What decides it

  • The operator must be registered for a drone of any weight that carries a sensor such as a camera, unless the drone is a toy drone.confirmed on the cited page
  • The operator number must be marked legibly and visibly on every drone the operator flies, and a drone certificate number is not valid marking.confirmed on the cited page
  • Operator registration is valid for three years and must be renewed before it expires. Renewal issues a new operator number, so the marking on the drone and the Remote ID entry must both be updated.confirmed on the cited page
  • The minimum insurance sum does not apply to a drone under 250 g whose maximum speed cannot exceed 19 m/s and which is used exclusively for personal or hobby activities. Liability cover is still required.confirmed on the cited page
  • A remote pilot must be 15 to operate a drone in the open or specific category, or 12 for a drone under 250 g including payload. A heavier drone may be flown under the supervision of a person aged 16 or over who holds the right certificate.confirmed on the cited page
  • Any authorisation obtained under the drone order, and the documentation of any consent, must be available at the site of operation and shown to the police on request, together with the drone certificate where one is required.confirmed on the cited page

Permits tied to a place or a time

These do not change the country's colour; they decide whether a particular flight is legal where and when you want it.

  • Drone operations in Danish bird protection areas and habitat areas may not take place without authorisation from Trafikstyrelsen or its delegate. Inside the area's restriction period the only routes are that authorisation, or the exemption for authority and landowner inspection, maintenance and control work. Outside the restriction periods listed in Annex 2, flight is permitted. The remote pilot must hold a competence certificate.
  • The Wadden Sea is Annex 2 entry F57 with a restriction period of the whole year, so a visiting pilot needs the Trafikstyrelsen authorisation there at any date. Fanø, Mandø, Rømø, Skallingen and Langli, Ringkøbing Fjord, Lillebælt and Stavns Fjord are among the other all-year entries; roughly ninety areas are listed, each with its own period.
  • Drone flight may take place only outside flight-safety-critical areas, security-critical areas and particularly sensitive nature areas. Breach is punishable by a fine.
  • To fly inside a flight-safety-critical, security-critical or Natura 2000 drone zone, apply to Trafikstyrelsen as the drone operator. The service target is 30 calendar days, the fee is 1,300 DKK per hour of case handling and is billed whether or not permission is given, and a flight-safety-critical permission cannot start sooner than 14 days after it is issued.
  • Trafikstyrelsen may in exceptional circumstances exempt from the drone order, including from the distance and competence requirements. Exemptions from the aerodrome and security distances need the consent of the National Police and the Defence Command.

