Estonia

EASA-registered pilots fly on their home registration. Estonia registers operators only through LOIS with an Estonian ID-card or Mobiil-ID (EUR 10 a year), so UK and US visitors have no published route. Check the EANS drone map: border, security and bird areas need a permit.

What decides it

  • Below 250 g, registration is still mandatory if the drone has a camera or another sensor able to capture personal data, unless it is a toy under Directive 2009/48/EC.confirmed on the cited page
  • The operator number is valid one year and must be renewed every year (EUR 10), or it lapses. Mark it on every drone by sticker or marker, or inside the drone, for example on the battery, if it does not fit outside.confirmed on the cited page
  • Where Remote ID must be used, the operator registration number must be entered in it. C1, C2 and C3 drones come with Remote ID; every specific-category flight needs it.confirmed on the cited page
  • The remote pilot must be at least 16, except with a C0 drone, a self-built drone under 250 g and under 19 m/s, or under the direct supervision of a competent remote pilot.confirmed on the cited page
  • A camera drone is a surveillance device under data protection law: identifiable people in footage are personal data, the household exemption is read narrowly, and filming in a public place for publication needs consent or prior notice the person can act on (Personal Data Protection Act § 11).confirmed on the cited page
  • Radio equipment needs a CE mark and declaration of conformity and must follow the Estonian radio frequency plan. Licence-free drone bands: 2400 to 2483.5 MHz (100 mW EIRP wideband, 10 mW SRD), 5170 to 5250 MHz (200 mW) and 5725 to 5875 MHz (25 mW), plus narrow 433, 444 and 868 MHz channels. Permits tied to a place or a time

These do not change the country's colour; they decide whether a particular flight is legal where and when you want it.

  • Security, public-order and nature zones set by Government Order no. 229 need the zone holder's permit. Send a free-form written application, which must include the remote pilot's personal identification code; the holder decides within five working days. Overlapping zones need every holder's permit.
  • A flight outside the open-category limits needs a specific-category declaration (EUR 30) or operational authorisation (EUR 250, decision within 90 days).

Before you fly, in order

  1. Below 250 g, registration is still mandatory if the drone has a camera or another sensor able to capture personal data, unless it is a toy under Directive 2009/48/EC.
  2. No registration is needed for a drone under 250 g without a camera or personal-data sensor, or for a toy drone under 250 g even with a camera.
  3. An operator registered in another EASA state flies in Estonia on that number. An operator registers only in the state of residence and cannot be registered in two states at once.
  4. The operator number is valid one year and must be renewed every year (EUR 10), or it lapses. Mark it on every drone by sticker or marker, or inside the drone, for example on the battery, if it does not fit outside.
  5. Where Remote ID must be used, the operator registration number must be entered in it. C1, C2 and C3 drones come with Remote ID; every specific-category flight needs it.
  6. Insurance is not mandatory in the open category for a drone up to 20 kg. No minimum cover is published.
  7. Every flight under a specific-category operational declaration or authorisation needs a valid third-party liability insurance contract (Aviation Act).
  8. A flight outside the open-category limits needs a specific-category declaration (EUR 30) or operational authorisation (EUR 250, decision within 90 days).
  9. Maximum 120 m above ground or water; zones in the EANS map may set lower limits, and where zones overlap the lowest limit applies.
  10. Never fly over crowds; keep the subcategory distances from uninvolved people.
  11. Keep the drone in visual line of sight or use an airspace observer; the camera view is not enough.
  12. Night flying is allowed with the drone's green flashing light switched on.
  13. Check the EANS drone map when planning and again immediately before take-off, and check NOTAMs; the map is informative and does not relieve the operator of liability.
  14. Security, public-order and nature zones set by Government Order no. 229 need the zone holder's permit. Send a free-form written application, which must include the remote pilot's personal identification code; the holder decides within five working days. Overlapping zones need every holder's permit.
  15. FPV only with an airspace observer at your side, at least 150 m from settled areas, no spectators, under A3 rules.
  16. Radio equipment needs a CE mark and declaration of conformity and must follow the Estonian radio frequency plan. Licence-free drone bands: 2400 to 2483.5 MHz (100 mW EIRP wideband, 10 mW SRD), 5170 to 5250 MHz (200 mW) and 5725 to 5875 MHz (25 mW), plus narrow 433, 444 and 868 MHz channels. The drone must be set up for Europe.
  17. A camera drone is a surveillance device under data protection law: identifiable people in footage are personal data, the household exemption is read narrowly, and filming in a public place for publication needs consent or prior notice the person can act on (Personal Data Protection Act § 11).
  18. The remote pilot must be at least 16, except with a C0 drone, a self-built drone under 250 g and under 19 m/s, or under the direct supervision of a competent remote pilot.
  19. Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

