Finland

EU residents fly on their home registration; anyone else registers online with Traficom through the Finnish Authenticator app and a passport, EUR 40 a year, and passes the free A1/A3 online exam to fly over 250 g. Remote pilots may be 12, operators 18.

Every engine field and the workflow rest on official pages.

What decides it

  • Below 250 g, operator registration is still mandatory if the drone has a camera or another sensor able to record personal data, unless it is a toy under Directive 2009/48/EC.confirmed on the cited page
  • The operator registration number (FIN followed by digits) must be attached to the side of the drone, and any remote pilot competency certificate carried on every flight, on paper or electronically.confirmed on the cited page
  • The registration fee must be paid for each period; an expired registration is not valid even if the pilot passed the exam earlier.confirmed on the cited page
  • The operator must be 18 or older.confirmed on the cited page
  • The remote pilot in Finland must be 12 or older.confirmed on the cited page
  • The Criminal Code's unlawful-viewing provision (salakatselu) protects people in defined private places from being watched or filmed with a technical device, even if nothing is recorded. Filming in public places needs no consent. Do not fly disturbingly over homes or at accident sites.confirmed on the cited page
  • Drone radio equipment must carry an EU declaration of conformity and a CE marking. Licence-free bands: 2400 to 2483.5 MHz (100 mW EIRP under EN 300 328, 10 mW under EN 300 440), 5170 to 5250 MHz (200 mW EIRP) and 5725 to 5875 MHz (25 mW EIRP). 5470 to 5725 MHz is not allowed in unmanned aircraft.confirmed on the cited page

Permits tied to a place or a time

These do not change the country's colour; they decide whether a particular flight is legal where and when you want it.

  • Permanent prohibited (P) and restricted (R) areas apply to drones. Flying in them needs a permit, from Traficom for a prohibited area and from the Defence Forces for a restricted area, and the permit is charged.
  • UAS geographical zones set by Traficom regulation OPS M1-29 (734 in the file read on 2026-10-08: 50 prohibiting, 569 requiring authorisation, 115 relaxing) cover airports, aerodromes, heliports, prisons, police stations, some embassies and Parliament. Where zones overlap, every zone's conditions apply.
  • Near a controlled airport, flying in its restricting zone during the air traffic unit's opening hours needs that unit's permission. Apply through Fintraffic Sky at least 2 working days ahead, 5 at Helsinki-Vantaa, where permission is granted very rarely. No charge at present.
  • Filming Defence Forces exercises, depots or other activity is prohibited without a permit from the General Staff, for example the Defence Forces buildings at Kaartinkortteli and Suomenlinna in Helsinki.
  • A flight that cannot meet the open-category rules needs a specific-category authorisation (PDRA or SORA), applied for at least 12 months ahead.

Before you fly, in order

  1. Below 250 g, operator registration is still mandatory if the drone has a camera or another sensor able to record personal data, unless it is a toy under Directive 2009/48/EC.
  2. No registration is needed for a drone under 250 g without a camera or personal-data sensor, a toy drone, or a control-line model aircraft of up to 1 kg.
  3. EU citizens register in their own state, which Traficom's page directs them to through EASA, and an operator registered in Finland may fly in other EU states.
  4. The operator registration number (FIN followed by digits) must be attached to the side of the drone, and any remote pilot competency certificate carried on every flight, on paper or electronically.
  5. The registration fee must be paid for each period; an expired registration is not valid even if the pilot passed the exam earlier.
  6. Insurance is not mandatory for most open-category drones; damage is handled under general tort law. Liability insurance is recommended.
  7. Specific- and certified-category operations with drones under 20 kg need adequate liability insurance under the Aviation Act 139 §.
  8. A flight that cannot meet the open-category rules needs a specific-category authorisation (PDRA or SORA), applied for at least 12 months ahead.
  9. Maximum 120 m above ground or sea level. Flying higher needs a Traficom permit.
  10. Keep a safe distance from people and never fly over assemblies of people; subcategory distances apply.
  11. Keep the drone within visual line of sight.
  12. Permanent prohibited (P) and restricted (R) areas apply to drones. Flying in them needs a permit, from Traficom for a prohibited area and from the Defence Forces for a restricted area, and the permit is charged.
  13. 14. Near a controlled airport, flying in its restricting zone during the air traffic unit's opening hours needs that unit's permission. Apply through Fintraffic Sky at least 2 working days ahead, 5 at Helsinki-Vantaa, where permission is granted very rarely. No charge at present.
  15. In the ADIZ border zone along the eastern border an RPAS flight plan must be filed with Fintraffic one hour before flying. Hobbyists are included.
  16. National parks and nature reserves can have restricted parts where movement is banned for part of the year or, as in strict nature reserves, permanently. The ban also covers retrieving a downed drone. The restrictions are on park maps and in each park's order rule.
  17. Metsähallitus asks pilots to avoid flying in protected areas during nesting and migration, 1 March to 31 October, and never to approach or follow animals. The Nature Conservation Act 70 § forbids deliberately disturbing protected animals.
  18. Drone radio equipment must carry an EU declaration of conformity and a CE marking. Licence-free bands: 2400 to 2483.5 MHz (100 mW EIRP under EN 300 328, 10 mW under EN 300 440), 5170 to 5250 MHz (200 mW EIRP) and 5725 to 5875 MHz (25 mW EIRP). 5470 to 5725 MHz is not allowed in unmanned aircraft.