Before you fly, in order

  1. An operator registration from the EASA state where you reside is the registration that counts in Denmark, and a drone certificate from any EASA member state is valid here.
  2. The operator must be registered for a drone of any weight that carries a sensor such as a camera, unless the drone is a toy drone.
  3. No registration and no drone certificate for a drone under 250 g with no sensor, or for a toy drone that complies with the toy directive, is aimed at children under 14 and carries the declaration.
  4. The operator number must be marked legibly and visibly on every drone the operator flies, and a drone certificate number is not valid marking.
  5. Operator registration is valid for three years and must be renewed before it expires. Renewal issues a new operator number, so the marking on the drone and the Remote ID entry must both be updated.
  6. The minimum insurance sum does not apply to a drone under 250 g whose maximum speed cannot exceed 19 m/s and which is used exclusively for personal or hobby activities. Liability cover is still required.
  7. No insurance requirement at all for toy drones complying with the toy directive that weigh under 250 g and whose speed cannot exceed 19 m/s, or for self-insured public authorities.
  8. Any authorisation obtained under the drone order, and the documentation of any consent, must be available at the site of operation and shown to the police on request, together with the drone certificate where one is required.
  9. To fly inside a flight-safety-critical, security-critical or Natura 2000 drone zone, apply to Trafikstyrelsen as the drone operator. The service target is 30 calendar days, the fee is 1,300 DKK per hour of case handling and is billed whether or not permission is given, and a flight-safety-critical permission cannot start sooner than 14 days after it is issued.
  10. Trafikstyrelsen may in exceptional circumstances exempt from the drone order, including from the distance and competence requirements. Exemptions from the aerodrome and security distances need the consent of the National Police and the Defence Command.
  11. Open-category flight must stay at or below 120 m above terrain.
  12. Hold horizontal distance from uninvolved people equal to your flight height, the 1:1 rule. Assemblies of people may never be overflown, and the operation must stop if an uninvolved person enters the area.
  13. The drone must stay within visual line of sight throughout the operation; beyond-line-of-sight flight belongs to the specific category.
  14. Flight or attempted flight is prohibited if the pilot is over the alcohol limit, under the influence of drugs, or unfit through illness, exhaustion or lack of sleep. The police may require a breath, saliva or sweat sample, or an eye examination, at any time.
  15. Night flight is allowed if the drone carries a green flashing light showing its position.
  16. Hold 8 km horizontally from a runway at an instrument-rated (IMC) aerodrome or a military airbase. With a competence certificate you may fly from 8 km in to 2 km: up to 120 m above terrain from 8 to 6 km outside the published approach and departure areas, 100 m above runway height inside them, 40 m above runway height from 6 to 3 km and 30 m from 3 to 2 km. At a military airbase the ladder is 40 m from 8 to 3 km and 30 m from 3 to 2 km.
  17. Hold 4 km horizontally from a runway at a visual-rules (VMC) aerodrome. With a competence certificate you may fly from 4 km in to 2 km, at up to 40 m above runway height from 4 to 3 km and 30 m from 3 to 2 km. At Thisted the bands are 40 m from 6 to 3 km and 30 m from 3 to 2 km.
  18. The two publicly approved water aerodromes, Copenhagen and Aarhus, are flight-safety-critical areas. Flying in the mapped area is prohibited in principle. A competence-certificate holder may fly up to 120 m above sea level while the seaplane is docked or outside the area, and must land the drone immediately if it departs or approaches.
  19. Hold 2 km horizontally from a helipad for helicopter emergency services. With a competence certificate you may come to 1 km, and between 1 and 2 km the flight altitude may not exceed 40 m above the helipad's runway height. Hold 2 km from an emergency ambulance helicopter base, with no stated exception.
  20. Hold 150 m horizontally from diplomatic representations, courts, column-3 undertakings, police properties and Prison and Probation Service institutions. Trafikstyrelsen may raise the distance to police properties to 1,000 m on a specific assessment.
  21. Hold 150 m horizontally from the named royal palaces, among them the four Amalienborg palaces, Fredensborg, Sorgenfri, Gråsten and the Hermitage, and from the named cultural properties Christiansborg, Kronborg, Frederiksborg, Koldinghus, Marienborg and Rosenborg. No drone operations at all over Amaliehaven, Rosenborg Palace Gardens, Frederiksberg Gardens and Søndermarken.
  22. Hold 1,000 m from military areas including ranges, exercise areas and temporary military areas, from military aircraft and marked military columns, and from naval vessels at sea; 300 m from military areas inside an urban zone and from naval vessels moored outside a naval base. Prior authorisation comes from the Danish Defence Command, and the remote pilot needs a competence certificate.
  23. Flying over livestock and fenced herds needs the owner's consent. Flying over or near wild animal populations, including birds living in the wild, may only take place as part of necessary inspection, maintenance, supervision or control work. Transit at 100 m or more and 5 m/s or more in a straight line is exempt.
  24. Hold 15 m horizontally from railways and urban railways unless the infrastructure administrator has authorised the flight; the remote pilot needs a competence certificate. The rule does not apply where an urban railway runs underground.
  25. No flying over public roads with a speed limit above 70 km/h unless the infrastructure administrator has authorised it; the remote pilot needs a competence certificate. Crossing such a road is allowed when there is no traffic, by the shortest route and without undue delay.
  26. Hold 5 m horizontally from live overhead electricity cables unless the infrastructure administrator has authorised the flight; the remote pilot needs a competence certificate.
  27. Hold 1,000 m from response areas where the police, the Danish Defence or other emergency authorities are working, or where those authorities have set special restrictions. If the drone interrupts or obstructs a response it must land immediately.
  28. Flying in areas with restricted access, meaning areas fenced, guarded or electronically secured against free entry, requires the owner's or manager's prior authorisation, and the remote pilot needs at least a certificate of theoretical knowledge.
  29. Where geographical drone zones overlap, follow the most restrictive rule in the overlap unless Trafikstyrelsen has given a permission on other terms. Distance requirements can be vertical as well as horizontal.
  30. Drone flight may take place only outside flight-safety-critical areas, security-critical areas and particularly sensitive nature areas. Breach is punishable by a fine.
  31. Drone operations in Danish bird protection areas and habitat areas may not take place without authorisation from Trafikstyrelsen or its delegate. Inside the area's restriction period the only routes are that authorisation, or the exemption for authority and landowner inspection, maintenance and control work. Outside the restriction periods listed in Annex 2, flight is permitted. The remote pilot must hold a competence certificate.
  32. The Wadden Sea is Annex 2 entry F57 with a restriction period of the whole year, so a visiting pilot needs the Trafikstyrelsen authorisation there at any date. Fanø, Mandø, Rømø, Skallingen and Langli, Ringkøbing Fjord, Lillebælt and Stavns Fjord are among the other all-year entries; roughly ninety areas are listed, each with its own period.
  33. No flying over houses and their gardens, courtyards and similar bounded by fencing, hedges or walls without the consent of the owner or residents, who must be told beforehand. No flying closer than 2.5 m to a residential property. The remote pilot needs at least a certificate of theoretical knowledge. Transit at 100 m or more and 5 m/s or more is exempt.
  34. Flying with FPV camera goggles follows the ordinary A1 or A3 rules, and an observer must always stand beside the remote pilot watching the surrounding airspace.
  35. No Denmark-specific lithium-battery allowance or prohibition appears in any source checked; airline and aviation-security rules govern.
  36. A remote pilot must be 15 to operate a drone in the open or specific category, or 12 for a drone under 250 g including payload. A heavier drone may be flown under the supervision of a person aged 16 or over who holds the right certificate.
  37. Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

