What decides it

  • Every drone except a toy must be on the Hungarian drone register before it flies in Hungarian airspace, whatever its weight: 2,000 Ft per drone. A toy is under 120 g, has no camera or other recording device and cannot fly beyond 100 m.confirmed on the cited page
  • Apply for the operator and drone registrations at least 10 days before the first flight.partly confirmed
  • Mark the operator number and the drone's own registration mark on the drone, durably and legibly.confirmed on the cited page
  • Applicants under 18 register with a legal representative's consent.confirmed on the cited page
  • The minimum remote-pilot age is 16. No minimum for a C0 toy in A1, a self-built drone under 250 g, or under the direct supervision of a competent pilot over 16.confirmed on the cited page
  • Pilot competency: an online course and online theory exam for A1 with a C1 drone and for A3; A2 adds self-practical training and a further exam. Exempt: C0 drones and self-built drones under 250 g. Certificates are valid 5 years.confirmed on the cited page
  • Every outdoor flight, even in your own garden, must be marked in HungaroControl's mydronespace app or web app before take-off and checked throughout the flight, then closed in the app. The account is created through the GoodID app with an ID card or passport, an address and a mobile number, and renewed every year.confirmed on the cited page
  • Recording sound or images of someone's home or fenced garden with a drone used without authorisation is a petty offence; observing and recording it is a criminal offence punished by detention, and publishing the recording by up to 1 year in prison.partly confirmed
  • The drone's radio links must use the bands the national frequency rules allow; drones in the listed short-range bands need no individual licence, anything else needs an NMHH licence. Electronic devices without CE marking may not be used in Hungary.confirmed on the cited page

Permits tied to a place or a time

These do not change the country's colour; they decide whether a particular flight is legal where and when you want it.

  • Over a populated area (any place where uninvolved people habitually live) you may fly only inside an ad hoc airspace designated by the defence ministry's State Aviation Department (HM ÁLF). Apply at least 30 days ahead on its electronic form, for at most 7 days; no fee. Activate it by phone with Budapest ATS Centre at least 30 minutes before.
  • No drones in prohibited airspace, the No Drone Zones (around Budapest airport, the Budapest CTR above 40 m, and at Kecskemét, Szolnok, Pápa and Bácsbokod), within 300 m of priority national memorials, protected state sites and critical infrastructure, or in dangerous and temporary reserved airspace while active.
  • Within 2 km of an aerodrome without an ATZ, or 750 m of an ambulance heliport, fly only with the operator's consent, notified to the aviation authority at least 2 days ahead. TIZ, RMZ, TMZ and Drop Zones need the responsible operator's consent.
  • In the 38 environmental restricted airspaces (LHB01 to LHB35B, ground to 300 or 450 m), among them Hortobágy, Aggtelek, Fertő, Kis-Balaton, Tihany, the Tapolca basin, the Bükk and seasonally the Dunazug hills and Börzsöny, no drone may fly except an authorised flight for a listed purpose such as image recording.

Where the no-fly zones are published

The authority's own map is the one that counts on the day; an app is a convenience, not a source.

No Drone Zones at Budapest Liszt Ferenc airport, Kecskemét, Szolnok, Pápa and Bácsbokod; in the Budapest CTR outside the airport zone 40 m AGL without ATC clearance. Within 2 km of aerodromes without an ATZ and 750 m of ambulance heliports only with consent notified 2 days ahead.

Customs and the border

Declaration
Within the EU no customs procedure applies to goods carried between member states; NAV's traveller guide does not name drones.
Import authorisation
Not established
Radio conformity
Electronic devices without CE marking may not be used in Hungary. Drone radio links in the listed short-range bands need no individual licence; other frequencies or powers need an NMHH radio licence, and every radio module on the drone should be checked.

On the ground

What pilots, police and the press report actually happening. This is evidence about behaviour, not law: it never changes the status above, and it is dated and linked so you can judge it yourself.

