not during an event. A drone over interdicted areas shortly before a Frecce Tricolori flypast during the San Nicola festival drew a sanction and a seizure, and the report notes the pilot was not easy to find and was found anyway. Pre-event sweeps produced three of the located cases.

  • Dolomites and the South Tyrol nature parks: Tre Cime, Fanes-Sennes-Braies and Lago di Braies, Alpe di Siusi, Sciliar-Catinaccio

Sometimes flown, and d-flight is not the binding layer here. Italian pilots report that the parks carry prohibitions the d-flight map does not show, that rangers in those valleys do patrol with binoculars unlike the Apennines, and that a sub-250 g drone is no shelter. The Lago di Braies operator posts the prohibition itself and extends it to amateur flying and to drones under 250 g, and states that panoramic flights over the lake area and the nature park are prohibited by law.

  • Alpine and Apennine protected areas: Aree Protette Alpi Marittime, Parco Nazionale d'Abruzzo Lazio e Molise, Natura 2000 sites

Do not, and the enforcement is retrospective. Rangers find pilots through the footage they publish, months after the flight: 1,152 EUR each in alta Valle Maira where one pilot had filmed the prohibition notice on the refuge wall, sanctions in the Abruzzo park off a Facebook video, and a DronEzine reader fined off his own post with a citation that stated neither how nor when. A deletion order and a public explanation to followers can come with the fine.

  • Cinque Terre, Manarola

Reported as heavily fined, but only in 2017: an Italian drone outlet wrote that foreigners filming the cliffs with hobby drones were being fined in bursts, and advised appealing where no prohibition was posted. Nothing newer was located, so treat the 2017 reading as the newest evidence rather than as current.

  • Italian airports and customs: Fiumicino, Malpensa, Marco Polo

No documented pattern. No check, declaration or seizure of a tourist's drone was located in either language. The single dated airport report is a theft of a traveller's drone at Malpensa in November 2025, recovered by the Carabinieri.

Any breach of the UAS-IT Regulation or of the EU rules it refers toThe criminal and disciplinary provisions of Book II, part III of the Navigation Code apply, together with those of Legislative Decree 173/2014 and the ENAC regulation on the exercise of the sanctioning power. Criminal liability: Breaching the UAS-IT Regulation or the EU rules it refers to brings the criminal and disciplinary provisions of Book II, part III of the Navigation Code into play, along with Legislative Decree 173/2014 and the ENAC sanctioning regulation. Sanctions are applied by the provincial Questura and in some cases by ENAC under the Navigation Code. Reports of unrecognised operators, of incidents, of dangerous videos and of overflights of concerts or processions all go to the provincial Questura.

What we could not confirm

Printed rather than hidden. A brief that answers everything has usually guessed somewhere, and a gap here is a real gap in the official pages or a page we could not reach.

Sources that disagree

  1. The minimum age for a remote pilot in Italy. No fetched ENAC page or document states one; the exam rules only distinguish adults from minors for authentication.
  2. The minimum insurance cover in euro. Only the benchmark is published (the table of Article 7 of Regulation (EC) 785/2004); the table itself was not read.
  3. Whether a non-resident can register on d-flight without an Italian codice fiscale, address or telephone number, and which documents the registration email must carry.
  4. The d-flight registration processing time. No official page states one.
  5. Which d-flight subscription tier the operator registration sits in. Two reads of the same tariff page disagreed; the prices themselves were identical in both.
  6. Whether a non-resident adult can sit the Italian A1/A3 exam without SPID, and whether CIE or eIDAS is accepted instead.
  7. Whether an A1/A3 or A2 certificate issued in another EU or EASA state is valid in Italy. No fetched page says so either way.
  8. Whether a UK, US or other third-country operator registration is recognised, and what the Italian route is if it is not. Regulation (EU) 2019/947 art. 41 on third-country operators is quoted on no ENAC page.
  9. The geozone dataset's download URL, licence, reuse terms and update cadence, and whether access needs a paid subscription.
  10. Whether being inside an ATZ or a CTR is compatible with open-category flight. ENAC's FAQ and ENAC's training syllabus read in opposite directions; see conflicts.
  11. Any Italian customs declaration duty, import authorisation or radio-conformity procedure for a drone brought in by a traveller. Neither the Agenzia delle Dogane nor MIMIT was reached in either research pass.
  12. Numeric fine amounts for any drone offence, and whether confiscation is used under the regulation in force.
  13. The drone rules, permit path, fee and season of Gran Paradiso, Cinque Terre and Dolomiti Bellunesi national parks and of the Dolomites UNESCO areas. The outright bans were query premises and no park page was reached.
  14. Venice and Rome municipal drone rules. Both were query premises; no municipal page was reached.
  15. Whether the December 2024 UAS-IT consultation draft and the 2026 Zone Geografiche UAS draft have been adopted, and from when.
  16. The derogation route for R and P geographical zones. ENAC's syllabus points at circolare ATM-05; that circular was not opened in this pass.
  17. The zone criteria themselves. ENAC's zone page links circolare ATM-09A, which neither research pass opened.
  18. Apps the authority recommends. None is named on any fetched page, and the research brief's DJI GEO-zone remark is editorial with no source.
  19. Any dated enforcement incident involving a visiting pilot. Neither research pass retrieved one.