How a visitor gets legal

Each step as the authority describes it, with who may apply, what it costs and how long it takes.

  1. Step 1

Establish the drone's weight, sensors, class label and subcategory

Under 25 kg, below 120 m and within visual line of sight puts you in the open category. Establish the take-off mass, whether the drone carries a camera or another sensor, its C label and the subcategory it falls in.

  2. Step 2

EASA visitors: carry your home operator registration and certificate

You register once, in the country where you reside, and that operator number is the one that counts in Denmark. A drone certificate from any EASA member state is valid here. Mark the operator number on the drone and enter it in Remote ID.

  3. Step 3

Visitors from outside EASA: carry a European certificate and ask about registration

The authority states that third-country nationals holding a European drone certificate may fly here on the same terms as Danish pilots. It does not say whether a UK or FAA operator registration is accepted, and the Danish registration portal signs applicants in with MitID. Contact Trafikstyrelsen before travelling; that step is our inference, not an official instruction.

  4. Step 4

Register with Trafikstyrelsen only if Denmark is your registration state

Register once if you live here: over 250 g, or any weight with a sensor such as a camera. The portal logs you in with MitID or NemID, you give an insurance policy number, and the operator number comes back by Digital Post or by letter within 30 days. The registration lasts three years.

  5. Step 5

Hold liability insurance of at least 0.75 million SDR

Insure the operation for at least 0.75 million SDR, about 7 million DKK. Under 250 g at a maximum of 19 m/s used purely privately the floor does not apply, but cover still does, so check with your insurer. Toy drones under the toy directive are exempt.

  6. Step 6

Check the official zone map before choosing a launch point

Open the Dronezoner map and read the colour key: red is flight-safety-critical and needs permission, blue is security-critical, green is a nature area that may be active by season, orange means fly with extra care. The map warns on its own terms that it does not necessarily show every area where flying is prohibited, so it is a starting point rather than a compliance answer.

  7. Step 7

Download the zone data if you want it offline

Static zone geodata is published as GeoJSON, GeoPackage, Shapefile, KML and KMZ, updated continuously. The English download page restricts the data to personal use; any other use needs an agreement with Trafikstyrelsen.

  8. Step 8

Apply to Trafikstyrelsen for a flight inside a drone zone

Apply as the drone operator, not through a client. The service target is 30 calendar days, the fee is 1,300 DKK per hour of case handling whether or not permission is granted, and a flight-safety-critical permission starts no earlier than 14 days after issue because of the mandatory coordination with HEMS, Naviair or the aerodrome. 9. Step 9

Military areas go to the Defence Command, not to Trafikstyrelsen

Applications to fly in or near military areas and vessels cannot be approved by Trafikstyrelsen; permission comes from the Danish Defence Command. Where an area is both security-critical and military, both authorities must authorise, and the remote pilot needs a competence certificate.

  10. Step 10

Check Annex 2 before any bird protection or habitat area

Bird protection and habitat areas are a separate layer from the zone colours. Each area in Annex 2 has its own restriction period; inside it you need the Trafikstyrelsen authorisation and a competence certificate, outside it you may fly. The Wadden Sea is listed for the whole year.

Where the no-fly zones are published

The authority's own map is the one that counts on the day; an app is a convenience, not a source.

8 km from a runway at an instrument-rated aerodrome or a military airbase, 4 km at a visual-rules aerodrome, with competence-certificate bands down to 2 km at capped heights, and 2 km from a HEMS helipad with an A2 band to 1 km. These distances replaced the former 5 km rule on 1 July 2025.

On the ground

What pilots, police and the press report actually happening. This is evidence about behaviour, not law: it never changes the status above, and it is dated and linked so you can judge it yourself.