  21. The operator must be 18 or older.
  22. The remote pilot in Finland must be 12 or older.
  23. Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

May a visiting pilot fly at allYes, after a registration or a notification.Open-category flight needs no operational authorisation. EU or EEA registration recognisedYesStated only indirectly. The English registration page sends EU citizens to EASA instead of the Finnish register, and a 2024 Traficom release states the mirror case: an operator registered in Finland can fly in other EU countries. No Finnish page says in terms that a registration from another EASA state is valid in Finland.partly confirmedS3S17

Remote IDC1, C2 and C3 drones have remote identification and geo-awareness functions under Regulation (EU) 2019/945; C0 and C4 do not. Traficom's 2023 study page adds that C1 to C3 drones manufactured after 1 January 2021 must have direct remote identification and geo-awareness updated. Both research passes left Remote ID unknown, the gaps pass saying no official page was found. The device table sits on the open-category page both passes cited. The query's premise "C1 and above" overstates it: C4 has no remote identification.confirmed on the cited pageS1S19
InsuranceNot mandatory for you · Not mandatory for most open-category drones. Every drone over 20 kg must carry liability insurance under Regulation (EC) 785/2004. Specific- and certified-category operations with drones under 20 kg need adequate liability insurance under the Aviation Act 139 §.No minimum cover is published for drones. Damage from an open-category flight is handled under the general Tort Liability Act, and Traficom notes that no insurance pays for an accident during an unlawful flight.confirmed on the cited pageS13S12

Distance from peopleA1: a C0 drone may fly over individual people but never over assemblies; a C1 drone is not expected to fly over uninvolved people and never over assemblies. A2: a C2 drone under 4 kg keeps 30 m from uninvolved people, or 5 m with low-speed mode active. A3: C2 to C4 and legacy drones under 25 kg keep at least 150 m from residential, commercial, industrial or recreational areas and at least 30 m from uninvolved people, and no less than the height (1:1 rule) or the distance covered in 2 seconds at maximum speed. The research brief said the exact distances were not reproduced; they are in the subcategory tables of the page it cited.confirmed on the cited pageS1

Class marksC0 to C4 plus legacy. From 1 January 2024 a drone under 250 g without a C0 mark may fly in A1 if it was placed on the market before that date or is privately built with a maximum speed of 19 m/s; a drone under 25 kg without a C2, C3 or C4 mark may fly in A3 on the same conditions, after the A1/A3 online exam.S38 is the dead droneinfo.fi page the research pass cited for the hobby-pilot rules.confirmed on the cited pageS1S38
FPVNot establishedNo page states an FPV or observer rule. The 2023 study page mentions only that flight with an observer stays out of the permit requirement for beyond-VLOS flight.not confirmedS19
Commercial useOpen-category rules apply regardless of hobby or professional use. Operations outside the open category need a specific-category authorisation based on a PDRA or a SORA, filed with an operations manual to kirjaamo@traficom.fi and uas@traficom.fi at least 12 months before the planned start; processing currently takes about 12 months. Annual fees run from EUR 250 to EUR 3,500, and an Article 13 application to operate in Finland on another state's authorisation costs EUR 230.The research brief's three months for a PDRA and seven for a SORA came from the droneinfo.fi page S39, which no longer exists; Traficom's current page says 12 months.confirmed on the cited pageS1S21S6S39

Where the no-fly zones are published

The authority's own map is the one that counts on the day; an app is a convenience, not a source.

No single distance. Restricting UAS zones around each airport, aerodrome and heliport replaced the old protection distances on 2020-12-31; during the air traffic unit's opening hours flying in them needs its permission, requested through Fintraffic Sky 2 working days ahead (5 at Helsinki-Vantaa).

