Every engine field and the workflow rest on official pages.

What decides it

  • A drone under 250 g still needs operator registration if it carries a camera or other sensor able to capture personal data, unless it is a toy under Directive 2009/48/EC.confirmed on the cited page
  • Display the operator number on every drone you fly, including self-built ones, and upload the full string into the remote identification system if the drone has one.confirmed on the cited page
  • A drone bought in another EU state may be used if CE marked and covered by a Czech general authorisation. Equipment bought outside the EU usually cannot be used in Czechia and cannot be legalised afterwards. A copy of the EU declaration of conformity must be available.confirmed on the cited page

Permits tied to a place or a time

These do not change the country's colour; they decide whether a particular flight is legal where and when you want it.

  • Roads (zone LKR317): within 50 m of a motorway or class I road you need consent from the Road and Motorway Directorate (ŘSD); within 15 m of a class II or III road, consent from the road owner or manager; local roads similar. Every such flight goes into DroneMap.
  • Railways (zone LKR311): A1 and A2 drones may cross or fly 5 to 60 m from the track after a DroneMap plan with no train within 500 m; A3 drones need the railway operator's consent; longer flights within 5 m need consent and the A2 certificate, and from 900 g insurance of at least 1,000,000 Kč.
  • Around objects important for national defence (zone LKR319) flight is prohibited and recording is forbidden; an exception may be requested.
  • Substations from 110 kV need their operator's consent; near lines from 220 kV a short transit from 250 g needs an email notice to the operator and a longer flight needs consent; flying over a water reservoir needs the water authority's consent.
  • In every national park, protected landscape area (CHKO) and small protected site (zone LKR318), a drone that needs registration may fly only after preliminary information from the nature authority that no permit is needed, or with that permit, and with the flight entered in DroneMap.
  • A flight that conflicts with a zone's conditions in the open category needs an ÚCL flight authorisation (OKL): no fee, decided within 30 days.
  • Flights that cannot meet the open category need a specific-category operational authorisation from ÚCL or a standard-scenario declaration.

Before you fly, in order

  1. A drone under 250 g still needs operator registration if it carries a camera or other sensor able to capture personal data, unless it is a toy under Directive 2009/48/EC.
  2. An operator registration from any EASA state is valid in Czechia, and an operator may not be registered in more than one EU member state.
  3. Display the operator number on every drone you fly, including self-built ones, and upload the full string into the remote identification system if the drone has one.
  4. A flight that conflicts with a zone's conditions in the open category needs an ÚCL flight authorisation (OKL): no fee, decided within 30 days.
  5. Flights that cannot meet the open category need a specific-category operational authorisation from ÚCL or a standard-scenario declaration.
  6. Maximum 120 m above the nearest point of the terrain; up to 15 m above an obstacle taller than 120 m within 50 m of it, with the owner's consent.
  7. Keep the subcategory distances: C1 plans no overflight of uninvolved people; C2 keeps 30 m (5 m in low-speed mode) and the 1:1 rule; A3 keeps clear of people and 150 m from residential, commercial or industrial areas. Never over assemblies of people.
  8. Keep the drone in visual line of sight; an observer may help from beside you.
  9. Night flight is allowed with a green flashing light switched on.
  10. Check DroneMap (dronemap.gov.cz) before every flight. Many zones require the flight to be entered there with the operator number, area, height, time and weight category; drones exempt from registration are excused.
  11. Roads (zone LKR317): within 50 m of a motorway or class I road you need consent from the Road and Motorway Directorate (ŘSD); within 15 m of a class II or III road, consent from the road owner or manager; local roads similar. Every such flight goes into DroneMap.
  12. Railways (zone LKR311): A1 and A2 drones may cross or fly 5 to 60 m from the track after a DroneMap plan with no train within 500 m; A3 drones need the railway operator's consent; longer flights within 5 m need consent and the A2 certificate, and from 900 g insurance of at least 1,000,000 Kč.
  13. Airports: in a controlled zone fly freely only up to the published grid height; above it coordinate with air traffic control, and in the inner zone also with the airport operator and enter the flight in DroneMap. Prague Ruzyně's inner zone reaches 5.5 km from the airport reference point. Within 1,000 m of a heliport enter the flight in DroneMap; within 1.5 km of a sport-flying field coordinate with its operator.
  14. Around objects important for national defence (zone LKR319) flight is prohibited and recording is forbidden; an exception may be requested.
  15. Substations from 110 kV need their operator's consent; near lines from 220 kV a short transit from 250 g needs an email notice to the operator and a longer flight needs consent; flying over a water reservoir needs the water authority's consent.
  16. In every national park, protected landscape area (CHKO) and small protected site (zone LKR318), a drone that needs registration may fly only after preliminary information from the nature authority that no permit is needed, or with that permit, and with the flight entered in DroneMap.
  17. Congested areas (zone LKR316): sub-250 g camera drones, C0 and C1 fly without authorisation after a DroneMap flight plan, planning no overflight of uninvolved people and keeping the 1:1 rule; C2 flies under A2 conditions.
  18. FPV goggles are allowed with an observer beside you who keeps direct sight of the drone.
  19. A drone bought in another EU state may be used if CE marked and covered by a Czech general authorisation. Equipment bought outside the EU usually cannot be used in Czechia and cannot be legalised afterwards. A copy of the EU declaration of conformity must be available.
  20. Camera flights fall under personal-data protection, which the data protection authority ÚOOÚ enforces; ÚCL does not handle privacy complaints about drones.
  21. Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

