Every engine field and the workflow rest on official pages.

What decides it

  • A drone under 250 g still requires operator registration if it carries a camera or other sensor able to capture personal data, unless it is a toy under Directive 2009/48/EC.confirmed on the cited page
  • Display your operator number on every drone you fly, including privately built ones, and enter it into the drone's remote identification system.confirmed on the cited page
  • The minimum remote-pilot age is 16. No minimum applies in A1 with a C0 drone, with a privately built drone under 250 g, or under the direct supervision of a competent pilot. A pilot under 18 flies under a parent or guardian registered as the operator.confirmed on the cited page

Permits tied to a place or a time

These do not change the country's colour; they decide whether a particular flight is legal where and when you want it.

  • A flight that cannot meet the open-category limits (beyond line of sight, over 120 m, over 25 kg, dropping or spraying, an unmarked or over-4 kg drone in a town) needs a specific-category authorisation from ГД ГВА before it takes place.
  • No drone may fly in a prohibited or restricted area of the AIP (ENR 5.1), in airspace reserved in the airspace-use plan, or inside the guarded boundary of a public airport, except with a specific-category authorisation or the airport-zone permission of ГД ГВА.
  • Flying without permission in a geozone where drones are restricted or prohibited, in an activated airspace structure or inside a public airport's guarded boundary is prohibited by the Civil Aviation Act; the drone may be forced to land or removed, and the pilot bears the damage.
  • Check the CAA geozone map on uas.caa.bg before every flight. Of 881 published zones, 216 prohibit drones, 581 need a ГД ГВА authorisation applied for 5 or 7 working days or a month ahead, and the rest set conditions or require notifying the zone's contact 10 to 45 days ahead.
  • Airport zones are graded: at Sofia, for example, a ГД ГВА authorisation is needed above 50 m in the outer zone and from the ground in the inner zone, applied for 7 working days ahead. Flying in an airport-protection zone without a specific authorisation needs a risk assessment and ГД ГВА's permission, agreed with air traffic services and the airport.
  • Do not fly near or inside an area where an emergency situation has been declared.

Before you fly, in order

  1. A drone under 250 g still requires operator registration if it carries a camera or other sensor able to capture personal data, unless it is a toy under Directive 2009/48/EC.
  2. An operator registered in another EU or EFTA state flies on that registration and does not register in Bulgaria; no operator may be registered in more than one member state.
  3. Display your operator number on every drone you fly, including privately built ones, and enter it into the drone's remote identification system.
  4. A flight that cannot meet the open-category limits (beyond line of sight, over 120 m, over 25 kg, dropping or spraying, an unmarked or over-4 kg drone in a town) needs a specific-category authorisation from ГД ГВА before it takes place.
  5. Fly no higher than 120 m above the terrain, or up to 15 m above an obstacle taller than 120 m within 50 m of it at the owner's request.
  6. A1: over people but never over crowds. A2: at least 30 m from people, or 5 m in low-speed mode. A3: at least 150 m from residential, commercial, industrial or recreational areas.
  7. Keep the drone in direct sight at all times, except in follow-me mode with a C0 or C1 drone or when flying FPV with an observer.
  8. No drone may fly in a prohibited or restricted area of the AIP (ENR 5.1), in airspace reserved in the airspace-use plan, or inside the guarded boundary of a public airport, except with a specific-category authorisation or the airport-zone permission of ГД ГВА.
  9. Flying without permission in a geozone where drones are restricted or prohibited, in an activated airspace structure or inside a public airport's guarded boundary is prohibited by the Civil Aviation Act; the drone may be forced to land or removed, and the pilot bears the damage.
  10. Check the CAA geozone map on uas.caa.bg before every flight. Of 881 published zones, 216 prohibit drones, 581 need a ГД ГВА authorisation applied for 5 or 7 working days or a month ahead, and the rest set conditions or require notifying the zone's contact 10 to 45 days ahead.
  11. Airport zones are graded: at Sofia, for example, a ГД ГВА authorisation is needed above 50 m in the outer zone and from the ground in the inner zone, applied for 7 working days ahead. Flying in an airport-protection zone without a specific authorisation needs a risk assessment and ГД ГВА's permission, agreed with air traffic services and the airport.
  12. The CAA lists national parks among the places drones may not fly, but no park zone appears in the published geozone dataset and no park publishes a drone rule. Breaches of the Rila, Pirin and Central Balkan park regimes are fined 500 to 5,000 лв for a person.
  13. FPV goggles are allowed in the open category only with a drone observer standing beside you who keeps the drone in direct sight. FPV races with spectators need the specific category.
  14. The minimum remote-pilot age is 16. No minimum applies in A1 with a C0 drone, with a privately built drone under 250 g, or under the direct supervision of a competent pilot. A pilot under 18 flies under a parent or guardian registered as the operator.
  15. Spare lithium batteries in cabin baggage only: up to 100 Wh without approval, 100 to 160 Wh with airline approval and two spares, over 160 Wh not allowed (IATA passenger guidance; airlines may be stricter).