Customs and the border

Declaration
Arriving from outside the EU, a traveller may bring goods bought or received abroad tax free up to 430 EUR by plane or boat, or 300 EUR by car, bus or train, and chooses the red channel above those limits or with restricted goods that must be presented. Personal luggage brought to Finland only temporarily, and luggage taken out of Finland and brought back, are not counted in the value limit. Customs names no drone-specific declaration.
Import authorisation
No import authorisation for a traveller's own drone was found. Drones are not among the restricted goods Customs lists for travellers, and its radio-equipment chapter states it does not apply to radio equipment private persons import for their own use.
Radio conformity
Drone radio equipment must carry an EU declaration of conformity and a CE marking and use licence-free bands within their power limits; 5725 to 5875 MHz is limited to 25 mW EIRP and 5470 to 5725 MHz is not allowed in unmanned aircraft. Traficom is the radio regulator.

On the ground

What pilots, police and the press report actually happening. This is evidence about behaviour, not law: it never changes the status above, and it is dated and linked so you can judge it yourself.

Enforced24 confirmed cases · 2018-12-06 to 2026-09-16 · practice pass 8 October 2026

Twenty-four dated cases from 2018 to 2026, four with pilots from abroad: fines at event restrictions, on the eastern border and at protected sites. The one court amount found is 204 EUR, and forfeiture was refused. Nothing confirmed covers national parks, Lapland's tourist sites, Åland or customs.

How people fly
The confirmed cases are ordinary recreational flights that strayed into a restriction the pilot did not know about: over a festival, a market crowd, a rally stage, a hotel crowd, a fire scene, a refinery, or near the eastern border while travelling in Kainuu. The police called the 2019 EU-meeting violators hobbyists with no intent to disrupt, the Turku court found gross negligence but no intent, and the Lahti pilot did not know the aviation rules.
Police and rangers
Three ways of being found are confirmed. Police surveillance of temporary restriction areas: Helsinki police fined eight pilots during the EU ministerial meeting of July 2019 and four on Independence Day 2023, police spotted two pilots at Oulu's Qstock festival through their own surveillance, and the Lapland police traced a group from Central Europe on snowmobiles at the Rovaniemi WRC rally in 2021. The Border Guard in the eastern border restriction area, which needs a Defence Forces permit and is wider than the border zone itself: a Danish national was fined near Vartius in Kuhmo on 2025-06-24, a Dutch man at Puras in Suomussalmi in January 2026, an unnamed foreign national in Kainuu in August 2023, and pilots at Imatra and Vaalimaa in July 2020; the Kainuu district reports these in its monthly review. Reports from the public near critical sites, which rarely find a pilot: Porvoo's refinery led to one arrest in 2022, while Lappeenranta airport, Riihimäki's ammunition factory, Rovaniemi's Valajaskoski power plant and the Loviisa nuclear plant did not. Four of the 24 cases involve a pilot from abroad, and two more involve foreign nationals living in Kajaani, whose 2025 garrison case was closed. On the law block's general rules: registration appears in charges but never alone. The Turku pilot's drone was unregistered and the Lahti pilot had not registered or marked his, and in both the case began with a flight over a crowd. No ranger or Metsähallitus encounter in a national park was found in Finnish or English.
At the border
No usable report.
Fines actually reported
One amount imposed by a court was located: 12 day-fines, 204 EUR in all, from Varsinais-Suomi District Court for flying an unregistered drone over the crowd at the opening of Turku's market square on 2022-09-17, reported 2023-06-05; the prosecutor asked for the drone and the pilot's phone to be forfeited and the court returned both. At Oulu's Qstock festival in 2019 at least one of two pilots was ordered 18 day-fines. Fines without an amount: eight at the 2019 EU meeting, four on Independence Day 2023, several during the 2023 US presidential visit, two on the eastern border in 2020, and single fines at Rovaniemi 2021, Lahti 2023, Kainuu 2023, Kuhmo 2025, Puras 2026 and Suomussalmi 2026. Arrests: Helsinki 2022 and Porvoo 2022, with no outcome located.

The law's own penalty schedule is separate: Acted on sometimes, 4 published fine ranges below.

Where reports cluster

  • Central Helsinki during Independence Day, state visits and EU meetings

Confirmed five times, with at least 13 pilots fined. The restrictions are temporary and announced by the police; the police said in 2019 that the Droneinfo app does not show them.

  • The eastern border restriction area: Kainuu (Kuhmo, Suomussalmi), North Karelia, Imatra and Vaalimaa

Confirmed seven times, three of them against foreign pilots, all handled by the Border Guard with fines or an investigation. Flying there needs a Defence Forces permit.

  • Event restriction areas outside Helsinki: Oulu's Qstock, the Rovaniemi WRC rally, Lahti's Suurmarkkinat, Turku market square

Confirmed four times, each ending in fines or a conviction.