Enforced14 confirmed cases · 2022-02-17 to 2026-09-01 · practice pass 8 October 2026

Denmark charges people and publishes the case: 14 dated cases from 2022 to 2026, drones and paired phones taken at Aalborg, three charges in two days on Bornholm including a 3,000 DKK fine for a German tourist. Nothing located covers beaches, cliffs, national parks or customs.

How people fly
No first-person trip report from a visiting pilot was located in Danish or English, so there is no evidence of where people actually launch. What the record shows is where they were caught: Bornholm during the May exercise and during Folkemødet, Arnager by Bornholm Airport, Aalborg and Roskilde and Karup aerodromes, Skrydstrup, the naval station at Frederikshavn, a police station in Horsens, the Great Belt low bridge, and over residential property in Haderslev and Kalundborg.
Police and rangers
Police detect and then charge. Operators have been found by control-tower radar at Karup, by technical methods at Horsens, and by officers on the ground on Bornholm. During a temporary total ban the presence is heavy: three people were charged in two days on Bornholm in May 2026. Discretion is documented once, when an Austrian tourist by the Frederikshavn naval station was told the rules and not fined. Rangers are absent from the record: no Naturstyrelsen or national park interception, warning or fine was located, and no one has been publicly charged for flying an Annex 2 bird protection or habitat area without the Trafikstyrelsen authorisation, which is the rule that makes many scenic sites read permit. Rigspolitiet says it received over 7,000 reports of possible drone observations from 22 September 2025 onward, that every district investigation was closed by 25 June 2026 without an identified operator, and that it has bought thermal binoculars, detection equipment and basic take-down equipment for the districts. No use of the police drone-neutralisation power that took effect on 1 January 2026 was located; the only located use of force against a suspected drone is the military firing over the Borris range in September 2025, which Defence first denied and then admitted it had misreported.
At the border
No usable report.
Fines actually reported
One amount is published, three times, and always for breaching a temporary total ban rather than the ordinary rules: 3,000 DKK for the German tourist outside Hasle on 12 May 2026, 3,000 DKK for the 33-year-old at Snorrebakken on 13 May 2026, and 3,000 DKK for the 30-year-old foreign national who flew over the Great Belt low bridge while colleagues filmed a commercial, on a page that prints no date. A separate fine was issued at Folkemødet on 13 June 2026 for having no liability insurance, amount not published. Every other charge in the record ends at an expected fine with no sum: Horsens, Roskilde, Arnager, Karup, Haderslev and Skrydstrup. At Aalborg in 2023 police said the two men could expect at least a four-figure fine and warned of a possible airline damages claim; at Stenseby in 2022 police put the photographer's exposure at 5,000 to 10,000 DKK.

The law's own penalty schedule is separate: Acted on sometimes, 7 published fine ranges below.

Where reports cluster

  • Bornholm

Where enforcement is densest and most visible. Three charges in two days during the Baltic Shield exercise in May 2026, another at the Folkemødet main stage in June 2026, a seizure at Stenseby in 2022. The island gets an announced total drone ban at least twice a year and the police publish the dates in advance.

  • Aerodromes: Aalborg, Bornholm, Roskilde, Karup

Charges and on-the-spot confiscation inside the aerodrome distance, with detection by control-tower radar. Aalborg in October 2023 is the one case where both drones and the paired phones were taken.

  • Military sites and naval stations

Skrydstrup in 2022, the Frederikshavn naval station in 2026, the Borris range shooting in 2025. A visitor photographing a harbour town has walked into this one.

  • Critical-infrastructure zones away from airports

Police stations and the Great Belt bridge and railway carry no-fly rings a visitor will not expect. The Horsens case was a drift of about 24 m for about 90 seconds and was still charged.

  • Copenhagen Airport

Flights were suspended for four hours on 22 September 2025 after objects were reported; the investigation closed on 25 June 2026 with police unable to prove or rule out drone activity and nobody identified. No recreational case was located here.

  • Wadden Sea National Park and Natura 2000 areas

The park publishes that flying a drone in a Natura 2000 area needs special permission and that almost all of the park is Natura 2000. No enforcement case was located anywhere in the Annex 2 regime.

  • Copenhagen city, Mols Bjerge, Thy, Møns Klint, Skagen, Rubjerg Knude

No dated practice report found, after a direct Danish-language search for each. The absence is recorded, not read as permission.