How a visitor gets legal

Each step as the authority describes it, with who may apply, what it costs and how long it takes.

  1. Step 1

Check whether you need an operator registration

You need one from 250 g, or below 250 g if the drone has a camera or other sensor that can capture personal data and is not a toy, and always in the specific category.

Visitors eligible · None · Immediate

    • Drone data: take-off mass, class mark, camera

  2. Step 2

EU and EFTA residents: fly on your home registration

Your home operator registration and pilot certificate are valid in Bulgaria; you do nothing different from flying at home. Do not register again.

Visitors eligible · Home state fee · Home state procedure

    • Home state operator registration
    • Pilot certificate where required

    Open the official page

  3. Step 3

UK, US and other residents: register as an operator on uas.caa.bg

If Bulgaria is the first EU country you fly in, register on uas.caa.bg. Login needs a qualified electronic signature (КЕП); Bulgarian providers issue a mobile one after a passport or ID scan and a selfie. Foreign citizens enter their ЛНЧ and date of birth, address, e-mail and phone. A ГД ГВА administrator approves the registration.

Eligibility not stated · 10.23 EUR · 1 working day

  4. Step 4

UK, US and other residents, 250 g and above: get the A1/A3 pilot certificate

Take the CAA's online course and 40-question online exam through the pilot section of uas.caa.bg (same КЕП login). Qualifications from outside the EU are not accepted. The certificate is valid 5 years in every EASA state.

Visitors eligible · None · Immediate

    • Operator number
  6. Step 6

Before every flight: check the geozones

Open the map on uas.caa.bg (or download its GeoJSON) and check the take-off point. In a zone that needs ГД ГВА's authorisation, apply 5 or 7 working days or a month ahead as the zone says; in a notification zone, tell the listed contact 10 to 45 days ahead. Prohibited zones, AIP restricted areas and airport boundaries are closed without a specific-category authorisation.

  7. Step 7

Paid work: file the professional-activity declaration

Before any professional flight in the open category, file a declaration with ГД ГВА with an operations manual, staff competency, the fee and a liability insurance contract, and wait for its acceptance.

Eligibility not stated · Up to 14 working days

    • Operations manual

The authority's own map is the one that counts on the day; an app is a convenience, not a source.

No flight inside the guarded boundary of a public airport. Airport geozones are graded: at Sofia, authorisation above 50 m in the outer zone and from the ground in the inner zone, 7 working days ahead.

Too few confirmed reports to say3 confirmed cases · 2025-02-07 to 2026-03-07 · practice pass 8 October 2026

No case of a drone pilot fined, stopped or losing a drone was found. The three confirmed reports are Sofia airport alerts in 2025 and 2026, none ending in a penalty or involving a visitor. Nothing covers the Black Sea resorts, Plovdiv, Rila Monastery, the national parks or customs.

How people fly
The one traveller account that could be opened describes ordinary sightseeing flights by a visiting photographer at Rila Monastery, over Bansko's main square, from a Rhodope railway halt and at the Shipka Memorial Church, with bystanders curious rather than suspicious and no police contact. A guide site for Buzludzha says recreational pilots may fly around the monument's exterior under the open category.
Police and rangers
Two places where checks are documented, neither with a penalty on a recreational pilot. At Sofia airport the airport's detection system raises the alert and the Interior Ministry and Border Police respond; the transport minister announced in February 2025 an antenna to locate drones within 40 km of Sofia. On 2026-03-07 the police traced an alert to an amateur aviation photographer, who handed over his equipment voluntarily, gave an explanation and was released; the same report says no drone took off and the system reacted to the radio signal of equipment being switched on, and aviation photographers denied he had a drone. In Rila National Park the directorate flies its own camera drone over the Seven Rila Lakes every day to enforce the bathing ban (2024), and its published registers list 95 violation acts from 2024 to 2026 (vehicles, snowmobiles, fires, fishing, grazing, bathing, ice climbing) and none for a drone. No report was found of police or rangers stopping a drone pilot at the Black Sea resorts, Nessebar, Sozopol, Plovdiv's old town, Rila Monastery, Pirin or Central Balkan. No case was found applying the 2025 forced-landing power (Civil Aviation Act art. 62б) or the 2026 offence of endangering an aircraft (Criminal Code art. 114е(2а)) to a recreational flight; both followed the 2025 airport incident, which experts quoted by the press called a military-type drone. Visitor share: none of the three confirmed reports involves a pilot from abroad.
At the border
No usable report.
Fines actually reported
No fine, seizure or prosecution actually applied to a drone pilot in Bulgaria was found. The 2025-02-07 Sofia airport case opened pre-trial proceedings under Criminal Code art. 340 with the operator still unidentified a week later, and no outcome was located. The person checked at the airport on 2026-03-07 handed over his equipment voluntarily and was released, with no fine reported.