  • Critical sites: Porvoo's Kilpilahti refinery, Loviisa nuclear plant, Valajaskoski power plant, Riihimäki's ammunition factory, Kajaani garrison

Confirmed five times from reports by the public; one pilot caught at Porvoo in 2022, the others unsolved or closed.

  • Airports: Helsinki-Vantaa, Lappeenranta, Turku

Lappeenranta 2022 was never traced. Helsinki-Vantaa's 2026 suspension was a military warning with no drone seen. A 2024 Turku case, closed by the police, is reported only on an opinion-leaning site.

  • Nuuksio, Koli, Oulanka, Pallas-Yllästunturi and Urho Kekkonen national parks

No dated case found in Finnish or English, and no ranger encounter; the park service's own drone page is the rule source. Absence of a report is not evidence of tolerance. The same holds for Santa Claus Village, whose only report is an unreachable Reddit thread.

  • Airport customs on arrival or departure

No case found; tulli.fi's traveller menu names no drone.

What the law says it costs

Published penalty ranges. What has actually been charged, where anyone reported it, is in the section above.

OffenceRangeSources
Aviation violation (ilmailurikkomus): breaching a prohibited or restricted area, a UAS-zone ban, restriction or condition, flying a drone not marked as Regulation (EU) 2019/947 article 14 requires, or breaching a Traficom drone regulationA fine (sakko, day-fines). No euro amount is printed.S12S8
Flying without operator registrationUnlawful and an aviation violation; the penalty is the fine above.S17S12
Endangering traffic safetyThe Aviation Act 175 § refers to the Criminal Code chapter 23, sections 1 and 2; the range itself was not read.S12
Unlawful viewing or filming of a person in a private place (salakatselu)A Criminal Code offence; the range was not read.S14

Confiscation: A drone used as the instrument of an offence can be ordered forfeited to the state.

Criminal liability: The Aviation Act makes breaches of zone rules, marking duties and drone regulations an aviation violation punishable by a fine, refers endangering traffic safety to the Criminal Code, and filming people in private places can be the offence of salakatselu.

What we could not confirm

Printed rather than hidden. A brief that answers everything has usually guessed somewhere, and a gap here is a real gap in the official pages or a page we could not reach.

9 cited pages refused our checks and are marked unreachable in the source list.

Sources that disagree

  1. Any Finnish night-flying rule or lighting condition. None appears on any page read.
  2. An FPV or observer rule.
  3. Whether a remote pilot competency certificate from another EASA state, the UK or the US is accepted in Finland.
  4. The language of the A1/A3 online exam.
  5. Processing time of online registration.
  6. Whether a visitor can sit the supervised A2 exam.
  7. The licence of Traficom's zone JSON file and how often it is regenerated beyond its dated version title.
  8. Customs: whether Finnish Customs treats a visitor's own drone as temporarily imported personal luggage, and any confiscation risk. The traveller pages read on 2026-10-08 (S85, S42, S86) set the value limits and list restricted goods without naming drones, and no customs case was found in the press.
  9. Any Finland-specific lithium battery carriage rule.
  10. Fine amounts. An aviation violation is a fine in day-fines; no tariff was read. The practice pass located one court amount (12 day-fines, 204 EUR, Turku 2022) and one count (18 day-fines, Oulu 2019), and no amount for any of the visitor fines at Kuhmo, Puras or in Kainuu.
  11. The forfeiture statute behind the 2023 statement that a drone used in an offence can be forfeited. The practice pass found no forfeiture order; the one request located, Turku 2022, was refused by the court.
  12. Fee, processing time and visitor eligibility for a Traficom prohibited-area permit (its page returned 404) and for a Defence Forces restricted-area or filming permit (puolustusvoimat.fi could not be reached).
  13. Whether Koli's 1996 ban on the landing of aircraft is applied to drones.
  14. Drone rules for national parks other than Nuuksio, Koli and Oulanka, including the Lapland parks.
  15. Åland. No page read addresses it.
  16. How Traficom treats a non-EU citizen resident in an EU state, since it words the registration route by citizenship while Regulation (EU) 2019/947 keys it to residence.
  17. Border Guard rules for the border zone beyond the ADIZ flight plan and EFR100.
  18. Whether a ranger or Metsähallitus has ever stopped or penalised a visitor in a national park, at Lapland's tourist sites or on Åland. The practice pass found no case in Finnish, Swedish or English.
  19. How the arrests and investigations at sensitive sites end: Helsinki 2022, Porvoo 2022, North Karelia 2025 and Loviisa 2026 were reported without an outcome.
  20. The community record. Reddit, where the research report found visitor accounts from Helsinki, Santa Claus Village and Lapland, refuses every client this project uses, so that half of the practice record is unread.