Patchy enforcement8 confirmed cases · 2016-03-11 to 2026-01-20 · practice pass 8 October 2026

Eight dated cases from 2016 to 2026, one with a foreign pilot (a Singaporean whose drone hit a car on a Budapest bridge). Pilots were charged or reported at the airport, over the Danube, at rallies under closures and over political estates; no fine amount located. Nothing on mydronespace logging, Balaton or customs.

How people fly
A 2026 guide by a Hungarian drone-training company says hobby flying in central Budapest is practically impossible and points pilots to fields, meadows and forest edges outside settlements. The confirmed cases show what people were doing when found: aerial photos over the Szabadság Bridge, a flight along the Árpád Bridge while rescuers searched the Danube, filming political rallies at Kötcse and in Budapest, and recreational climbs to about 3,000 m from a factory roof next to the airport. Two cases involve journalists filming estates linked to the prime minister and his circle (Felcsút 2016, Bicske 2020).
Police and rangers
Pilots were found by the police's air-policing service at Vecsés in 2026, by rescue units on the Danube who called the Budapest police in 2019, by police securing political events at Kötcse and on Andrássy út in 2025, and after a drone broke a car windscreen on the Szabadság Bridge in 2017. In Felcsút in March 2016 police seized a news site's drone and memory card as evidence in a petty-offence procedure after a filming flight with no aviation authority permit, and lifted the seizure two weeks later. Drone footage of a businessman's Bicske estate, published by Átlátszó in May 2020, led to a criminal investigation for illicit data acquisition against an unknown perpetrator, which the prosecutor closed on 2021-01-14 because the act was not a crime. A single flight can open several procedures at once: the Vecsés pilot faces a criminal investigation, a petty-offence procedure and an aviation-authority procedure. Police said in 2019 that first offenders at a prohibited place would not get million-forint fines and that endangering people or disturbing the airport is a crime, and in 2022 that most petty-offence proceedings stopped at a warning, usually for a missing ad hoc airspace permit, with real penalties in a negligible number of cases. By 2022 counter-drone systems at the Paks nuclear plant, the Parliament and airports had been used several times. On the rules behind the country's headline status: no dated case was found of anyone penalised for not marking a flight in mydronespace, for an unregistered drone, for missing insurance, or for an ordinary flight over a town without ad hoc airspace; the two Budapest flights charged as unpermitted were inside temporary closures. No ranger case was found at Hortobágy or any other park.
At the border
No customs (NAV) case involving a traveller's drone was found. The only traveller accounts are reader comments of 2017 to 2019 under a drone-travel guide: several say Budapest airport security made them check in a drone they meant to carry in the cabin, one paying 25 EUR for it, and one says nobody checked anything on arrival.
Fines actually reported
No amount actually imposed was located in any case from 2016 to 2026. The one seizure, of a news site's drone and memory card as evidence at Felcsút in March 2016, was lifted after two weeks; the one criminal investigation with a known end (drone footage of a Bicske estate, 2020) was closed in January 2021 as no crime. The other outcomes stop at the charge or complaint: a criminal charge of negligently endangering road safety (Szabadság Bridge, 2017), petty-offence complaints (Árpád Bridge, 2019; a 46-year-old and an unknown pilot, Budapest, 2025-10-23), an administrative procedure at the Siófok police (Kötcse, 2025), and criminal, petty-offence and aviation-authority procedures together (Vecsés, 2026). The 100,000,000 Ft aviation fine and the 6,500 to 200,000 Ft petty-offence range in the law block are ceilings, not penalties anyone was reported to pay.

The law's own penalty schedule is separate: Not established, 3 published fine ranges below.

Where reports cluster

  • Budapest Liszt Ferenc airport and Vecsés

Confirmed twice: drones over the runways suspended traffic on two evenings in October 2019 with no operator identified, and a recreational pilot climbing to about 3,000 m from a Vecsés factory roof was caught in January 2026 and faces three procedures.

  • Budapest's Danube bridges

Confirmed twice: a Singaporean's drone hit a car on the Szabadság Bridge in 2017 and he was charged; a pilot flying along the Árpád Bridge during the Hableány rescue closure in 2019 was reported for a petty offence.