The law's own penalty schedule is separate: Not established, 4 published fine ranges below.

Where reports cluster

  • Sofia Airport (Vasil Levski)

Three dated alerts: 2025-02-07 (six flights delayed, operator not found), 2026-03-07 (airspace briefly closed, a flight from Cologne diverted to Varna, one person checked and released) and a night in March 2026 (three reports, no drone found). Every confirmed report in the country is from here.

  • Seven Rila Lakes and Rila National Park

The park directorate patrols the lakes with its own camera drone against bathing; its 2024 to 2026 violation registers hold no drone case.

  • Rila Monastery, Bansko, the Shipka Memorial Church

A visiting photographer's 2026 post describes flying at each with curious bystanders and no police contact. One community account, not a pattern.

  • Buzludzha Monument

A guide site says exterior flying is permitted under the open category and asks pilots to avoid tourist groups; it is not shown to be the monument's operator, and no case was found.

  • Pirin and Central Balkan National Parks

No case found. Pirin's directorate published monthly control reports from 2019 to May 2024 with totals only, no offence breakdown, and none mentions a drone.

  • Airport customs on arrival or departure

    No case found.

Flying a drone without a required permission, or in breach of the applicable rules or the operator's procedures3,000 to 10,000 лв (Civil Aviation Act art. 143(1) т. 20)S34
Repeat breach under art. 1434,000 to 13,000 лв (art. 146)S34
Any other breach of the Act, its ordinances or the EU drone regulations with no penalty of its own1,000 to 10,000 лв (art. 147(1))S34
Breaching the regime of Rila, Pirin or Central Balkan National Park (not drone-specific)500 to 5,000 лв for a person, up to 10,000 лв for a companyS6

Confiscation: A drone flown without permission in a restricted or prohibited geozone, an activated airspace structure or a public airport's guarded boundary is forced to land or removed by force, and the violator bears the damage. Besides the fine, the offender may lose the right to the aviation activity for up to one year.

Criminal liability: Yes. Operating a drone in breach of the established order and thereby endangering an aircraft in flight is punished with 3 to 10 years' imprisonment (Criminal Code art. 114е(2а), in force 31 January 2026).

Sources that disagree

  1. Whether a UK, US or other non-EU visitor can in practice register on uas.caa.bg: login needs a qualified electronic signature (КЕП) and the register asks foreigners for an ЛНЧ, which a tourist usually lacks. No other route is published.
  2. Whether the A1/A3 online exam is open to a visitor and offered in English.
  3. Any Bulgarian rule on night flying or lights.
  4. Which drone classes must carry Remote ID, by a Bulgarian source.
  5. A minimum insurance cover, and whether a policy issued abroad satisfies the obligation.
  6. The licence and update cycle of the geozone dataset.
  7. Whether any national park, nature park, Natura 2000 site or municipality restricts drones; Rila's site did not respond during the law pass and Pirin's only text read is a 2015 draft plan. Rila's site loaded on the practice pass: its visitor rules page does not mention drones and its 2024 to 2026 penalty registers hold no drone case, but no drone rule was read.
  8. Customs treatment of a visitor's drone beyond the general temporary-import exemption, and any radio or battery rule. The practice pass found no traveller report of a drone being checked or held at a Bulgarian airport either.
  9. The in-force date of Civil Aviation Act art. 62б, and the Council of Ministers ordinance on forced landing it calls for.
  10. The fines in euro: the consolidated Act still prints the amounts in лева.
  11. How often fines are imposed on visitors; no official statistic was found. vesti.bg asked ГД ГВА for violation, sanction and fine counts in August 2026 and no answer was located; the practice pass found no dated fine, seizure or prosecution of any drone pilot in Bulgarian or English.
  12. Whether any recreational pilot, local or visiting, has been stopped at the Black Sea resorts (Sunny Beach, Nessebar, Sozopol), Plovdiv's old town, Rila Monastery or in the national parks. No case was found in the Bulgarian press, the police feed carried by BTA or the Rila park registers.
  13. The outcome of the pre-trial proceedings over the 2025-02-07 Sofia airport drone, and whether the person checked there on 2026-03-07 had a drone at all: the police said none took off, and aviation photographers deny he had one.
  14. Whether the forced-landing power of Civil Aviation Act art. 62б or Criminal Code art. 114е(2а) has been applied to any flight; no case was found.
  15. The community record. Reddit and MavicPilots, where traveller accounts usually sit, refuse every client this project uses, so that half of the practice record is unread.
  16. The date the drone portal moved from drones.caa.bg to uas.caa.bg.