How a visitor gets legal

Each step as the authority describes it, with who may apply, what it costs and how long it takes.

  1. Step 1

Classify the drone and the flight

Establish the take-off mass, the class mark or legacy status, whether the drone has a camera, the subcategory, and what DroneMap shows at the place you want to fly.

Visitors eligible · None · Immediate

    • Drone data

May a visiting pilot fly at allYes, after a registration or a notification. No flight permit is needed in the open category. What is needed is operator registration (home EASA registration counts), pilot competence, Remote ID on C1 to C3, insurance in A2 and in A3 above 4 kg, and compliance with the national geozones shown in DroneMap. For a UK or US resident the binding constraint is the registration portal's Czech eID gate.confirmed on the cited pageS2S3S21
EU or EEA registration recognisedYesAn operator number from any EASA state is valid in Czechia and the operator must not register twice. Training completed in one EASA state is recognised in all others.confirmed on the cited pageS3S4
UK registration recognisedNoA resident of a non-EU state must register with the aviation authority of the first EU country where they intend to fly, and UAS training or qualifications from the country of residence are not accepted. ÚCL registers third-country operators.confirmed on the cited pageS1S3
US registration recognisedNoSame rule as the UK: register in the first EU country of operation and pass the EU training; FAA registration and Part 107 are not recognised.confirmed on the cited pageS1S3
Local registrationRequired from 250 g. Cost: Free. Time: Minutes online; the registration document is emailed. Non-residents: Online identity proof for a natural person only through Identita občana: Czech eGovernment mobile key, Czech eID card, NIA ID, International ID Gateway, První certifikační autorita, mojeID or Czech bank identity. The form collects name, date of birth, address of residence, email and a telephone number that the portal validates as 9 digits. No route for a visitor without one of these is published..Three triggers in the open category: 250 g or more, more than 80 J of kinetic energy, or a camera or other sensor able to capture personal data unless the drone is a toy under Directive 2009/48/EC. Any drone in the specific category. The identity text is read from the portal's own published interface file, because the portal renders client-side; the aviation act § 54a(2) requires electronic identification for online filing.confirmed on the cited pageS1S2S5S10S11
Remote IDC1 drones in A1, C2 in A2 and C3 in A3 must be flown with active and updated direct remote identification and geo-awareness. The full operator string (number plus three assigned characters) is uploaded into the remote identification system when the drone has one.The research passes called this unconfirmed. ÚCL's Czech eRules (version 7.0, 11 August 2026) state it per subcategory; no Remote ID condition is attached to C4.confirmed on the cited pageS7S3
InsuranceMandatory, at least 1,000,000 Kč per event in subcategories A2 and A3 · Subcategory A2, subcategory A3 when the take-off mass exceeds 4 kg, and the specific category, whatever the purpose. Not required in A1. Members of an authorised model-flying club are exempt up to 20 kg.Aviation act § 54d(1) and decree 108/1997 § 16n(1). Specific category: 2, 5 or 10 million Kč by weight up to 20 kg; above 20 kg 0.75 million SDR under Regulation (EC) 785/2004. Altitude ceiling120 mMeasured from the nearest point of the earth's surface, so on a slope the limit follows the hillside. Over an obstacle taller than 120 m the drone may fly up to 15 m above it within 50 m horizontally, with the obstacle owner's explicit consent. Near controlled airports the published grid height applies.confirmed on the cited pageS3
Distance from peopleA1: a C0 or self-built drone under 250 g may fly over uninvolved people but should avoid it; with a C1 the pilot must reasonably expect not to overfly anyone. A2 (C2): 1:1 rule and never closer than 30 m to uninvolved people, 5 m in low-speed mode. A3: no uninvolved people within range and at least 150 m from residential, commercial or industrial areas. Never over assemblies of people.confirmed on the cited pageS3S33
Line of sightRequired. A UA observer may assist, standing beside the pilot so they can communicate immediately. ÚCL's guidance recommends at least 5 km ground visibility when planning VLOS.confirmed on the cited pageS3S7
NightPermitted. The pilot must switch on a green flashing light on the drone when flying at night. No national night ban was found on any official page.confirmed on the cited pageS7
Class marksC0 to C4 in the open category. A drone placed on the market before 1 January 2024 without a class mark flies in A1 if under 250 g or in A3 if under 25 kg. A self-built drone flies in A1 if under 250 g and slower than 19 m/s, otherwise in A3 under 25 kg.confirmed on the cited pageS3
FPVPermitted in the open category with a UA observer beside the pilot who keeps direct sight of the drone, watches the airspace and can tell the pilot to land immediately. The pilot remains responsible.confirmed on the cited pageS3
Commercial useCommercial flights may use the open category under the same rules, with no separate aerial-work licence; operator registration and the pilot test apply to commercial operators too.Insurance under the statute depends on subcategory and weight, not purpose; the older FAQ wording makes every flight except individual recreational flight up to 20 kg insurable. Where the no-fly zones are published