Where the no-fly zones are published

The authority's own map is the one that counts on the day; an app is a convenience, not a source.

No single distance. Transpordiamet's general order of 6 August 2026 sets zones around Tallinn, Ämari, Tartu, Pärnu, Kuressaare and Kärdla, hospital helipads and the Väike-Maarja academy; next to the airports drones fly only under a specific-category authorisation.

Customs and the border

Declaration
Only the general traveller rule was found: customs usually does not ask for a declaration of personal belongings, but goods bought outside the EU above the duty-free allowance must be declared. No page mentions drones.
Import authorisation
Not established
Radio conformity
Radio equipment needs a CE mark and a declaration of conformity, but CE does not mean the device may be used in every country: use must follow the Estonian radio frequency plan and the licence-free bands and power limits, with the drone configured for Europe. TTJA is the radio regulator.

On the ground

What pilots, police and the press report actually happening. This is evidence about behaviour, not law: it never changes the status above, and it is dated and linked so you can judge it yourself.

Enforced18 confirmed cases · 2018-12-26 to 2026-07-11 · practice pass 8 October 2026

Eighteen dated cases from 2018 to 2026, three with visitors (Danish, Finnish, Polish): border guards fine uncoordinated flights in the border zone, 80 to 280 EUR, and military sites, events and Toompea see proceedings. Nothing confirmed covers national parks, the islands or customs.

How people fly
The confirmed cases are ordinary flights by people who did not know the rule: filming Narva's sights inside the border zone, flying near Narva's Swedish Lion monument, on Toompea on Independence Day, in a Tallinn park, over the Song Festival crowd, at a rally stage, near Ämari air base. In 2019 the police said tourists in Tallinn's Old Town want to launch for the Toompea views. The regulator estimated in 2026 that about 1,000 drones a month fly over Tallinn and about 80 percent break some rule, mostly the height limit and flying beyond sight.
Police and rangers
Four enforcers are confirmed. The Police and Border Guard Board's border guard fines flights in the border zone that were not coordinated with it: a Finnish citizen in Narva (2024-05-30, 80 EUR, he wanted to film tourist sights and did not know a permit was needed), Polish citizens in Narva (July 2024, 80 EUR), other pilots in Narva (2018, 2021 twice at 80 and 100 EUR, 2022 twice at 200 EUR, 2024, 2026) and an Estonian citizen in Värska (2026), while two Danish nationals in Setomaa (2023-10-05) were let off with a verbal warning after deleting their footage. The border guard counted 106 uncoordinated flights in the Ida-Viru border area in ten months of 2022. The police act at events and in Tallinn: countermeasures at the 2019 Song Festival, a pilot found and his drone held at Rally Estonia 2020, drone guns as the first response at Tallinn airport. In 2019 the police said foreigners in the Old Town are explained the rules and, if understanding, face no proceedings; the one dated Old Town case is a 26-year-old on Toompea on Independence Day 2019, ordered to land, his drone taken into storage and a fine from the Civil Aviation Administration. The Defence Forces' military police prosecuted two operators at Ämari in 2023, and operators near the Tapa and Jõhvi garrisons in October 2024 were detained, questioned and some fined. Transpordiamet runs the aviation misdemeanours. On the law block's general rules: registration is charged. Tallinn's deputy mayor was fined 70 EUR in 2026 in a proceeding opened under the operator-registration article (Aviation Act § 46²⁰(1)) after he lost an FPV drone in a city park. On the Ida-Viru conflict: hobby approvals stopped on 2025-01-24, and uncoordinated flights were still fined in Narva on 2026-06-27 (280 EUR); no source says whether a hobby application there is approved today. No Environmental Board or ranger case was found.