  • Political rallies and marches under temporary airspace closures

Confirmed twice: an administrative procedure after the Kötcse weekend of 2025-09-07, and two petty-offence complaints on the day of the 2025-10-23 Nemzeti Menet in Budapest, where drones flew despite the closure.

  • Estates linked to the prime minister and his circle (Felcsút, Bicske)

Confirmed twice, both journalists: police seized 444's drone after a filming flight at Felcsút in March 2016 and returned it two weeks later; Átlátszó's 2020 footage of a Bicske estate led to an illicit-data investigation, closed in 2021 as no crime.

  • The Parliament and the Paks nuclear power plant

No dated case found. Police said in 2022 that counter-drone systems there and at airports had already been used several times.

  • Central Budapest generally

No case from an ordinary flight over the city. A Hungarian training company's 2026 guide says hobby flying in the centre is practically impossible; nothing was found at Buda Castle or the Fisherman's Bastion.

  • Lake Balaton and Hortobágy

No dated case found, from police, rangers or the press. Parts of both lie in environmental restricted airspace, and the Hortobágy directorate requires consent for filming off the trails.

What the law says it costs

Published penalty ranges. What has actually been charged, where anyone reported it, is in the section above.

OffenceRangeSources
Breaching the rules on operating or using a drone (aviation fine)Up to 100,000,000 Ft, imposed by the aviation authority or the police on the operator or the person the drone was lent toS13
Flying a drone over a populated area without authorisation (petty offence)6,500 to 200,000 Ft; on-the-spot fine 6,500 to 65,000 Ft, 90,000 Ft on a repeat within six monthsS16
Recording sound or images of another's home or fenced area during unauthorised drone use (petty offence, on the victim's motion)6,500 to 200,000 FtS16

Confiscation: The thing used to commit a petty offence must be confiscated, unless it belongs to someone else or confiscation would be disproportionate. Authorised bodies may detect, order to land, intercept, jam and force down a drone that breaks the rules or uses the airspace without right.

Criminal liability: Yes. Observing and recording another's home with a drone used without authorisation is a misdemeanour punished by detention; making the recording public carries up to 1 year. Prosecuted on the victim's motion.

  7. A fixed fine schedule for drone breaches below the 100,000,000 Ft cap. Police said in 2019 that fixed fines were planned; the practice pass found no amount actually imposed in any of eight dated cases from 2016 to 2026.
  8. Customs treatment of a visitor's own drone brought from outside the EU, and any Hungary-specific battery rule. The practice pass found no NAV customs case involving a traveller's drone, only reader comments of 2017 to 2019 about Budapest airport security screening.
  9. The drone policies of the Balaton-felvidék, Aggtelek and Duna-Ipoly national park directorates, Natura 2000 sites, and Budapest or Tokaj.
  10. The mydronespace data format, licence and API.
  11. The statute texts on the official host: njt.hu reset every connection, so the acts were read on net.jogtar.hu.
  12. Whether anyone has been penalised for not marking a flight in mydronespace, for an unregistered drone, for missing insurance, or for an ordinary flight over a town without ad hoc airspace. Every case the practice pass located concerns the airport, a temporary closure, a collision or journalists filming a politically prominent estate; a top-up search on 2026-10-08 in the national press and on police.hu found no such case either.
  13. How the located cases ended: Szabadság Bridge 2017, Árpád Bridge 2019, Kötcse 2025, Budapest 2025-10-23 and Vecsés 2026 are reported at the charge or complaint stage only (only Felcsút 2016, seizure lifted, and Bicske 2020, investigation closed, have a known end), and whether the operators who closed Budapest airport in October 2019 were ever identified.
  14. Whether police or rangers check drone flights at Lake Balaton, Hortobágy or Budapest's landmarks (the Parliament, Buda Castle, the Fisherman's Bastion). No dated case was located. The county press sites and the community forums (Reddit, MavicPilots) refuse every client this project uses, so that half of the record is unread.