The authority's own map is the one that counts on the day; an app is a convenience, not a source.

No single distance. In a controlled zone fly up to the published grid height; above it coordinate with air traffic control, and in the inner zone also with the airport operator and file in DroneMap. Prague Ruzyně's inner zone reaches 5.5 km from the airport reference point. Heliports: DroneMap within 1,000 m. Uncontrolled aerodromes: free below the grid height.

Customs and the border

Declaration
No drone-specific declaration rule was found. Celní správa's traveller page is reachable but carries no drone content.
Import authorisation
None found for a traveller. ČTÚ states that radio equipment without CE marking from the manufacturer cannot be imported or placed on the EU market.
Radio conformity
Radio equipment may be operated only on permitted frequencies under a general or individual ČTÚ authorisation and with conformity assessed (CE mark). Bought in the EU: usable if CE marked and generally authorised. Bought outside the EU: usually not usable, and it cannot be legalised afterwards. A copy of the EU declaration of conformity must be available. ÚCL: drones outside the protected aeronautical frequencies fall under Directive 2014/53/EU.

On the ground

What pilots, police and the press report actually happening. This is evidence about behaviour, not law: it never changes the status above, and it is dated and linked so you can judge it yourself.

Enforced11 confirmed cases · 2022-07-25 to 2026-10 · practice pass 8 October 2026

Eleven dated cases, 2022 to 2026, from Czech press and police: drones seized at event zones, airports and heliports, pilots reported to ÚCL, whose 2025 fines were 10,000 Kč each. None names a foreign pilot, though 54 of 136 reported in 2024 were foreigners. No park, Castle or customs case found.

How people fly
The confirmed cases are ordinary flights in the wrong place: filming a forest fire for Facebook, measuring for a company, photographing a mill near an airport, flying over a festival, a race track or a car meet, and flying out of curiosity next to a rescue helicopter. Officials describe the typical offender as an unregistered amateur who does not know they are in a zone. For visitors, the one place ÚCL singles out is the Prague Castle zone, which it says foreigners breach most often. Adršpach's rock town had rangers recording about one drone case a week in summer 2021.
Police and rangers
Police find pilots at temporary event zones (Brno MotoGP, Colours of Ostrava, the Cheb air show, a Brno car meet) and near aircraft (Prague and České Budějovice airports, the Liberec hospital heliport, a rescue helicopter at Horní Folmava), seize the drone and report the pilot to ÚCL, which decides the penalty. Papers do not prevent it: the Cheb pilot held a certificate, an ÚCL permit and insurance and lost his drone for taking off inside an air-show zone he did not know about. Flights near aircraft are investigated as negligent general endangerment, a crime: the 2022 České Švýcarsko fire, a 2022 rescue-helicopter case that led to a charge, and the 2026 Prague airport detention. The Castle zone is guarded by the police Presidential Protection Unit. Many pilots are never found: an airliner's report of a drone at about 1,300 m over Prague in 2026 was shelved, and Prague airport said in 2022 that police usually arrive after the pilot has gone home. Park rangers can warn or fine on the spot; Krkonoše reported daily drones and no fines in 2018, rangers could not confiscate a drone in 2021, and drones were among Podyjí's most common fines in 2025. No individual ranger case was found. On the law block's registration problem for UK and US visitors: no case was found of a visitor being checked for a Czech registration; the registration cases found are drones with no registration at all.
At the border
No usable report.
Fines actually reported
ÚCL's own figures: 31 fines decided in 2025, every one 10,000 Kč; 28 fines totalling 330,000 Kč in 2024, the highest 50,000 Kč; 32 fines in 2018, 26 of them for flights over Prague Castle, typically in the tens of thousands of crowns. ÚCL says confiscation of the drone or a warning are also possible. In the 2026 cases police seized the drone on the spot every time the pilot was found, and the Cheb pilot faces a fine and forfeiture for ÚCL to decide. No individual fine amount, forfeiture decision or criminal verdict was located for any named case.