Fines actually reported
Amounts imposed: 70 EUR (Transpordiamet, Tallinn 2026), 80 EUR (a Finnish citizen, Narva 2024-05-30), 80 EUR (Polish citizens, Narva, July 2024), 80 EUR (Narva 2021-03-13), 100 EUR (Narva 2021-10-26), 120 EUR (Värska 2026-07-11), 200 EUR (Narva 2022-07-06), 200 EUR (Narva 2022-12-02), 200 EUR (Narva 2024-10-04), 280 EUR (Narva 2026-06-27). Fined without an amount: Narva-Jõesuu 2018, the Toompea pilot of 2019-02-24, the 2019 Song Festival pilot, two Ämari operators in 2023, some of the Tapa and Jõhvi operators in 2024. A verbal warning only: two Danish visitors, Setomaa 2023. Drones taken into police storage: Toompea 2019, Rally Estonia 2020. No forfeiture order, arrest or criminal case was located.

The law's own penalty schedule is separate: Not established, 4 published fine ranges below.

What we could not confirm

Printed rather than hidden. A brief that answers everything has usually guessed somewhere, and a gap here is a real gap in the official pages or a page we could not reach.

1 cited pages refused our checks and are marked unreachable in the source list.

Sources that disagree

  1. How a resident of the UK, US or another non-EASA state registers: LOIS logins are Estonian ID-card or Mobiil-ID only and no third-country route is published.
  2. Whether a UK or US remote pilot certificate is accepted, and the language of the A1/A3 test.
  3. Whether a visitor without an Estonian personal identification code can obtain a zone permit.
  4. Whether the police currently grant hobby permits in the Ida-Viru border zone (press reported in January 2025 that they stopped). The practice pass found uncoordinated flights still fined there in 2026 (Narva, 280 EUR) and the permit page still processing EER1 applications, but no source says whether a hobby application is approved today.
  5. Registration processing time.
  6. Confiscation powers and criminal provisions for drones. The practice pass found two drones taken into police storage (Toompea 2019, Rally Estonia 2020), no forfeiture order and no criminal case.
  7. Drone-specific customs treatment, import authorisation and Estonia-specific battery rules. The practice pass found no customs or airport-security case in Estonian, Russian or English press.
  8. Licence and update cadence of the geozone dataset.
  9. Whether presence bans in nature reserves and Soomaa's seasonal zones cover drone overflight.
  10. Vilsandi and Matsalu park pages and their protection rules were not read.
  11. Enforcement statistics. The practice pass found only press counts (12 punished in 18 months to 2019, 106 uncoordinated border-zone flights in ten months of 2022, about 8,400 violations detected in 18 months to 2026-04); no official yearly count of drone proceedings or fines was read.
  12. Whether the Environmental Board or a ranger has stopped or penalised anyone at Vilsandi, Matsalu, Lahemaa, Soomaa or on the islands. The practice pass found no case.
  13. How the Tallinn airport case of 2026-03-20 ended, and how many of the Tapa and Jõhvi operators of October 2024 were fined.
  14. The community record. Reddit refuses every client this project uses. A top-up pass (2026-10-08) read ten Rus.Delfi weekend summaries from the Narva crossing (March 2024 to July 2025; no drone case in any) and found four more cases through Rus.ERR and Narva portals, then stopped on its search budget; the Rus.ERR originals of the 2021-03-13 and 2022-12-02 Narva cases, Põhjarannik and the 2025 to 2026 summaries are unread.