Illegal drone flying, as the authority states it publiclyTypically a fine of up to 10,000 DKK, and the drone may be confiscatedS16
Breach of the Air Navigation Act or rules issued under it, as the Ministry of Transport describes the level in practice3,000 to 10,000 DKK depending on how many rules were broken and the nature of the breach; the Ministry says the level is still being set through test casesS17
Breach of the drone order's insurance, logbook, aerodrome, HEMS, security, castle, military, Natura 2000, livestock, railway, road, power-line, residential, response-area, restricted-access or tethered-obstacle provisionsFine; no tariff appears in the instrumentS2S4
Breach of Air Navigation Act section 126 b (1) on critical areas and particularly sensitive nature areas, section 126 c (1) on insurance, or section 126 g (2) to (3) on market surveillanceFine, amount not stated in the actS15
Flying under the influence of alcohol or drugs, or while unfitFine, rising to imprisonment up to 1 year on a repeat convictionS15
Breach of the nationwide civil drone ban of 29 September to 4 October 2025Fine or imprisonment up to two yearsS19
Corporate offendersCriminal liability for legal persons under chapter 5 of the Criminal CodeS2S19

Confiscation: Confirmed at two levels. Trafikstyrelsen states publicly that an illegally flown drone may be confiscated. The Ministry of Transport states that a drone may be confiscated under section 75 (2) of the Criminal Code where that is needed to prevent further offences, that test cases have run and are still running, and gives a worked example: confiscation has been used where an operator flew beyond visual line of sight, over an assembly of people and without the necessary authorisation.

Criminal liability: Breaches of the drone order and of Air Navigation Act section 126 b (1) are punishable by fine. Flying under the influence carries a fine rising to imprisonment up to 1 year on a repeat conviction, and the act provides for withdrawal of the right to operate a drone. Breach of the September 2025 nationwide ban carried a fine or imprisonment up to two years. Legal persons may incur criminal liability under chapter 5 of the Criminal Code. Since 1 January 2026 the police may neutralise a drone where necessary to avert disorder or danger to persons or public safety or to stop criminal activity, and the Minister may authorise certain public authorities and infrastructure managers to do the same.

What we could not confirm

Printed rather than hidden. A brief that answers everything has usually guessed somewhere, and a gap here is a real gap in the official pages or a page we could not reach.

3 cited pages refused our checks and are marked unreachable in the source list.

Sources that disagree

  1. Whether a UK or US operator registration is recognised in Denmark. No official page states recognition and none states non-recognition.
  2. How a non-resident without MitID registers as a Danish drone operator at all, and what identity documents, address or telephone number would be accepted.
  3. Registration processing time for a non-resident, beyond the 30 days the authority allows for the physical letter.
  4. Declaration of a drone on entry, temporary import authorisation, and any customs detention or confiscation policy. No Toldstyrelsen or skat.dk source was reached.
  5. Radio-conformity requirements for a drone bought abroad. Styrelsen for Dataforsyning og Infrastruktur was not reached.
  6. Lithium-battery carriage: no Danish rule located in any source checked.
  7. Park-specific drone rules for Thy and Mols Bjerge national parks, and the mapping of park boundaries to the order's Annex 2 entries.
  8. Municipal drone restrictions. No municipal source was reached.
  9. Whether the geozone application fee has a minimum or a cap, since it is billed by the hour of case handling.
  10. A complete fine tariff. The 3,000 to 10,000 DKK band is the Ministry of Transport's description of practice, and the Ministry says the level is still being set through test cases.
  11. Whether the 2016 urban-drone order has been formally repealed. It is absent from the authority's own list of applicable law, which is why the built-up-area claim is not carried, but no repeal clause was read.
  12. Whether a recreational purpose is accepted for a geozone permission. The application page does not limit the permission by purpose, but it does not state recreational eligibility either, and the aerodrome and HEMS derogations are expressly limited to public-benefit, research or commercial purposes.
  13. First-person pilot reports. The practice pass located fourteen dated police and press cases but no trip report by a pilot, Danish or visiting, for any Danish destination, so how ordinary flying at beaches, cliffs and parks is received is still unread.
  14. Any enforcement case in a national park or Natura 2000 area, at customs, or under the nationwide ban of 29 September to 4 October 2025. The practice pass searched for each in Danish and found nothing either way.

Link audit: two of the authority guidance PDFs the research pass cited for the registration threshold, the 120 m limit and the 1:1 rule now return HTTP 404, and its geozone download URL used a path that no longer exists. Every claim they carried was recovered from live pages. The authority's English translation of the 2023 order is still published with the superseded 5 km aerodrome distance, and the 2017 English consolidation of the Air Navigation Act, still on the same domain, carries a built-up-area rule that the act in force does not contain. The 2016 urban-drone order is absent from the authority's own list of applicable law.