The law's own penalty schedule is separate: Not established, 9 published fine ranges below.

Where reports cluster

  • Prague Castle (zone LKP1)

ÚCL names it, with the airport, as where most drone offences happen, and says foreigners breach it most often. In 2016 to 2018 it accounted for 79 of 93 ÚCL drone fines. No individual case reached the press in this pass.

  • Václav Havel Airport, Prague

Confirmed twice: a detention and seizure on 2026-05-08 after a diversion to Vienna, and a drone at about 1,300 m in August 2026 whose pilot was never found.

  • Temporary zones over events: Brno MotoGP, Colours of Ostrava, the Cheb air show, a Brno car meet

Confirmed four times in 2026, all ending in seizure and an ÚCL report. The zones are temporary and easy to miss.

  • Hospital heliports and rescue helicopters

Confirmed twice: Liberec hospital 2026 (pilot identified) and Horní Folmava 2022 (charged with negligent general endangerment).

  • České Budějovice airport

Confirmed once, during a military exercise in September 2026: drone and memory card seized.

  • České Švýcarsko National Park

One case, the 2022 forest fire, filmed by a local man and investigated by police; no outcome located. A joint patrol in 2026 reported no drone pilot.

  • Krkonoše, Podyjí and Adršpach

Aggregates only: daily drones and no fines in Krkonoše in 2018, drones among Podyjí's most common fines in 2025, about one case a week at Adršpach in summer 2021. No individual case found.

  • Šumava, Český Krumlov and airport customs

No dated case found. Absence of a report is not evidence of tolerance.

What we could not confirm

Printed rather than hidden. A brief that answers everything has usually guessed somewhere, and a gap here is a real gap in the official pages or a page we could not reach.

Sources that disagree

  1. Whether ÚCL accepts an operator or pilot registration from a UK or US resident without Czech Identita občana, and through which channel (paper, email or data box).
  2. Whether a visitor can file DroneMap flight plans with a foreign operator number, and whether DroneMap needs a login.
  3. Whether a foreign visitor can obtain an OKL or a nature-authority exception; Šumava's application asks for permanent residence or another delivery address.
  4. Fees for national-park exceptions and for AOPK preliminary information.
  5. České Švýcarsko's and Podyjí's own drone pages, and whether any CHKO other than Šumava publishes a drone map layer.
  6. The licence of the zone data on aim.rlp.cz; its terms of use were not read.
  7. The statutory basis for forfeiting a drone, and whether any forfeiture has been decided. The practice pass found police seizing the drone in every 2026 case where the pilot was found, and ÚCL saying confiscation is a possible penalty, but no forfeiture decision.
  8. The outcome of the criminal cases. Three drone flights near aircraft were investigated as negligent general endangerment (the 2022 České Švýcarsko fire, Horní Folmava 2022, where a charge was brought, and Prague airport 2026); no verdict was located.
  9. Any drone-specific customs rule for travellers. The practice pass also found no case of customs or airport security checking or holding a traveller's drone.
  10. Whether park rangers have fined any individual drone pilot, and how many of the national parks' 2025 fines were for drones. Only aggregates were found (Podyjí 2025, Krkonoše 2018, Adršpach 2021).
  11. How ÚCL ended the 2026 seizure cases (Brno, Ostrava, Cheb, České Budějovice). The press reports the seizure and the referral, not the decision.
  12. Individual cases involving visiting pilots. ÚCL's figures show 54 foreigners among 136 pilots reported by police in 2024 and say foreigners breach the Prague Castle zone most often, but none of the eleven confirmed cases names a foreign pilot. The community record (Reddit) and a 2017 iRozhlas article on tourists fined over the Castle could not be opened.
  13. Any Czech battery carriage rule.
  14. The content of ÚOOÚ recommendation 1/2024 on drone cameras, and any privacy rule beyond the registration trigger.
  15. Municipal drone bans beyond the national congested-area zone; Český Krumlov and Adršpach were not researched.
  16. Whether the A1/A3 test is required for a sub-250 g drone with a camera that has no C0 mark: ÚCL's FAQ exempts only C0, ŘLP's guide says pilots of all drones up to 250 g skip the test.
  17. The date the statutory insurance duty (§ 54d) entered the aviation act.
